FASHION AND LITERATURE. Bciron erstolk and Mr. Dedel the Dutch Pleni- potentiaries, the Belgian Ministers and the Ambas- sadors and Ministers of the Great Powers were occupied with Viscount Palmerston about' three hours on Tuesday atternoon, at the Foreign Office. A Cabinet Council was held on Saturday atternoon at the residence ot Viscount Althorp, in Downing- street, which was very numerously attended. The Ministers were three hours in deliberation. BRITISH SHIPPING -A large portion oftile ship- ping interest of London have signed a petition praying that the measurement ofships fur registry may he made upon a new and improved plan, liy tne present system of measurement a ship bunt in the form of a deep square box is rated the same as one sha'low built: consequently, ships are built very much in the shape of coffins. The object of the petitioners is, that ships he regis- tered according to their cubic contents, the mea- surement of which any exciseman is fully capable of gauging. By this tliey would obtain a great fidvantagein point ofquiek. sailing, capabilities ot navigation, and frequently, ofstowage of goods: but to this the philosophical persons who govern (?) these kingdoms object, as a bat to the suiisliine- and probably for the same reason. POST OFFICE COMMUNICATION WITH AilERICA.- His Majesty's Ministcrshavc adopted "a new re- gulation," by which commercial and other letters to America are prohibited from being sentthrough any other channel than the Post Office. A nu- merous and respectable meeting of merchants in London have framed and signed a petition to Parliament against this new regulation." We conceive the conduct of Ministers in thisinstance to be an encroachment on the freedom of inter- course of his Majesty's lieges, quite incompatible with the spirit of Re'orm. POOR HATES RETI.'RN.—An official return has been presented to the House of Commons, shewing the amount of poor rates levied in England and Wa'es in the year ending 2 March, 1832. It appears from this document that the total sum levied for the relief of the poor is nearly eight miliums and a half. Of this amount more thmi a million and a half appears to be expended "for other purposes than the relief of the poor," leaving a gross sum of something more than seven millions as the poor rate expenditure of England and Wales. Com- pared with the preceeding year there is an increase of three percent, in England, and six per cent, in Wales. THE NEW STAGE COACH ACT.—The bill now before parliament for the purpose f amending the Stage Coach Act, we fear, if allowed to pass into a law, will prove a greater public nuisance than ever, and the lives of his Majesty's subjects will be placed in more imminent danger than heretofore for by the intended bill it would appear that the proprietors of stage-coaches may, by paying to the revenue extra duly, carry as many passengers as they please, which will be seen hy the follo\Villg" scalt) :-By paying 2d. a mile duty, a stage-coach may carry five outside passengers; 2Jd. eight; 3d. eleven 3 £ d. twelve; 4d. fourteen 4 £ d. sixteen; 5d. eighteen j 5^d. tweuty and so on. By paying a halfpenny a mile extra duty a coach proprietor may carry two outsidw passengers. It is therefore quite evident that in the framing of this hill the safety of the public has been a secondary consideration. (Chester Courant).—This is probably what Mr. P. Thomson calls fructifying the revenue. DEATH OF MR. SNEYD.—We lament to state that bis gentleman, whom we mentioned in our last as having been shot in Dublin bv a person named Mason, expired on Wednesday week. So great was the affectionate respect in which Mr. Sneyd was held, that a universal gloom per- vaded the inhabitants of Dublin on the occurrence of his assassination and on that night the theatre was nearly deserted, notwithstanding it was sup- ported by the very rare attraction of Mdlle. Taglioni's performance. It is so difficult to imagine any intelligible motive for the deed in the barbarian who shot him, that this person is generally supposed to have been insane. The verdict on the inquest records merely, that the deceased gentleman died by the shot or shots fired from the pistol by John Mason between the hours of two and three on July 29th. INEVITABLE RESULT OF COMBINATIONS. Ex- tract from the evidence of Mr. Aaron Lees, of Man- chester, before the Factory Cornmission:-(I. Have you ever known a turn-out to succeed ?-A. Never; every one, without exception, has ended in a reduc- tion of wages immediately after, on account of the influx of fresh hands causing a superabundance of labour.

NEW LIFE PRESERVER. On Friday se'nnight Messrs. Scheerboom and Co exhibited their "Royal patent apparatus for speedily converting any boat or vessel into a life boat." The experiment took place between Blackfriars Bridge and London Bridge; a boat, the Maria, of London, manned by eight men, and stationed off Blackfriars '1 ge, was destined to exhibit the experiments of Messrs. Scheerboom. At three o'clock the river presented a most animated appearance, upwards of two hnndred boats filled with company surrounded the Maria, and the bridges were crowded with spectators. After a few nautical manoeuvres, notice was given for the boats to keep at a distanep, and in an instant the Maria was capsized, with her keel uppermost; the men on board provided with schap- fianders, were, of course, hurled into the river, in which they manoeuvred with as much ease as if on deck, and mounted on the keel of the boat, and after remaining in that situation a few minutes, they leaped into the water and righted the boat, which was now full of water; but such was her buoyancy, that she sailed with the wind on her quarter nearly as well as before. Between Blackfriars and the lower side of London Bridge, she was upset six times, and righted again with the greatest ease. This experiment, which perfectly succeeded in every instance, shewed that a vesssel provi:led with the apparatus of Messrs. Scheerboom and Co. cannot sink, notwithstanding any leak or damage that it may sustain. A shot between wind and water, which to any other vessel woul l be fatal, can with their appara- tus, have no other effect but that of injuring the cargo for we repeat it, she cannot sink under any circum- stances, or from any injury that the hull may sustain. It is therefore an invaluable discovery, and so simple, so effective, that it is scarcely possible to imagine all improvement, which our readers will easily conceive, when we state, that the cases on board, and the schaphanders, are composed of rushes enclosed in oil-cloth; their specific gravity is only one third of that of cork, Hence the same bulk will support three times the weight of a cork apparatus. Other life preservers were vessels inflated with air f and if by any accident they were perforated, they be. came useless; whereas in the present case, the schap- handers may be perforated or covered with plain canvass, land they will then only lose one-tenth of their buoyant power, so that in no one case can a vessel provided with the apparatus sink, or a crew wearing the schaphanders drown. The expense of the schaphander is only about one pound, they are not liable to get out of repair, and when once known, we are persuaded that no vessel will put to sea without a sufficient number on board to save the crew in case of shipwreck. Another valuable invention of Messrs. Scheerboom and Co. is the floating balloon, which, when a vessel iti wrecked on a lee-shore will without any trouble form a communication between the shore and the vessel. In fine, we consider the present invention of the highest importance to our navy and maritime commerce, it unites simplicity, economy, and perfect safety. The experiments were witnessed by a great number of nautical gentlemen, who expressed their approbation with bravos and clapping of hands, which lelt no donbt of their surprise and delight at the discovery of a cer- tain means of preservation from danger; and it is easy to foresee, that when this system i* adopted, the rates of insurance will be lowered, for in no case can there be a total loss, save when a vessel strikes on a rock or sand bank and is unable to be got off, yet even then the crew may be saved after the vessel goel to pieces. CATHERINE MCCARTHY < ANASTACIA THOMAS The parties in this case ate poulterers, and well known as noisy neighbours to those who reside at the Cross, where the two combatants usually dispose of their live stock. The combatant Mrs. McCarthy, a real Amazon in appearance, on being sworn, stated that she had six pair of nice pnrty chickens, which she was feeding for eleven days, at the end of which time they were fit for an Alderman's table—(a smile from the two Aldermen on the bench-she brought them to the market, laid them on the street, and while she turned her back, before she could say Jack Robinson," the defendant, who cast a wistful eye on them the moment she saw them, snatched a pair of them away, and, on being requested by the complainant to restore them, she swore lustily they were her own pair of chickens, and that she knew them as well as if they were her own childer-[great laughter.] The defendant, on being pressed to give up the chickens, seized a duck by the tail, and beat Mrs. M'Carthy with it about the head and face, till she absolutely deprived the poor animal of life, and blackened her opponent's eyes Magistrate-The poor duck got the worst of it. Complainant-Not at all, your Worship, the duck was her own, but the life was either frightened out or squeezed out of my fine fat chickens in the skrim- age—[a laugh.]] The defendant, a young virago-looking woman, here roared out from the side bar, "She was as drunk as an owl, your Worship, at the time of the battle." —[Laughter.] Complainant—Oh! Lord save us, do you hear that?—[Great laughter.] Why your Riverences- your Worship I mean—[laughter]—no one ever saw me drunk, or my mother, or my grandmother before me—[tremendous laughter.] The crier of the Court turned round on the table and with a most serio-comic phiz, directed his voice to the -ods in the gallery,and said, "Silence, you blackguards do ye think it is a playhouse ye're in ? —[Considerable laughter, in which the Bench joined.] Mary Niel, a young damsel of the same profession as the combatants, was sworn as a witness. She said she saw a pair of fowls fluttering in Antv Thomas's basket, and when claimed by Kitty y M'Carthy, Anty up with a duck and hit her across the chops with it. Defendant—The two of them, yer Honours, were as drunk as a goat—[laughter.] By the vart of my oath, they war, your Riverences-Egreat laughter.] Complainant-That's not the first time you took both my character and my chickens—[uproarious laughter, accompanied by the crying of a child in the body of the court.] Crier-Take out that child and keep silence- what the devil are ye all about ?—[Great laughter.] Mary Thomas, the mother of the defendant, was next sworn on behalf of her daughter* She said, pointing to the complainant, who stood on the table' near her, it was this woman aggravated my little girl [by-the-bye this said "little girl" would have weighed at least twelve stone] to strike her.—[Here the complainant contradicted her, and a scene of the most laughable description took place between the two rivals in trade. The greatest confusion and up- roarious laughter ever witnessed in a Court of Justice ensued. The crier, with all the mock gravity he was possessed of, and he has a tolerable share of it, endeavoured to preserve order, but in vain.] At length the witness addressed the Bench, and said, She called my little girl, yer Honors, every name but a lady—[Great laughter.] Yes, yer Honors, she did, and would'nt that vex any body ?" The witness now completely lost her temper; she clapped her hands repeatedly, and said, in defiance of the Bench ^ey're all in partnership, and the d-l's luck to the law she can get—[loud laughter.] No, ye may laugh away, but bad luck to the law she'll get [She then ran off the table amidst the laughter and hallooing of those who generally attend the Petty Sessions for amusement.] After a scene of great merriment, the case at length terminated by both parties being bound over to keep the peace to each other.

WILBE.RFORCE.- This eminently distinguished gentleman died on Sunday week, in his 74th year, at the house of Mrs. Lucy Smith, of Cadog- an-placp. The Record of Monday thus announces his decease:— f w1 uiS ,0w^Tfrcelancho^ dufy to announce the death of William Wilberforce-. name with which there ^is pro- bably associated more of love and veneration than ever fell to the lot of any single individual throughout the civilised globe. At one period the sad event would have been felt as a grievous national calamity, and even now the tidings of his departure will be heard with the deepest sorrow through every part of the empire. But he worked while it was called day, remembering that that the night was coming wherein no man may work. And he was not per- mitted to leave the scene of his labours until he beheld the great cause to which he had detticatod all the energies of his sou) triumphant, and the fetters of the neoro about to be struck off for ever. His warfare is accomplished—his course is finished-he kept the faith. Those who regard him merely as a philanthropist, in the worldly sense of that abused term, know but little of his character. His philanthropy took its origin in love to God it was kindled at the sacred fire of divine love, and it burned with such bright and steady lustre, only because it was daily replen- ished from its hallowed source.—Mr. Wilberforce has directed in his will that his funeral should be conducted without the smallest pomp, and that his body should be interred in the vault of his brother-in-law, in the church yard of Stoke Newington, pursuant to a promise made to the late Mr. Stephen." The latter part of this statement of appears to be un. founded, and the remains of Mr. Wilberforce, at the request of many persons of distinction, were interred, on Saturday last, at Westminster Abbey. The funeral was attended by a numerous assemblage of the most distinguished members of both bouses of Parliament, who proceeded, in order, from their respective houses to the Abbey. A MODEST EPITAPH.—In the church of Sara- gossa is to be seen the following singular epitaph on a chorister to one of the Kings of Spain :Here lies Juan Cabecca, chorister" of our Lord the King. When he was received into the choir of angels in augmentation of that happy company, his voice was so distinguishable from the rest, that God himself even hearkened to him with attention, and at last said rather severely to the aii,-els' 'hold your tongues, ye calves, and let Juan Cabecca, chorister to the King of Spain, sing my praise.' GEORGE THE SECOND AND THE HIGHLANDER — At the termination of that glorious battle, in which Wolfe expired in the arms of victory, a gallant Scot, named •Donald Macpherson, sat down by a heap of the enemy who had fallen victims to his prowess, and after wiping the perspiration from his sun-burnt brow, regaled his nostrils with a hearty pinch of snuff- The King having heard of the circumstance, on the regiment's return from Canada, expressed a desire to see the valiant old High- lander, who was accordingly taken to Court by his Captain, and introduced to the royal presence. The King graciously presented his hand for Donald to kiSS; but the old soldier, being totally ignorant of the ceremonies of a palace, thought his Majesty wanted snuff, and thrust his horn into the royal hand, to which he gave a very hearty squeeze. The sovereign laughed, took a pinch from the horn in great good humour, and, as it appears, without asVing any one's leave, made Donald a lieutenant, with liberty to etirp on balf.PAY for life.

RUSTIC SlrIPLICITI-At the Ruthin assizes, on Tuesday last, a learned wigsmau put the following question to a witness—" You are a husbandman, I believe Noa, I'm a stngleman," replied the clod- pole. Two men, convicted last year at the Wiltshire Assizes of setting fire to some straw or stubble, have been discharged—the Judges, after solemn argument, having determined that stubble is not straw. A NATURAL MISTAKE GYMNASTICS.—Loose as the religious practice of many classes of our popula- tion is becoming in these latitudiuarian times, happily in many of the agricultural parts of Scotland, it ili still seen how much, on many of our country people, the "Scottish Church had laid the strong hand of her purity." In Angus, over the rural part of which regular family worship still prV?ai!s, it is known by the name of exercise." The evening or morning exerceese," always conveys the idea of religions worship only. Is it an eviTlence of the diminution of the practice that the word 11 exerceee" begins to be unknown in its sacred meaning? Whether or not it may be so, the following illustration of the fact latefy occurred in our neighbourhood. LORD BROUGHAM'S EDUCATION.In the cal- endar for the Ssafford Assizes there are the names of 111 prisoners for trial, of whom many are charged with most heinous offences. Of these 49 can read and write; 34 can read; aud 28 can neither read nor write. This says little infavoui-ofllthe schoolmaster." PATRIOTISM.—We are informed, on unques- tionable authority, that several persons at Boston, who have been loud barkers against corporate abuses and the corrupt state of our representation, and strenuous advocates for parliamentary reform, have on the second year of acquiring the elective frauchitte, purposely neglected to pay their quota of poor rates, that they might be disqualified from votiug.-Lincolm Chronicle. We are happy to state that the doors of the Stamford gaol are now open, there not being a single- prisoner confined there.-lbid. STATE OF THE PRESS IN THE ISLE OF MAN.— The proprietor of the Manx Sun has the following dolorous remarks in answer to the reproaches of a cor- respondent, who complained. of some omissions and negligences in his Journal In this island, such is the state of the press, that it cannot afford to defray the expenses of either editor or reporter., consequently the duty, beyond that of compiling, may be consider- ed as entirely gratuitous-both our predecessor and self njiay fairlybe considered as amateurs. EXTRAORDINARY EXPEDITION IN CALICO PPINT- ING.—A merchant of Manchester wanted 1,500 piecef of printed calico of a particular description, printed in three colours, to send off the next day to America; not finding them at any of the warehouses, he went to Harpurhey, to Mr Lockett's, who had nothing printed of the kind wanted this was at five in the evening, and it was necessary to have the goods in Manchester the next day before one, to go by the railroad to Liverpool. A'r. Alsop, who is at the head of Mr. Lockett's establishment, said he was willing to under- take the order at his own risk. He did so, the piece* were printed in three colours, dried, glazed, packed, and sent off to Manchester by 12 o'clock; they reached Liverpool at three, were put on board, and the vessel sailed at five,just 24 hours after the order .wsg given!

DREADFUL SHIPWRECK. Wegirethe following most distressing account of the loss by fire of the Hibernia, bound for Van Diemen's Land, with passengers, from a letter of Mr. James Easby, mill wright, Richmond, Yorkshire, who was one of the passengers "On the 5th of February, 1833, about 11 o'clock, a.m" an alarm of fire was given, which was soon ascertained to be but too true. The second mate, who acted as stewards had gone into the state room, and, while in the act of drawing a bucket of rum, let a lighted candle fall into th* spirits; and instead of giving the alarm, endeavoured to extinguish the flames, by throwing about the store roclu the blazing spirits, which dreadfully burnt his legs ard arms, and set fire to a quantity of tar, pitch, spirits, straW, &c. As soon as the alarm was given, the decks were scuttled, and water poured in-every exertion was used to arrest the progress of the all-devouriug element, but to no purpose; in less than two hours all hopes of saving either ship or property were abandoned, as the between decks and lower holds were full of smoke, and the flames wer# breaking through between the decks. The captain now or,lered the boats to be launched, which was done. Givirg me some books, charts, &c., he ordered me to get into tLe long boat, and take care of the few provisions that wetdl. saved from the sailors' forecastle and cabin. Oh! what » scene of horror now took place Some were seen dressed up in their best clothes as if going to a ball-others were profaning GO D'S name with the most awful execrations- while some were ou their knees, supplicating his merCY-- Now shrieked the timid, And stood still the brave., There were 232 souls on; board, and the boats would not hold more than a third of the number; they were filled in a moment, and dropped astern. As the ship \V3- still going, we drifted away, picking up a few who ,waIn from the ship, or floated on pieces of timber. The whoe of the sails and masts of the noble Hibernia were now i" flames, and in a few minutes fell into the sea. And powt a most dreadful scene presented itself-all endeavouring to get upon the masts, with the expectation of being picked up by the boats, there being only the sad altC native-the flames or a watery grave. It was a mO heart-rending sight to see so many in distress, and unable to relieve them, the boats being quite filled, and the 10"g boat in a leaky state, requiring eight men to bale the water to keep her afloat. Mr. 0 CONNELL asked whether it was the inten- tion of our government now to recognise Donna Maria as Queen of Portugal. ° Lord ALTHORP begged to decline giving a direct answer to the question. Mr. 07CONNELL gave notice of his intention early in the next session to move the rescinding of the standing order respecting the exclusion of strangers. CASE OF SIR JOHN KEY. Sir HENRY HARDINGE having been called upon by the Speaker, Mr. D. W. HARVEY rose, and begged leave to move that a new writ be issued for the city of Lon- don, in the room of Sir John Key, Bart., who had accepted the Chiltern Hundreds. (Hear, hear.) Sir H. IIARDINGE then rose, and said that after the motion which had just been made, he was glad to find himself relieved from the painful duty which had devolved upon him of commenting on the con- duct of Sir John Key as a member of that house. (Heat, hear.) The right hon. baronet then proceed- ed to state that the petition with which he had been i-itriisted had come from a most respectable body of gentlemen, and they complained of the appointment of the son of the late contractor Sir John Key, or his brother, as inspector of the stationery stores. He did not at all mean to say that the government was -ttware of the circumstances under which the son of Sir John Key had been appointed, and indeed he had heard from the noble lord (Althorp) that neither his colleagues nor himself were at all aware that the -son of Sir John Key, a youth of about 18 or 19 years of age, was not of age at the time of such appoint- ment. The right honourable baronet concluded by moving that a select committee be appointed to inquire into the circumstances connected with the appointment of Master Kingswell Grove Key to the situation of inspector of the stationery stores. The petition having been read, Lord ALTHORP said that the person appointed to the situation of comptroller of the stationery was always an individual in the stationery line. The son of Sir John Key was appointed under the im- pression that he was 22 years of age, instead of which it appeared that he had not attained his majority. About a fortnight after that appointment, in consequence of an inquiry which took place, the appointment of Mr. Key was cancelled With respect to the motion of the right honourable taronet, it would certainly have been desirable that an inquiiy should take place, supposing Sir John Key had remained a member of that house, but as he had resigned his seat, he did not think that there was any necessity of following up the enquiry any further. Sir R. PEEL regretted that Sir John Key had been permitted to resign. (Hear, hear.) If the statements contained in the petition were correct, he was quite sure that no unreformed House of Commons would have suffered a person so charged to have resigned his seat until it was proved by law that he was un- worthy to retain it. (Hear, hear.) By the act of Parliament no person holding a contract could be a member of that house. He considered it a very great pity that this inquiry should be stifled. If it be true, as had been alleged, that the brother of Sir John Key was the nominal contractor, while Sir John Key, a member-of that house, was the actual contractor, the case was one which called for inquiry. It was the duty, he contended, of the Stationery Office, to have resisted the appointment of a young man of 18 to so responsible an office, and he considered it to be the duty of the House of Commons to institute an in- quiry into the subject, not for the purpose of punish- ing Sir John Key, but simply to prevent a recurrence of such improper appoin ments in future. He there- fore hoped that the noble lord would not oppose an inquiry. Lord ALTHORP, with regard to the appointment cr a committe, begged to say that in opposing the motion, he had no desire to screen Sir John Key from the consequences of his misconduct; and he should therefore have no objection to the appointment of a committee. (Hear, hear.) Sir H. HARDINGE said that he should be sorry, in pursuing the inquiry, that any penalties should be enforced against Sir John Key for sitting and voting in that house at the time he held the situation of a government contractor. The right hon. baronet then moved that a select committee be appointed to inquire into the truth of the statements contained in the petition. The motion was agreed to, and the committee ap- pointed. UMYEST INDIA SLAVERY BILL. 1 his bill was recommitted. Mr. F. BUXTON moved as an amendment, that the lawot apprenticeship as it existed in England should be applied to the colonies. Mr. Stanley opposed the proposed amendment. The amendment was read and agreed to. The Marquis of WESTMINSTER gave notice of his intention, eatly in the next session, to bring in a bill to do away with the Jewish disabilities. The noble marquess also gave notice that he should, mrly in the next session, propose to their lordships to abandon their privilege of voting by proxy. Their lordships adjourned after sitting a very short time. HOUSE OF COMMONS, AUGUST 6. IRISH GRAND JURY BILL. On the motion of Lord DUNCANNON, the house resdlved itself into a committee of the whole house on the bill. On the 30th clause being read, his lordship proposed as an amendment, that the list. of grand jurors should -be called over every morning only, instead of morning and evening, and that the fine for non-attendance should be .51. instead of 40s. This was done with a view to insuring a fuller and more constant attendance of jurors. BOROLGH OF STAFFORD Sir THOMAS FREEMANTLE brought up the re- port ot the committee appointed to inquire into the circumstances connected with the late election for the borough of Stafford. The hon. baronet [the report having been read] proceeded to comment upon the tacts set torth in It, from which he said it ap- peared, that out of 941 persons who voted on the tirst day, 852 had been bribed, and of the 101. bur- gesses, two thirds had received monev. The bribery in this case, Sir Thomas observed was so enormous, that nothing but disfranchisement could cure the evil, and he concluded by moving for leave to bring in a bill to that effect. b The motion was seconded by Mr. Macloed, and opposed by r' Mr. CHETW YND, who denied that a sufficient case had been made out against the borough. He moved, as an amendment, a resolution recommending that measures be adopted to prevent a recurrence of the acts ot bribery and corruption which existed at the last election." Mr. E. BULLER was opposed to total disfraL- chisement. Sir O. MOSLEY thought the evil would be reme- died by joining the towns of Ecclesfie d und Stone to Stafford, and giv ing the advantage of the elective franchise to each ot those towns. Lord ALTHORP thought the case so plain and so gross, that no hesitation could exist in the mind of any gentleman as to the system he should adopt. He (Lord Althorp) was decidedly in favour of the motion. After a tew observations from other members, leave was given to bring in a bill to disfranchise the borough. POST OFFICE REGULATIONS. Mr. WALLACE, pursuant to notice given on a previous evenid;, went at length into a review of the various inconveniences which he contended arose out of the present system of Post OHice Regu- lations amongst the most material were to be num- bered the want of a Sunday delivery, and the absence of a regular oftice at the west end of the town the practicewhich prevailed at the post-office of opening parcels on pretence of searching for letters,was also, he said, a great public inconvenience and another grievance of which the public had to complain was the liberty taken by the post-office clerks of detain- ing and opening private letters. After enumerating these and various other evils, the honourable gen- tleman concluded by moving for a return of the in- structions by which postmasters were authorised to open letters. The motion, after some observations from Lord Althorp, Mr. Stew art, Mr. Cobbett, and others, was agreed to. FOREIGN ENLISTMENT BILL. Mr. MURRAY then brought forward his motion for the repeal of the Foreign Enlistment Bill. The motion was opposed by Sir R. Inglis, Mr. Finch, Mr. Cobbett, and others, and supported by Colonel Evans, Colonel Tynte, Sir Edward Codring- ton, Lord Althorp, Mr. Grant, &c., and leave was ultimately given to bring in a bill to repeal or alter the existing law. IRISH CHURCH. On the order of the day for bringing up the report of the resolution for granting 1,000,0001. for the pay- ment of arrear of tithes in Ireland being read, Mr. HUME opposed the report being brought up. A conversation followed, and a division took place, when the numbers in favour of the report were 84, and against it 15. The report was consequently brought up at half- past two o'clock, and the resolution agreed to, after which the house adjourned. HOUSE OF LORDS, AUGUST 7. On the Law Amendments Bill being brought up from the Commons, The LORD CHANCELLOR moved that their lordships agree to all the amendments except that relating to Good Friday, upon which a conference with the Commons would be required. This course was agreed to by their lordships. A message from the committee of the House of Commons at present sitting to enquire into the Cal- thorpe-street riot and its origin, requested the at- tendance of Lord Melbourne to give evidence before that committee. His Lordship having signified his readiness to be examined, the peers gave him permission to be so. The Earl of ABERDEEN presented a petition from a number of creditors of the East India Com- pany, chiefly holders ot: Carnatic stock to the amount of two tnill ions, praying to be heard by counsel against the bill tor the renewal of the Company's Charter. The Duke of WELLINGTON supported the prayer of the petition, and said the bill went to repeal all the acts of parliament that gave protec- tion to those creditors. After some conversation, it was suggested that Lord Aberdeen might renew his motion on the third reading ot the bill, which would probably be on Friday. The house then went mto committee on the bill all the clauses from 48 to 114 were agreed to, and he report is 'o be received on Thursday. WEST INDIA SLAVERY ABOLITION BILL. This bill was brought up from the Commons, and read a first time. The second reading is appointed for Monday next, and their lordships are ordered to be summoned for that day.—Adjourned. HOUSE OF COMMONS, AUGUST 7. FIRST SITTING. Colonel TORRENS presented a petition from Bolton, signed by 3,000 individuals, praying for the discharge^ ot the Rev. Robert Taylor. After some conversation the petition was received. Mr. L^ Presented a petition from several merchants ot London engaged in the American trade, respecting the conduct of the Post-office, in imposing an additional charge upon ship letters going by way of Liverpool to the United States, He said the merchants had enjoyed the privilege of sending their letters in this way since 1814, and it had been found of great advantage to the trade of London. Sir J. GRAHAM could assure the hon. member of the Post Master General's wish to do all in his power to assist the trade of London but those to whom the privilege had been granted had abused it. It was the detection of fraud on the revenue which had oc- casioned the privilege to be stopped. Mr. LYALL said only one private letter had been found in the bag, and that had got there by neglect of the person who had the care of it. After a few observations from other hon. members, the petition was received. Lord ALTHORP, in reply to a question put by Mr. Cobbett, said it was intended in the present session to propose an alteration in the Beer Act. Mr. COBBETT said-, the only remedy for the ex- isting evils of the system would be a repeal of the malt tax. SirC.BURRELL thought the repeal of that tax would be a much greater boon to the people than any alteration of the assessed taxes would be. Mr. C. BULLER objected to so important a mea- sure being brought forward at this late period of the session. Lord ALTHORP wished gentlemen to wait till they saw the bill. SECOND SITTING. Mr. O'CONNELL called attention to a misrepre- sentation of what he had said on the previous even- ing which appeared in the Times of the following morning. The honourable member read the misre- presentation complained of, which caused consider- able merriment in the house. He should not now move anything against the paper, but if the system of injustice was persevered in he would most un- doubtedly exercise the power which he possessad to dut an effectual stop to such a coursc of proceeding. Lord ALTHORP, in reply to a question by Mr. H. Bulwer, said he was not aware of any transports fitting out to convey troops to Portugal, with a view of preventing Spain giving any assistance to Don Miguel. The Slavery Abolition Bill, after a short conver- sation, was read a third time and passed. Upon the motion of Lord Althorp for the house going into a Committee of Supply, Mr. HUME called the noble lord s attention to the assessed taxes for the repeal of which he said the country remained as anxious as ever he moved, as an amendment, that the house resolve itself into a committee on the assessed taxes, with a view of re- lieving the country from the inhabited house duty. Lord ALTHORP aeknowledged that the taxes al- luded to pressed heavy on the country, but at present he could not consent to their repeal.. The favour- able state of the revenue, and the situation of the Continent, which held out a prospect for the reduc- tion of our military expenditure, encouraged the hope that at no distant period he should be able to propose the repeal of the obnoxious house tax at present he must oppose the motion of the member for Middlesex.
