COTTAGE HOSPITAL FINANCES. A IN response to our special appeal last week on behalf of the Tenby Cottage Hospital, we are more than gratified to be able to record a most generous re- sponse from Lady St. Davids, whose support of all philanthropic and chari- table movements is so well known. Writing to the Editor of the Observer, her ladyship says she is pleased to see that a special appeal for the Tenby Cottage Hospital is made in the Tenby Observer of October 20th, and has much pleasure in sending a special donation of Ya-, and hopes that many others who know the urgent importance of the maintenance of the Hospital and the admirable work that has been done, will also send special donations in addi- tion to their subscriptions." We add our thanks to those of the management of the Cottage Hospital to Lady St. Davids for her kindness and liberality at such a juncture in the affairs of the institution, and again express the hope that other wealthy people will follow her good example. The Tenby Cottage Hospital, by the very nature of its work, is always in need of funds, and its efficient maintenance is of the most vital importance. As we have again and again urged, what the Hospital requires is a substantial and reliable subscription list. It is true that the institution has a fairly good reserve fund, but it would be decidedly unwise on the part of the management to in any way interfere with this nest egg. The Hospital building is not a new one; it is nearly forty years ago since it was put up, and as time goes on it is only to be expected that structural repairs will become necessary. In view of these possibilities it is an act of pru- dence and foresight on the part of the management that they should have some financial provision upon which they can fall back and the reserve fund must be kept intact for such a purpose. Therefore, to meet current expenditure it is indispensable that there should be a steady income avail- able from subscriptions. These are the life blood of the institution, and if the income from this source were larger it would relieve the management of a good deal of anxiety, and obviate the necessity of continually promoting en- tertainments, etc., in order to supple- ment the finances. On behalf of this excellent and admirably conducted in- stitution we once more make a strong appeal for an extended subscription list. It is the Tenby Cottage Hospi- tal's most urgent need, and one which we trust a generous public will supply.

WHILST the action of the Tenby Town Council, at its last special meeting, of approving of Mr Preece James' Culvert plans is generally endorsed by the town, there appears to be a certain section, small it is true, who are opposed to the adoption of this scheme. In view of the facts such opposition is incomprehen- sible. A substantial majority of the members of the Town Council have given their vote in favour of the scheme, and this is a circumstance which is bound to carry considerable weight with the Local Government Board, when their inspector holds the necessary enquiry. As to the merits of Mr Preece James' scheme, this is, of course, a matter for engineering ex- perts, but^from what has been stated in the course of the many discussions in the Council Chamber, and also dur- ing the hearing of the action Morley v. James, we are warranted in drawing the conclusion that it is such a scheme as will meet the situation and provide all that is required to remove the exis- ting unsatisfactory state of things. As has been repeatedly emphasized, Mr James has for years made a special study of the Western Outfall, and in competition with outside engineers, no matter how eminent they might be, possesses a distinct advantage in prac- tical knowledge of the matter. It has been alleged as a point against his scheme that concrete is to be largely used in the work, but from what has transpired we think, and many prac- tical men entirely agree with us, that this contention may be completely

swept aside. Concrete, it would seem, is essentially the material which ought to be used in such works, and with all due deference to those engineers who have expressed an opinion against it, we think it will be found that in the great majority of such sewerage schemes concrete is largely made use of. Now that the Town Council have adopted a scheme, we trust no time will be lost in pushing the matter for- ward, so that the work may be com- pleted before another season comes round. The present state of the Cul- vert speaks for itself, and demands immediate attention. Whatever objec- tions may be urged against Mr James' scheme at the Local Government Board enquiry, they cannot, of course, with anything like consistency, come from the Corporation, seeing that a, majority of its members have signified their approval of it. And this being the case we trust the Town Council will now do everything possible to bring the matter to a practical and successful issue.

At the annual meeting of the Tenby Golf Club, held yesterday (Wednesday). Mr J. S. Brown was elected secretary at a remuneration of fifty guineas per annum. In aid of the funds of the West Wales Sana- torium, a grand concert will be held in the Assembly Rooms, Tenby, this (Thursday) evening. Secretary), will speak on mission work. The Rector of Tenby will preside. +++ The Tenby Chrysanthemum Show, after a lapse of several years, is to be revived, and will take place in the Market Hall, on Wednesday, November 16th. Mason will sell by auction a large quantity of salved goods from the steamship Dalserf, full particulars of which will be found in our advertisement columns. The Court of Directors of the Royal Mail Steam Packet Company recommend out of the profits of the current year the payment of an interim dividend at the rate of £5 per cent. per annum (less Income Tax) on the Preference Stock. The dividend warrants will be posted to the proprietors on 1st November. Mr F. In connection with the Tenby Women's Unionist and Tariff Reform Association, a public meeting will be held in the Royal Gate House Assembly Rooms to-morrow (Friday) night, when the principal speaker will be Miss Sinclair Rhode, of London. The chair will be taken at eight o'clock by Mr C. W. R. Stokes. We are asked to mention that gentle- men as well as ladies will be welcomed at the meeting. off The sixteenth anniversary of the Tenby Pres- byterian Christian Endeavour Society was com- memorated last Sunday evening. The service was devoted to the Young People Society and work. The lessons were read by Miss R. Parsell and Miss A. Davies, and solos were sung by Miss L. Roberts and Miss N. Parsell. The pastor (the Rev. B. Lewis) officiated, and preached the sermon, the subject being "The advantages of early piety." Miss M. J. Roberts presided at the organ. There was a good con- gregation of young people, who were deeply impressed and interested in the service. The Christain Endeavour Movement is a field where- in consecrated earnest young people may render valuable service for Christianity. The Tenby Women's Unionist and Tariff Re- form Association, on the occasion of the death of Prince Francis of Teck, forwarded the fol- lowing telegram to Her Majesty the Queen :— "The Queen, Marlborough House, London.
