Tuberculous Cattle. Mr. L. W. Wynne Lloyd, of Carnarvon, a member of the Royal College of Veterin- arv Surgeons and of the Royal Institute of Public Health, &c.. writes to the daily papers commenting upon the report pre- sented bv the Medical Officer of Health of Colwyn Bav to the Ditrict Council at their last meeting. In the course of that report the Medical Officer said that, accompanied by the Sanitary Inspector, he had visited most of the cowsheds in the district, and had examined the cows, with a view to find- ing out whether there was any tuberculosis or other disease amongst them. Mr. Wynn Lloyd says:- Now, I have 4he greatest respect for the reputation of the Medical Officer of Health of Colwyn Ray he is a specialist in his own sphere; but, speaking generally, can any- one imagine anything more absurd than A medical man endeavouring to diagnose the diseases of cattle, of which he knows nothing accompanied by a sanitary inspector who knows less. We may quite as reasonably expect a local authority to appoint a veterinary surgeon as inspector of school children. When will public bodies learn to make appropriate appointments, and place the in. spection of meat and milk supply in the hands of the veterinary surgeon—the only person whose special training qualifies him for the work? We are told in the same report that a cow which had been condemned with tuberculosis was found afterwards to have been fattened for the butcher. This is a common practice in the country, and njite recently I was asked by a jobbing butcher to let him know if I came across an animal beyond recovery from any disease, as he could buy it for the price of its hide, dress it, and send it to the English markets. The man has now ceased to know me. The same difficulty obtains in the matter of milk supply. Not infrequently one ineeits cases of advanced, tuberculosis of the udder. It is useless to advise slaughter, and the milk, which is teeming with the bacilli of tuberculosis, continues to find its way either to the churn or to the larders of the unsus- pecting public. Ireland has forestalled us in this matter, and has an excellent system of dairy inspec- tion. It has realised its duty to its children, whereas our policy appears to be to sterilise their brains and pollute their stomachs.

THE DYING YEAR. One of the most notable years in the world's history, a year which marks an im. portant turning point in the course of our national affairs, is passing away amid the discordant sounds of merriment and mourn- ing CoUiery and railway accidents and other tear-compelling catastrophes have broken in upon the Yuletide festivities, and the traditional joyousness of the gladsome season has been almost silenced by the cold presence of the grim shadow. It is, then, the note of Tragedy which is most prominent in the music which accompanies the march of 1910 to the Land of Yesterday. But there is, happily, another side to the picture. There is a brighter aspect to the page inscribed in our annals by the finger of the now expiring year. Among the multi. farious activities of the past twelve months, none are more fraught with benefit for our country than those investigations which have been conducted, with such consummate skill and patience, into what may best be described as "The Condition of the People" question. In other words, never before have greater zeal and energy been devoted to the question for the root causes of the evils which oppress the lives of the great mass of our population and never before has so much success attended the humanist labours of the investigators and never before has the way to reform appeared so clear as it does to-i? v Thi», then, is the brighter side of the picture to which we allude. It is not r- our purpose here to even mention, much less to dilate upon, the many causes which have been discovered as the producers of so much of the crime and misery whicn stalk abroad in our land; and it woiid certainly be squally impossible to discuss the various and numerous suggestions for effectively assailing those eiils. There is, however, one point to which we might refsr, not because it is most important, but for the reason that this present year has witnessed such a remarkable unanimity of opinion re- garding its influence upon the national well- being. W e speak of the need, ar-knov ledged now by all classess and section of society, in. cluding even the ministers of religion, of exercising a greater degree of common.sen&e in our national attitude towards amuse* ments. It is being realised more and more that there is a national application to the old story about "all work and no play" making "Jack a dull boy." It is even being realised that something far more %etious than "dulness" le&ults from a system of "all work and no play." If "dulness" were the only result of "all work," we might console ourselves under the loss of national vivacity, by remembering that it might be imported to any extent from our continental neigh- bours and allies. But something more than diminished intellectual power is the result of over toil and ceaseless occupation, either manual or mental. Man does not live by work alone. Theie is that in man which ought to be developed, and which must be developed, if a nation is to readh true greatness, which neither sweat of brow, nor sweat of brain, by themselves, can educe. Not only is Jack made a dull boy, but is made a useless boy, and wicked boy, and in all probability will become a dissolute and drunken man, if he have not time and means for manly, life invigorating sports. In fact, this subject is national, and national recreations has an important bearing upon the question of destitution and crime. It is no Utopian demand to say that one of (Continued on page 6.)
