BYE-LAWS For the good rule and government of the COUNTY OF CHESTER(exceptingthe Municipal Boroughs of BIRKENHEAD, CHESTER, CONGLETON, CREWE, HYDE, MACCLESFIELD, STALY- BRIDGE and STOCKPORT wholly or partly situate therein). NOTICE IS HEREBY GIVEN, that the follow- ing Bye-Laws, duly made at a Meeting of the Cheshire County Council held at Chester Castle, on Thursday, the 5th day of August, 1897, and having been published as required by the Statute in that behalf, and deposited with the Home Secretary for the period of 40 days and not having been disallowed, are now in foree, viz.:— INTERPRETATION OF TERMS. 1. Throughout these Bye-Laws the following words and expressions shall, if not inconsistent with the context, have the meanings hereinafter respectively assigned to them, that is to say (a) Street' means and includes any highway, public bridge, and any road, lane, footway, square, court, alley or passage, over any or either of which the public have a right to pass or to have access thereto. (b) Words importing the singular number shall also include the plural. PROHIBITING THE ANNOYANCE OF PER- SONS ATTENDING PLACES OF WORSHIP. 2. No person shall to the annoyance or obstruc- tion of any persons going to, attending at, or returning from divine service in any Church, Chapel, or other place of public worship, wilfully and persistently loiter about or near the entrance of any such Church, Chapel, or other place of public worship. PROHIBITING THE USE OF PROFANE, OBSCENE, OR INDECENT LANGUAGE, GESTURE, OR CONDUCT, IN ANY STREET OR PUBLIC PLACE. 3. No person shall in any Street or public place or in any place within view or hearing of any Street or public place, use any profane, obscene or indecent language, gesture, or conduct to the annoyance of passengers, or use any abusive language, gesture, or conduct towards any person with intent to put such person in fear or whereby a breach of the peace may be occasioned. VEHICLES TO HAVE LAMPS ATTACHED AFTER SUNSET. 4. A person driving or having charge of any Waggon, Cart or other Carriage drawn by a horse or other animal upon any Public Highway within the County shall, during the period between one hour after sunset and one hour before sunrise, carry attached to such Waggon, Cart, or other Carriage, a Lamp or Lamps, which shall be so constructed and placed as to exhibit a light in the direction in which he is proceeding, and so lighted and kept lighted as to afford adequate means of signalling the approach or position of such Waggon, Cart, or other Carriage. Provided that where one Lamp only is so carried, it shall be attached to the off or right side of the Waggon, Cart, or other Carriage; and provided also that where such Waggon, Cart, or other Carriage is carrying a load which projects more than 6 feet behind the body thereof, such person shall also carry a Lamp or Lamps, so constructed and placed, and so lighted and kept lighted, as to exhibit a red light or lights visible to persons over- taking the same. PROHIBITING BETTING IN STREET AND PUBLIC PLACES. 5. No person shall frequent and use any street or other public place either on behalf of him- self or of any other person for the purpose of book- making or betting, or wagering, or agreeing to bet or wager with any person. PENALTIES. 6. Any person who shall offend against any of the foregoing Bye-Laws shall be liable on summary conviction for each offence to the following penalties, that is to say, i. (a) For an offence against Bye-Laws numbered 2, 3, and 4. not exceeding Forty Shillings. (b) For an offence against Bye-Law numbered 6, not exceeding Five Pounds.
