MY WitD,-T have to acknowledge the receipt of your Lordship's letter of the 16th instant, respecting the formation of a constabulary force for the county of Glamorgan and I have to inform your Lordship in answer to the question therein proposed, that it appears to me that the 2nd and 3rd Victoria, c 93, in its second section, (the only one which bears on the point), gives power to increase or diminish the number of the Con- stabulary Force, but not to put down altogether if once constituted and, therefore, I do not think I am em- powered to authorize the establishment of a Force within the County of Glamorgan for a limited period.
