GENERAL ROBERTS AT THE FRONT THE arrival of General Lord Roberts on the Modder River and the departure thither- ward of the foreign military attaches presaged activity to come at that portion of the theatre of South African War, and the gathering of the opposing forces may shortly eventuate in heavy and important opera- tions. Lord Roberts has confidence in his men, but even in his cheery appreciations of the Highlanders he counselled them not to think that a walk over" awaited them. The Boers have surprised us absolutely by the extent and thoroughness of their pre- paration for battling, and, whether or not diplomacy ought to have succeeded in preventing bloodshed, it is sure indeed that Kruger meant fighting, and had laid his plans accordingly. That, too, on a scale which has simply amazed us all. The Boers have had all the advantages so far, in selecting the fighting ground and in deceiv- ing us as to their strength; shortly things will be less unequal. Even then there is a great task to accomplish and in its accom- plishment there will be much more shedding of blood. We shall see the thing through, though, as all who know Britain know. Yet must we mourn that the sacrifice of the lives of so many brave fellows has been rendered requisite by Kruger's pig-headed misunder- standing of this country's capabilities and determination. President Kruger is deep enough, and obstinate enough, but he is narrow to the dangerous degree of self- delusion. His vision will shortly be en- larged.

.III. GREATER BARRY AND PENARTH. COUNTY COUNCIL'S INQUIRY. THE DEVELOPMENT OF SULLY. PENARTH APPLICATION NOT OPPOSED. On Tuesday, at the Barry Dock Police Court, an inquiry was conducted (before Lord Aberdare, Alderman W. B. Mathias, J.P., and Mr Edward Kncx, on behalf of the County Council) into appli- cations of the Barry and Penarth Urban District Councils respectively to include within the area of the former the parish af Sully, and the latter the parish of Lavernock, and also for a redistribution of the wards in each town to afford an increased membership on the Council. Mr Arthur Lewis (instructed by Mr J.Arthur Hughes) appeared for the Barry Council Mr B. St John Williams for the PeDarth Council (instructed by Mr J. W. Morris); there beirg also in support Mr Lawrence Williams (under sheriff), on behalf of the Hon. Ivor Churchill GuMt; while Mr Rhys Williams appeared for the Llandaff and Dinas Powis Rural Council to oppose Mr Ivor Bowcn represented the Cardiff Corporation (in- structed by Mr Halloran, the deputy town clerk) Mr H. M. Ingledew represented the Taff Vale Railway Company and Mr Trevor Robtrts (instructed by Mr J. S. Corbttt) represented the interests of Lord Bute. Mr Rhys Williams (instructed by Mr Trevor Shackell) also intimated that he appeared for the South Wales Portland Lime and Cement Company to oppose the Penarth application. The court was atterded by the majority of the members of both District Councils, and others interested in both towns. Others present at the inquiry included Councillor J. H. Jose, J.P., J. C. Meggitt, J.P., D. Morgan, E. B. Smith-Jones, J. L. Davies, S. Barnett, J. Thomas, the surveyor (Mr J. C. Pardoe), the water engineer (Mr E. W. Waite), Dr O'Dollnell, C.C., ic. THE BARRY CASE. Mr Arthur Lewis, before stating the case on behalf (tf the Barry District Council, asked whether it was the intention of Mr Ivor Bowen, on behalf of the Cardiff Corporation, to oppose the applica- tion ? Mr Ivor Bowen: I propose putting something before the Commissioners. Mr Lewis, proceeding, said the application for the re-division of the wards and the increase of members would depend upon whether the applica- tion for an extension of the boundary had been granted. It was proposed to have air wards instead of four, and a consequent increase of members from 12 to 18. The extension asked for was the inclusion of the whole of the existing parish of Sully. Formed in the year 1888, the Urban District Council at present consisted of the ccclesiastioal parishes of Barry, Cadoxton, Merthyr Dovan, and a great portion of the parish of Sully, which they now proposed to embrace. It was pointed out that the present import dock was already situate in the parish of Sully, now within the Council area, but extensions were imminent. The Hon. Ivor Churchill Guest, who owned nine- tenths of the parish of Sully, supported the appli- cation. The Council already had power to supply the whole of the parish with gas and water, and the mains had been extended into a portion of that district. It was an important body, spoken of highly by the county medical officer, and its ex- pendituic last year was £ 132,000. The ratable value for poor rate purposes was L226,656, and for gaueral district purposes £ 162,391. The area was 4,104 acres, and the population in 1898 was 29,285. The outstanding loans under the Public Health Act amounted to £ 113,482, exclusive of loans in respect of the gas and water undertaking. Their borrowing power amounted te double the amount of their ratable value. XVlDnNCE. Mr J. Arthur Hughe*, cler k to the Barry Dis- trict Council, was the first witness called, and gave official information of the Council's area, finauceg, &c. The Council already owned the gas and water undertakings, public abattoir (which costs 96,500), sanatoriam (costing 97,000), Cadoxton Common (E2,000), about 20 acres of freehold land, Romilly Park (2;f acres), fire-engine station, refuse destructor, public library with about 5,000 hoi ks, and a site of 12 acres for a smallpox hospital. The School Board owned seven schools, erected at a cost of 9100,340. It was also nronriH^H that. th- ber of guardians to represent the new district should be increased from nine to 12, viz, two guardiatis for each ward. The two new wards were to be named the Central and Court Wards. A mys- terious letter had been received by the County Council stating that Barry streets had no back lanes, but he (Mr Hughes) cou,d positively affirm that this was incorrect.
