THE FREE LABOUR ASSOCIATION. THE last words of Goethe were: "More light! In the spirit of humble inquirers we should like more light upon the aims, revenues and organisation of the National Free Labour Association. The Times and other Tory papers have given considerable prominence to the fact that its ninth annual congress was opened in London on October 14th. For an association for the discussion of economic problems affecting the working-classes its pro- ceedings exhibited some singular features. The associates enlivened the arid deserts of reason with songs. Indeed, "The Star of Bethlehem," with which a member of, the Executive Council "obliged after the chair- man's speech, is a title suggestive of a hymn. This intermixture of gaiety with profound discourse savours so suspiciously of the gather- ings of the Primrose League that we ask our- selves and the associates whether there is any sort of connection between the two. Is the association run by members of the League, or maintained by the subscriptions of Primrose Leaguers F The resemblances do not terpiinate with the order of the proceedings. It is impossible to open a Tory newspaper and read an article on questions affecting Labour without perceiving the inspiration which animated the deliberations of the congress. Apart from the question of their politics, the Free Labour associates appear to oeiong to the school known as "Individualists," of whom Mr. Auberon Herbert is a well-known mouthpiece. Persons of this persuasion would reduce society to its constituent elements. In this aim, though not in method, they agree with the Anarchists. Every man should be responsible for himself only. If his children are left untaught, why should his neighbours trouble ? If his drains are poisonous, the concern is his. Modern urban life is a series of unwarrantable aggressions on the natural liberties of mankind. Applied to the con- ditions of industry, the doctrine produces the Free Labour Association. It is an illogical consequence, if the ideal life be freedom from all association whatever. An association implies in its very essence a curtailment of the freedom of individual action. But freedom of action in matters affecting labour is the goal at which the Free Labour Association professes to aim. Why then associate ? If A is willing to take up an employment at 25s. a-week, and B will accept 24s., B is at liberty to make his offer. Where is the need for an association to enable him to do so ? If A and B are both members of the Frae Labour Association, is B still free to underbid him P If so, where does the advantage of the associa- tion couie in P If not, wherein does the association, in this respect, differ from the Trades Unions it condemns P The Tory press, headed by the Times, is engaged in an active campaign against Trades Unionism. Denunciation of Trades Unions forms the staple of the speeches delivered at the Free Labour Association's Congress. The Chairman, in his opening speech, declared that a report recently issued by the Labour Department of the Board of Trado "showed that the time lost through strikes and lock-outs during 1900 was estimated at 3,150,000 days." The moral is that had Trades Unions not existed the work would have been done. Possibly; but hoif vould it have been done, and at what cost to the worker ? The Trades Unions, be their methods good or bad, incontestably enrol the most efficient workmen. Is it possible that some of the members of the Free Labour Association-who, the chairman informs us, have been called "brandy shifters," "beer punchers," and whisky scorchers "—have been refused admittance by the Trades Unions they in their turn vituperate ? And if the 3,150,000 days had been occupied with the toil of unorganised labour, what would have been the wage per hour P Anyone can see how it works out among the vendors of lucifer matches in the streets, who are ready to part with their wares at any price as night approaches, and they crave for a meal and a lodging. When a man's only commodity is his labour, he must sell his labour for what it will fetch; and if he offers it individually, without an organisation behind him, its price at times of depression will fall below even a bare subsistence. The fact is that the members of the Free Labour Association profit by the very institutions they decry. The organisation of Trades Unions, while it maintains the level of wages for Trades Unionists in the first place, operates incidentally in favour of the workers outside its ranks. Employers, conscious that low wages mean bad work, because they only attract bad workmen, hesitate to depress the rate they offer. But if all Trades Unionists were bidding against each other in the fashion approved by the Free Labour Association, the standard of wages in normal times, for good and bad workmen alike, would necessarily fall. As Cobden long ago put it: "When two men run after one master, wages fall. When two masters run after one man, wages rise." *••••• It is traditional with the Tory party to disguise its real objects by a specious affecta- tion of concern for the public interest. At a time when they were plotting a revolution in favour of a despotic monarchy, Sir Robert Walpole justly said of them: "Your right Jacobite roars for liberty." They roar for liberty in the labour market, but they intend by liberty a suppression of freedom of action 011 the part of any organisation which shall control employers' power to lower wages. One correspondent writes to the Times complaining of "the leniency of the law courts to Trades Unions, as though it were the business of the judges, who have been themselves members of the strictest Trades Union in the kingdom, tc invent laws to stamp them out. BARRY FINANCE COMMITTEE. A special meeting of the Finance Committee of the Barry Distiict Council w as held on Tufsday afternoon to investigate the £ 18,000 disburse- ments in connection with the purchase of the gas and water undertaking, and to consider the ques- tion of loans. Mr Smith-Jones presided, and was supported by CouncHI is J. L, Da vies, A. T. White, James Jones, and J. Mil"ard. At the commencement of the meeting the Chairman said that at previous sittings of that Committee the Clerk (Mr J A. Hughes) was asked to produce certain correspondence and documents, which would have been withheld, had it not that he (Mr Smith.Jones) knew of their existence. It was Mr Hughes' duty, as clerk, to help the Committee as much as possible in making their report to the Council.—The Clerk replied that what the Chair- man had said was falsehood. He had done all in his power to facilitate the inquiry, and he would not allow a statement like that to go unchallenged. --Mr A.T. White then moved that all the vouchers in conneetion with the purchase be laid on the table. Mi James Jones seconded, and this was carried unanimously.—The vouchers were than laid on the tabl, find a number of them were further inve.-tigated.— The Committee at length appointed the Chairman and Mr White to draw up a report on the matter.—Mr C.
