THE WAR. ONE has to go with Sir Henry Fowler and the rest in agreeing that the lamentable war in South Africa is necessary, as matters have been permitted to culminate but this we can do without at all admitting that it was inevitable from the first, as some would have us concede. We Liberals all must support Lord Salisbury in the employment of military force when our Empire is actually invaded; but this does not compel us to absolve the Ministry from blame for not having pacifically procured a settlement of the issue. We entirely follow Lord Kimberley in his demurrer to the doctrine which decides after the event in politics that it could not have been avoided. This is a species of convenient fatalism which may commend itself to the Tories, but does not appeal to strenuous peace-loving Liberals at all. In this particular instance Lord Salis- bury has, no doubt, warrant in insisting that the difficulty of avoiding war was very great; but for all that, mistakes were made under the Chamberlainian regime that pre- cluded the possibility of a bloodless outcome of the diplomatic negotiations. Yet with those who argue that Mr Chamberlain ever aimed at deliberate provocation to war we do not in any way agree and we endorse fully Lord Kimberley's manly acquittal of the Colonial Secretary under this head, which comes with authority from the Liberal statesman who, with the late Mr Gladstone, was mainly responsible for the treaty of 1881, and who then had the full support of Mr Chamberlain. This is past. We must now to the breach. As Sir Henry Campbell-Bannerman argued at Manchester on Tuesday, Liberals, when the pinch comes, arc as open to the Empire's magnificence, and as proud to defend it, as is any vaunting Constitutionalist of them all. Indeed, if we analyse the history of the Empire, it can be demonstrated clearly that the preponderance of its achievement is due to Liberal initiative. And let us remember that the more speedy the conclusion of hostilities the better for us all, civilians as well as soldiery. When the war is over and the war bill has been paid, perhaps our statesmen will address them- selves to the consideration of the promised but repeatedly deferred internal reforms for which the nation has so long been waiting. It is for us to work for the cure of the battling fever, in order that the normal legislation of the nation may once more be proceeded with. IT seems a pity to let the din of a charity- loving and patriotic people overcome their mental balance. The best charity is that most judiciouly extended. There is fear that at Barry the two funds for the families of reservists, viz., that of the Chairman of the District Council and the old-established Soldiers' and Sailors' Families Association, may clash. At any rate, they heve failed to agree upon a common course of action in the distribution of relief and the disposal of funds, and already in one case at least the result has been that relief to one of the dependents have been received from the War Office in the shape of pay, from the local fund, and from the funds of the Associa- tion simultaneously. That is certainly not desirable. Besides, the Association extends its efforts far beyond Barry, and has reached one woman among many who formerly resided here, but on the departure of her husband went to live at the home of her parents. That is proof that there are people connected with the town who can only be reached by the agencies of the Association. Besides, the number of local funds are small-within half-a-dozen famil- ies. FREE Church Ministers are suffering from a decided grievance. These have been succinctly and courageously described oy the Rev Christ- mas J. Lewis in an address reported in these columns. At least one of the matters are mere tricks of custom," which in the light of present day requirements, should be discour- aged. In some measure "complimentary" visiting is the outcome of a system greatly in evidence among the clergy, and many people live in expectation of them so long as they are aitached to churches, whether of the Noncon- formist or Anglican persuasion. Still, a little self-denial, and the exercise of some regard for the time of a minisker in charge of a church ought to effect a desired change. That such a change has become necessary is patent, and the Rev C. J. Lewis deserves the thanks of his brethren for so valiantly making them known. SINCE Mother Shipton made her rbytbmetic prophecy that "The world to an end will come in eighten hundred and seventy-one,"—this his been conveniently changed with each recurring decade. This week we outlived another of these dreadful oft-repeated forebodings. Me- teoric showers indicate a terrestial disturbance, and Italy, where the volcanic eruption is known has felt some severe shock. At Barry many people believed that the end of the world had come, and it will be difficult to credit the fact that in one street in the town an orgie of a debauching character was organised for the occasion. One of the residents made te irreligious suggestion that a fire should be lighted ready to receive its hostage. That's how seriously life is taken in some quarters of the town.
