GREAT WESTERN RAILWAY. HALF-YEARLY REPORT. The report of the directors of the Great Western Railway submitted to the proprietors at the half-yearly general meeting, held at the 1 0 In company's offices, Paddington Station, on a Thursday (yesterday), showed tliegross receipts for the half-year ending the 30th of June to be:-From passengers, parcels, mails, ifec., £ 1,711,869; merchandise, live stock, lC" £ 1,160,910; minerals, Y,1,033,053- total, £ 3,905,832 an excess of Y,200,417 over the corresponding period in 1888. The expendi- ture was For maintenance of way, 4122,797 locomotive and c.irringo stock, S,692,883 traffic and guneml charges, £ 716,273 G jvernrm-nt duty and rates and taxe*, X 148,071 totil, X 1,980,021 an increase of L97,333 over the corresponding plrjo.1 of 1888. The balnnce available for dividend among the proprietors of Ordinary Stock, after payment of the dividends on the Guaranteed and Preference Stocks and other fixed charges, is £ 571,244 16s 9d. This b^lanc; admits of a dividend on the Ordinary Stock at the rate of 5* per cent. per annum, leaving a sum of £ 18,219 16:i 9d to be carried forward, as against X, 11, 193 9s 2d carried Torward in the corresponding half-year. The report then dealt with general matters, among which was a paragraph stating that the Bills promoted for the absorption by this com- pany of the Llanelly Railway and Dock Com- pany having received the Royal Assent the amalgamation took place on the 1st of July last.

CAMBRIAN RAILWAYS COMPANY. HAtF-YEARLY MEETING. The 5,1st balf-yearly general meeting of the above company was held on Thursday (8th inst.), at the Euston Hotel, London, Mr J. F. Buckley presiding.—In moving the adoption of the report, the Chairman said the increase in the receipts of the last half-year, viz., X4,073, was the greatest since the prosperous times of 1875 and 1876. The net increase in the ex- penditure was zC2,794, which represented additional work undertaken for the proper maintenance of the line. The expenses under all the other heads showed a decrease.—Mr R. C. Herbert seconded the adoption of the report, w.àiOO was carried, and at a special meeting held afterwards it was decided to convert the pier stock into A debenture stock, and to raise XII,915 further A debenture stock.

THE PEMBROKESHIRE RIGHT OF WAY CASE. THE GREAT WESTERN RAILWAY COM. PANY Y. PHILLIPS AND OTHERS. In the Queen's Division of the High Court of Justice on Thursday week, before Mr Baron Pollock and Mr Justice Cave, sitting as a divisional court, Mr Asquith, M.P., apppeared in the case of the Great Western Railway Company v. Phillips and others, in support of an application by the Great Western Railway Company for a stay of execution pending appeal. The learned coun. sel said the action was brought by the railway company in respect of an alleged trespass committed by a number of persons who de- fended the action on the ground that there Wag a public tight of way. The action came on for trial at the recent assizes held at Haveifordwest before Mr Justice Manisty, who gave judgment for the defendants. There were points of law in the case of con- siderable difficulty, and the plaintiffs had served notice of appeal, and they now asked for stay of execution with regard to the costs Of the action, or that the defendants, being poor villagers, out of whom nothing could be got, their solicitor should be ordered to give security or an undertaking that they would be responsible for the costs if, on appeal, the case went against the defendants. Otherwise the plaintiff's would, supposing they were successful, be unable, to recover any of the costs. The facts were these. There were two public footways leading down from the village to the foreshore. Parliamentary powers were obtained by the railway company to construct a line alone the foreshore, and in constructing the line they crossed the shore end of the two footpaths and obliterated them and the question of law for decision was whether the parliamentary powers did not authorise the obliteration of these foothp?itlis.-Mi- Baron Pollock: Why did you not ask Justice Manisty to grant a stay of execution ?-Air Asquith: We had not then made up our mind for appeal.—Mr Napier (for the defen- dants) Probably the word of Justice Manisty in giving his judgment. t<ad something 9 to do with the neglect to ask bim,ler a stay, His Lordship said if the railway company had' spent the money expended in litigation m constructing a "bridge for the convenience of the public, they would have been in clorer (langhter). But the fact was proved that the learned ~counseT for railway companies de- lighted in litigation.—Baron Pollock Don't be ungrateful, Mr Napier.—Mr. Napier: Three judges had decided against the com- pany, and yet they went on worrying the defendants.—After some further conversation, their lordships agreed to stay execution on the payment into court by the railway com- pany of Y,200 on account of the defendants' costs.—Execution stayed accordingly.

DISPUTE BETWEEN LLANELLY FARMERS. GRIFFITHS v. WILLIAMs -At the Swansea Assizes, held on Thursday (8th inst.), before Mr Justice Manisty, an action was brought by William Griffiths, farmer, near Llanelly, to recover from Rees Williams, farmer, near the same place, the sum of L62 and damages for breach of contract. Mr Bowen Rowlands Q.C., M.P., and Mr W. Evans (instructed by Mr W. Howell, Llanelly) appeared for the plaintiff, and Mr Arthur Lewis (instructed by Mr T. Jones, Llandovery) defended.M:- Bowen Rowlands said the plaintiff was a farmer in Carmarthenshire, and the defendant was the same, and lived near the plaintiff At Michaelmas, 1886, -plaiiitiff thought of leaving his farm, and had given notice to quit. He, however, had a lease in hand, which had still two or three years to run, and lie was anxious that somebody should relieve him of this and take the farm off his liamK He, therefore, tried to tempt various people by offers of an advantageous character, and plitintiff was induced to accept them. When the time came for defendant to give up posses- sion he refused to do so, and also declined to take some sheep which had baen included in the bargain back. Plaintiff sold the sheep hy auction, and the amount claimed was the difference in price. The plaintiff also claimed damages for the expense he had been put to in making arrangements to take the farm. For tlie defence it was contended that the defendant did not enter into any agreement, and that there was no contract as alleed.- After a somewhat lengthy hearing the jury returned-, a verdict for the plaintiff, damages £ 50.—His Lordship gave judgment accord- ingly.

THE CHANNEL FLEET AT MILFORD HAVEN. Nearly the whole of the ships of war com- prising the Milford Haven division of the Channel Squadron arrived in the haven on Sunday morning, and lie at anchor, in sections of divisions, in Bull Well Deep, Chapel Bay, tfce., some of the smaller craft being moored higher up the haven, off the Carr Rocks, the Dockyard and Hobbs' Point Pier. Steamers, with excursionists on board, ran down to visit the fleet from Hobbs' Point and Neyland all Sunday afternoon nnd evening. The fleet presented an imposing sight. On Mon- day isitors were allowed on boaid the princi- pal ships. Another correspondent writes About seven a.m. on Sunday the following war ships arrived in Milford Haven, for the purpose of coaling previous to taking part in the manoeuvres, which are officially post- poned until Thursday, August 15, viz:— flr-rcules (Admiral Tryon's flag ship), Incon- stant, Shannon, Black Prince, Warspite, Rupert, Ajax, Neptune, Howe, Aurora, Thames, Mercury, Medea, Marathon, Gale ten, Forth. Invincible, Undaunted and Rodney (flag-ship), Admiral Tracey,which has been preceded by the cruisers Mohawk,Serpent, and Medusa, and torpedo boats Nos. 49, 57, 58, 59, 60, 66, 71, 75, 77, and 81.

FAMINE IN INDIA. Sir John Edgar has returned from his tour of relief inspection through the Onssa districts now suffering from scarcity. The distress, it is estimated, will last till. November. Special officeis have been deputed, to control the relief works, and a grant of Rs. 30,000 has been sanctioned for the purchase of rice from Cuttack. In Daspullia 150 deaths are reported from starvation. "An official summary has been published of the Lieut, Goferrior's tour in North Behar. The prospects would be fait ly satisfactory save for the damage caused by heavy floods. In Durbhunga all anxiety is removed, and the relief works are being closed. In Soorsund and Parihar gratuitous relief will be continued. In Mozufterpore the number in receipt of gratuitous relief is increasing. In Chamanorun extended arrange- ments have been made for gratuitous relief. Very severe floods are reported at Mozuffer- pore. A large portion of the city is under water, and the bridge at Akraghat has been partially carried away.

SMUGGLING EXTRAORDINARY. Recent Singapore papees repol t an extra- ordinary case of smuggling at Souiabaya, in Java. A Chinese passenger having died on board a junk which was anchored in the roadstead, the health officer of the port went off, and, after viewing the body, gave the necessary permit for burial. The master of the junk then came on shore and ordered a large coffin of the usual Chinese kind. During the early morning the crew with the coffin 0 -d landed, and the funeral procession passed along the streets ami.J the burning- of sacri- ficial papers, beating of gongs, and the other customary demonstrations of sorrow, One of the crew walked in front carrying the burial permit. After the funeral the party went back to the junk, which immediately put out to sea. In the middle of the day some natives found an empty coffin in the road close by the Chinese cemetry, which not only smelt strongly of opium, but also had small particles of the drug adhering to its sides. The Custom-house authorities found the maker of the coffin, who identified it as the one supplied to the master of the junk, and the dead body of the Chinaman was washed ashore soon afterwards, so that it was clear he had been thrown overboard, and the burial permit used to smuggle on shore a coffin full of opium.

THE DOG IT WAS THAT DIED." On Saturday last, about five o'clock, a Skye terrier dog was noticed .at King's cross to be running about and springing at everyone it came near. Police-constitble.Willian-i Watson, 229 G, pursued it through some streets till it was driven into Gray's-inn-road, where he succeeded in capturing it. The dog bit him on one of his fingers of the left hand. He took the animal to the King's-cross road Police-station, and there it was at once killed. Constable Watson afterwards had his wound cauterised by the assistant police surgeon, Dr. Pedler Morris. It was stated that the dog had bit a little child but the police, although .1 they made inquiries, could not ascertain whether this was so or not.

AN INTERESTING LETTER. The following letter, received by a correspon- dent, will be of interest to many ofonr re,-iderd at this season of the Feir, when*"BO many are flitting here and ttiere for CIlange of air. and to recruit their health, some at the Wells, others at the different watering places, and others as tourists, flitting from place to place to enjoy their holidays Dear Friend, Here am I at last, released from ray daily cares and worry, at our favourite watering place, where I arrived three days ago, and where I intend spending my summer holidays. I have been overwork-d, and felt the need of rest and a change of air. When I arrived here I acted upon your suggestion, and went at once to consult Dr wo is reputed the best physician in this part of the country. You have overworked yourself,' said he,' many do so, some bodily, and others mentally. The mother-with the worry and cares of household duties; the father, who, perhaps, is a collier, miner, metal worker, mill hand, labourer, by over exertion, or working for too many bours in the day; the children, many of them by over-pressure at school; the student, by too close application to his studies; as well as the merchant and clerk at their desks, all are overworked, and the result is similar in all cases. You need three things. (1) Perfect rest from your usual cares. (2). A change of air and scenery, and -(3). A course of some good tonic medicine.' I asked him to give me a prescription to obtain what he deemed would be most beneficial to me, when he replied, I know of nothing that will do yo i more good than a course of Gwilym Evans* Quinine Bitters.' I smiled incredulously, when I heard him prescribe a Patent Medicine. He noted my surprise, and observed, It seeing strange, does it not, to hear a medical man advising neonle to take the preparations 8f other people? I am aware that many of these patent medicines do more harm than good, but I have no hesitation in recommending this. It is the best tonic that I know of, and can injure no one. It has been very beneficial to many who have taken a course of it with a change of air.' I paid him his usual consul- tation fee, and went direct to the chemist to obtain a bottle of Quinine Bitters, but he kept none in stock. I then wrote to the Quinine Bitters Co. at Llanelly, for a 4s 6J bottle, and received it by I-eturn of Post. You know that visitors at this place soon get on friendly terms with each other, and during the day I learned from several persons that they take the Quinine Bitters as a 'pick-me-up' during their holidays, and bring a couple of bottles with them. When returning to my lodgings this evening, I met the chemist-, who told me be had received several applications for Quinine Bitters after I had been there seeking it, and that he had sent for a supply of both sizes—2s 9d and 4s 6d, so that, should I require it again, I might depend upon being supplied at his shop, as he intended to keep it always in stock henceforth. I thanked him for the information, and hurried on to scribble you t a few lines by this post. The weather here is delightful, and plenty of merry company. I shall expect you to join we in a few days.— Yours, &c.

A THOUGHTLESS SMOKER. A few days ago an Englishman walking through the native quarter in Zanzibar acci- dentally threw the lighted end of his cigarette on the thatched roof of a hut. The natives at once attacked him with knives and sticks, declaring that his motive was incendiarism. Mr Portal immediately demanded the arrest of the offenders, who are now in prison await- ing punishment.

The thunderstorms which occurred over the Midland and the. Eastern and North-Eastern districts of England on Sunday have added materially,to the measurements of rainfall for the present month. They were due to two shallow depressions which passed entirely across the country in the course of the day, following a direction from west to east, The report of the Meteorological Office shows thut the rain was very heavy in the Eastern Counties, the fall measuring 0.88in. at Spurn Head, 0.47 at Yarmouth, and 0.36 at York. In the south of London the rainfall measured Monday morning was 0.18in. as the result of the heavy showers which occurred on Sunday, and rain was again falling steadily for about two hours on Monday morning. No rain, however, fell after about nine o'clock, but the remainder of the day was very gloomy and damp, and the air Was very cool, resembling that of Autumn more thnn the middle of Summer, The thermometer at two o'clock in the afternoon only registered 60 deg., which is about 8 deg. below the average, and corres- ponds to the average for that hour at the beginning of October. The weather was equally cold over the whole kingdom, the thermometer scarcely exceeding 60 deg. in any part of the country. The barometer fell again on Monday afternoon in the north of England and the wind was backing to the west; in London the mercury stood at 29.75.
