Notes and News. Scotland has commenced a Home Rule campaign, and if the movement becomes popular the "land of cakes" will soon secure a Parliament of its own. The Veto Conference between the two Houses of Parliament has been adjourned until after the recess. It is considered pretty generally that an agreement between the two parties is impossible. It is rumoured that Lord Justice Vaughan Williams will soon retire from the Bench. He has been an unusually strong judge, and is one of the best authorities on Company Law. The Welsh Church Commission is work- ing very strenuously to complete the minutes of evidence given in order that a final re- port may be issued before the New Year. It is felt, both in official and Church circles, that the prolongation of the Commission will serve no useful purpose. At last the English Press has discovered that there are curative waters in abundance at Llandrindod and other mid-Wales resorts. In last Sunday's Referee a glowing article on these spas was contributed by that famous writer, Mr. George R. Sims. The new Aberayron Light Railway is turning out to be an expensive affair after all. It will be impossible to complete the line on the estimates originally furnished, and the promoters are now endeavouring to secure another £8,000 to bring the contract to a succcessful ending. It is dangerous for any Welshman to attain any form of public notoriety these days. As soon as his name appears in print he will have to be feted in London or at one of the provincial towns, and our principal Boroughs tumble over one another in their eagerness to bestow the freedom of the town upon their hero. The latest to be thus pestered with empty honours is Mr. Willows, the flying man of Cardiff Evidently our Empire is in danger, be- cause a number of the jingo journals are ridiculing the Territorial forces. According to the Army man there is nothing but con- scription that can save England. Mr. Lloyd George has been enjoying a quiet holiday at Qriccieth since Parliament adjourned, but he will take a trip to the Continent for the next few weeks. Now, that his famous Budget has been put into operation, it is remarkable how all his opponents are becoming converted to his method of finance. Instead of being called a little Welsh Attorney" he is now generally acclaimed as the best Statesman in the present Liberal administration. Mr. W. Ormsby Gore, M.P., who for some days past has been staying at Welbeck Abbey, Worksop, as the guest of the Duke of Portland, is arranging to sail for Canada with several other Unionist members of Parliament for a political tour, in order to study Imperial representation and Imperial preference on the spot. The idea is to visit Winnipeg and the wheat-growing areas of the West. He will return home for an autumn campaign early in October. It will be remembered that the Carnar- vonshire County Council recently acquired by private contract the Madryn Castle estate, with the intention of leasing or letting the castle and park and letting, in small-hold- ings, the 2,500 acres of agricultural land. With a different end in view, the Education Commissioners are now being asked, under the Development Act, for a special grant in aid of such structural alterations and addi- tions as are necessary to make the castle into a county agricultural school, which, when established, will receive from the Board of Education an annual maintenance grant. It is proposed to use the park for both experi- mental and demonstration purposes. A distinguishing feature of the school, if established, will be the theory and practice of intensive culture as applied to horticul- ture, gardening, and general farming. The climate and soil are very favourable to the experiment, and it is believed the district could successfully compete with the Scilly Islands in the flower market. The Parliament House at Westminster is now in the hands of the decorators, and the clock, generally termed Big Ben," is being thoroughly cleaned. The name Big Ben, however, was originally given to the great tenor bell that chimed the hours. This was done in honour of Sir Benjamin Hall (afterwards Lord Llanover), who was Chief Commissioner of Works at the time. Miss Florence Nightingale, the heroine of the Crimean War, died on Sunday last in her 90th year.
