The figures are most alarming. As we pointed out in a remarkable book written by a Frenchman some two years ago, the inaptitude of the nation for colonial expansion, and the consequent necessity of saving money, instead of making it, has made Frenchmen altogether re- luctant to support families, and the births have been steadily decreasing for years.
