THE WATER SUPPLY OF THE DISTRICT. THE inhabitants of the Rhondda. are to be congratulated upon the fact that they will have to pay no increased district rate during the current half year, and in this respect they stand almost alone among their neighbours, for while other District Councils have had to make higher rates than in former years-Merthyr to the extent of one and twopence in the pound-the Rhondda Council has managed its affairs so well that the familiar nfteenpenny rate is found sumcient for all purposes. It must not be forgotten to that it is only six months since the Council took over the Ystrad gas and water undertaking for the supply of two important commodities to a large portion of the district, and the initial expenses incident to the taking over of such a large concern must of necessity be very great. The Chairman of the Rhondda Finance Committee-Mr W. Jones, of Aber- gorky—is entitled, therefore, to the highest commendation for so skilfully keeping the rates at a reasonable level at a time when property owners- many of whom have absolutely lost five months rent—have neither the ability nor the inclination to increase their contributions to the local ex- chequer. But members of District Councils must not suppose they have fulfilled their duty to their constituents when they have succeeded in keeping down the rates. We fear there are some District Councillors who appear to forget that they have serious and responsible obligations cast upon them, not the least of which is the protection of the inhabitants of the district from everything likely to be prejudicial to their health and welfare. We are led to make these remarks in con- sequence of the extraordinary, and indeed reprehensible apathy and in- difference which is being shewTi by the Pontypridd District Council,, and by the Rhondda District Council upon the question of the water supply of their districts. Ten days ago the Medical Officer of Health ftxr Ponty- pridd laid before his Council a report condemning the water supplied by the Pontypridd Waterworks Company, which report was couched in the strongest and most in equivocal language; three days later the Medical Officer to the Rbondda reminded his Council that for the past three months be had been calling their attention to the absolutely unsatisfactory condition of the Company's supply. Both these gentlemen assert that the continued use of the water, causes, among other evils, severe intestinal irritation, and they both state that acute diarrhoea is present in their districts to an un- precedented and alarming extent, while Dr. Herbert Jones says that in the Rhondda the disease i& almost exclusively CMittned to that porton of his district supplied by the Pontypridd Company. After hearing reports such as these from responsible omcials, one wdtild imagine that immediate steps would be taken to effect a remedy. Not a bit of it. The Pontypridd Council almost disclaim responsibility, an&advise these persons who feel aggrieved to take individual action and ta claim damages from the Company. The action of the, Rhondda Council is almost comic, though its results may prove to some truly tragic. LLANTRISA.NT SCHOOL BOARD AGAIN. WE make no apology for pursuing the administrative doings of the Llantrisant School Board this week again Its meetings are proverbial for the low tone, habitually dominant in its deliberations. Last week the teachers were without exception treated to & degrading ordeal. The excuse urged for the practice, we know, is that Ystradyfodwg Board did it. By all means let the LlantrisMit Board copy its neighbour in its many good deeds but this procedure is not one of them. And we are not without belief that the last of these administra- tive inquisition& has taken place by the model Board which Llantrisant so imperfectly imitates. But let p]ace before our Llantrisant friends the very elementary information that every school report is. divided into two parts. The irst criticises the teacher's pro- fessional work and the second part the managerial administrations. Excellent schools are. the product of good managers and good teachers. Where- the co-operation obtains, education prospers. The Llantrisant School Boaid are eternally quarrelling with the. teachers. The Board, in this year holding its Annual Star Chamber, has attained a very high level of notoriety. It is q.wite time that Judge WilHajns' jand Mr Godfrey Ci&rk's example of retirement should be followed by those members who believe that there is some honour attached to. a respectable reputa- tion. Unless matters improve with this Bo&rd, membership thereon must sooner or later result in a loss of i31 honour. Returning to our original position of proving the two sections of a school report, we will take the Gilfach Infant School reports for 1897 and 1898 to prove our contention a-M show very clearly that the blame is not wholly on the teacher, l'il rather, if justice prevail, more of it ?. ? the door of the Board itself This is the 1897 report:- InFANTS.—The infants school seems to be industriouly c and the lessons were generally given with very fair effect. this interesting problem. If a. District Council takes three months to decide to find out what powers it possesses, how long will it take such a bcdy to put those powers into action ? Seriously, we are convinced that we are only voicing the opinion of those most concerned, when we say that they expect, and are entitled to better treatment at the hands of their representatives than is being shewn them in this matter We are speaking advisedly when we say that there is a growing feeling in the Valleys that the time is approaching when Her Majesty should be asked to consider the desirability of granting a Charter of Incorporation. If any of the present members of the District Councils have any ambition to serve as Borough Councillor they must see to it that they now render to those they represent faithful and disinterested service.
