Editorial Notes. Glamorgan requires a. redistribution of areas. Rhondda, Pontypridd, Mountain Ash, and Aberdare' are already separately recognised for local purposes. For the administration of local affairs, these four Local Authorities have. an aggregate of about 70 publicly elected representatives. To place tbc, other division, on an equal footing with regard to local government, the remaining County Council area should be broken up into 12 local government areas, each consisting of .a.bout 30.000 people, and having complete autonomy over all forms of local affairs. There Yon i u? be a guarantee of mine 150- 180 elected representative* who could be trusted to voice the wishes of the people and who could be made to feel and to know the real wants of the. pe:ople from direct personal contact with the people themselves. This enormous area in Gla- morgan is to-day under the supervision of some 47 elected representatives, who, when broken up for the various depart- ments of local administration, become very small bodies indeed. Incredible as it may seem-it is nevertheless true—that two important Committees of the Glamorgan County Council met at Cardiff during the last three months and transacted grave, onerous and important duties with an attendance of only two public represeii- tatives at each Committee meeting. For the efficient discharge of all the public duties associated with the work of the Glamorgan County Council there ought to be at least 300 elected membeais. As at present arranged, the Rhondda. dis- trict is restricted to ten representatives. Through the withdrawal of the Merthyr division, the County Council has had to redistribute its seats, and ik-e. are at a. loss to understand how it has come about that the claims of the Rhondda. District nave oeen so 111 considered. The total number of county electors in Glamorgan is 113,634. The total number of electors in the Rhondda. Urban District area is 21,917. By a simple sum in arithmetic it will be seen that the Rhondda consti- tutes nearly one-fifth of the entire area. of the Glamorgan County Council. As there are 66 members to be elected on the County Council, the Rhondda can claim at least 12 members, and we are at a loss to understand whv the Rhondda, Division is still kept at 10. We offer these comments to our readers in the hope that the best interests of the Rho-ndda area may become a matter of personal concern to every elector, so that hot only shall we bo entrusted full and complete auto- nomy, but also that every department of public service shall be a real efficient ser- vice making for the well-being of the people. The instinct of self-government or popular control is a distinguishing charac- teristic of the people of this country. Ever since the establishment of the first Parliament for England, the. desire on the part of the people to assume, the entire responsibility for the management and control of its own affairs has been steadily growing, becoming more real and efficient throughout the centuries. Of notliing can one be more certain than of this fact—that the people of this country, through the local parochial electors, shall be called upon to create and form repre- sentative bodies in the mediate future to manage and control onerous and re- sponsible duties imposed upoe. them by Parliament and by the People. The Royal Commission on Poor Law is about to issue a, report, and it, is almost certain that the present Board of Guardians will be abolished, and that the new bodies to dis- charge the duties carried out by the Guardians will either be the County Councils or the County Borough Councils. A question that should be thoroughly con- sidered by a populous and progressive area like the lthondrla. is: Shall the Rhondda Urban District Council be constituted a Local Authority for the control of Poor Law? The Glamorgan County Council is already discharging public duties which are wholly and entirely beyond the con- trol of the public representative in the departments of Finance, Education, Sani- tation, Highways; the details to be understood are so comprehensive, so end- less in their magnitude, as to make it a matter of physical impossibility for the public representative to grasp the essen- tials of any particular problem. The result is that local government is to all intents and purposes under the Glamorgan County Council official government. The official draws a satisfactory salary, is able to devote the whole of his time to the study of the problems of local administra- tion, and the member of the County Council sitting once or twice in the month on any committee is a mere puppet or dummy to be worked upon and manoeuvred by the astute- and well-informed official. Any member of the County Council returning from a quarterly meeting of the County Council, bearing his load of papers, will, unless he is called upon to humiliate himself before the public, candidly confess that what is stated above is perfectly true. If then the eare of the poor, the n-eedy and the distressed is to become under the immediate sympathy of the persons whom the people elect, the Rhondda. District Council must look to it that the area is recognised for this pur- pose when the Local Authorities are again thrown into the melting pot. The Educa- tion Act of 1902 threw the Evening Schools, the Secondary Schools, and the Pupil Teachers' Centres into the hands of tho County Council, with the result that these important departments of public work have been sadly neglected, notwithstand- ing the magnificent, efforts of the members of the Rhondda Urban District Council and others to guide and help the County Council, through its Education Commit- tee, in its futile policy. A ,stl"pnuiou.s effort in 1902 on behalf of the Rhondda and similar areas might have secured for the Urban District Councils the control of all grades of Education. The failure on that occasion should be a warning to the Rhondda at the present juncture. Let them be ready to secure complete auto- nomy for the 130,000 people of the Rhondda. Valley.
