GENTLEMEN, The pleasing manner in which you re- ceived me on a former occasion has tempted me again to offer my services to your notice. The addresses of the Two Candidates already in the Field, require reviewing:— Howel Gwyn, Esquire, is a pure Independent Conservative, willing to support any Measure to relieve those (who honestly differ from him in their religious views,) from paying Church Rates, con- sidering the Ballot inconsistent with the pure spirit of Englishmen, we need not expect him to vote for the extension of the Franchise. The Earl of Brecknock, from his name and con- nection with your Ancient Borough, has a claim for your support. His political opinions being ad- verse to those of our late lamented Member, will neutralize that claim. TO THE ELECTORS OF THE BOROUGH OF BRECON AND TOWN OF LLYWELL. 0^0^— GENTLEMEN, Solicitous as I am for the honor of represen- ting you in Parliament, my respect for your feelings on the loss of your late lamented Member has hitherto commanded my silence. My political principles are, I have no doubt well known to you all as being Conservative and Independent. I consider the very essence of the Creed of the Conservative to be, the use of the pruning Knife, carefully to cut off every proved and acknowledged abuse, and to aim at progress and improvement. Though firmly attached to the Established Church, I nevertheless deeply respect the convic- tion of those who honestly differ from me in their religious views, and I shall therefore support any Measure that will relieve those who entertain con- scientious scruples from any longer paying Church Rates. Believing the Income Tax to be inquisitorial, I am opposed to its continuance, and think it ought only to be used as a temporary resource in cases of War or any great financial embarrassment of the Country. I consider the Ballot to be incon- sistent with the spirit of the English constitution, and am convinced it would not prove any real advantage or safeguard to the Voter. I am no stranger to your ancient Borough and County, with which my Family has been connected for many centuries, and I should indeed feel proud and gra- tified if the connection were cemented by my becoming your Representative in the House of Commons. You may depend, in such an event, upon my best exertions being used to promote in every way the welfare of your Borough, as well as of the Country at large. NOTICE IS HEREBY GIVEN, that the Tolls authorized to be taken by Act of Parliament for passing over the above bridge, (except the Tolls for or in respect of infants in arms and under three years of age,) together with the toll house and premises used in connection therewith, will be Let by Auction for one year and four months, from 12 o'clock at noon of Monday, the 1st day of January, 1866, until the 1st day of May, 1867, to the high- est bidder, at the house of Mr. Spillman, called the Swan Hotel, in the Town of Hay, in the County of Brecon, on Wednesday, the 27th day of December, 1865, between the hours of 2 and 3 o'clock in the Afternoon, subject to such Conditions as will be then produced. Whoever happens to be the best bidder must at the same time pay in advance one-sixteenth part of the rent at which the Tolls may be let, and give security with sufficient Sureties to the satisfaction of the Lessor of the Tolls, for payment of the re- mainder of the rent in advance by monthly instal- ments, and for the performance of the Covenants of the Lease to be granted. COUNCIL MEETING.
COUNCIL MEETING. The above meeting, was held on Monday last at the Town Hall, when the following gentlemen were present:—John Prothero, Esq., Mayor in the chair; Aldermen John Williams, Esq., and Col. Pearce, K.H.; Councillors—Messrs. Jno. Morris, Thomas Williams, John Griffiths, John Davies, Phillip Bright, Thomas Trew, Joseph Bass, H. C. Rich, George Cansick, and William De Winton, Esqrs. Mr. Phillips informed the Board that Mr. Evans the Town Clerk, was in a very precarious state of health and could not attend the meeting. The minutes of the last meeting being read, Mr Alderman Williams said that he had received several communications from parties but lie did not feel disposed to allow his private communica- tions to appear in public print. Mr. Cansick moved, and Mr. Rich seconded, that the Board should there and then go into committee on the water question. Mr. Bright moved, and Mr. Davies seconded, that an advertisement be put in the Brecon papers on Saturday, the 25th, requesting all parties having any claim on the Corporation to send in their claim at once.—Carried. Mr. Kirk produced plans for the erection of a house in Llanface, which he said was in compliance with the Act, and for eight houses for Mr. Prothero both were sanctioned, but the plans which he produced for Mr. James Williams, Mountpieasant were .negatived, not being in compliance. The surveyor was also ordered to see to the state of the Vennyfach roadway. The Hall-keeper applied for his suit of clothes. Mr. Morris moved, and Mr. Thomas Williams seconded, that the Board should advertise for the hall keepers clothing, the same time as they did for the police clothing, and that the tradesmen of the town have the preference. Mr. Bright said that there was nothiug in the minutes of his motion respecting the letter carriers' clothing. The Mayor said that Mr. Maybery and himself spoke to the Earl of Brecknock on the subject, and he (the Earl,) promised to see the Lord Lieutenant on the subject. Mr. Morris said that the Board had lost sight of the matter respecting the Neath and Brecon Rail- way Company taking the garden belonging to the Police Station. Mr. Cansick said that he had seen some of the officials, who told him that they had paid £84 into the bank, that being the amount their valuer valued it at. At this stage of the proceedings we were asked to retire, therefore what has been done in the water question we are unable to say. The following Memorial was handed to the Board by Mr. John Griffiths, that the seal of the Corporation may be affixed to it- To the Right Honourable George Frederick Samuel Robinson, Earl De Grey and Ripon, Secretary at War. The Memorial of the Mayor, Aldermen, and Corporation, of the Borough of Brecon, in the County of Brecon, Humbly sheweth-That in or about the year 1843, commodious and extensive Barracks, almost equal to any in the kingdom, were erected in a most healthy and delightful locality, in the Bor- ough of Brecon, at a cost of not less than fifty thousand pounds. That for some years after the erection of the Barracks, it was the practice to station troops, both horse and foot there, to the manifest benefit of an inland town like Brecon and the neighbour- hood, there having been at times, as many as six hundred troops garrisoned there at once. That the practice of quartering troops at Brecon, has been for several years discontinued, for some unknown reason, and the town and neighbourhood have in consequence, most sensibly felt the loss, occasioned thereby. That the Barracks, which are in close proximity to the Railway Station, at Brecon, are in good re- pair, and in a condition to receive troops at anv moment, and that the facilities for the transit of troops by rail to Brecon, by the Hereford, Hay and Brecon I-Cailwity, are, and for some time have been, perfect, and by the completion of the Brecon and Merthyr Railway, connecting Brecon with Pant, for the towns of Merthyr Tvdfil and New- port, and by the Mid Wales Railway to North Wales and Liverpool, and other parts of the king- dom, including the important iron manufactories and works of Glamorganshire and Monmouthshire, have become easily accessable, That it would greatly improve the trade at Bre- con and the neighbourhood, if troops were again as heretofore stationed at Biecon, from the militia of which place many recruits are drawn for Her Majesty's army.
