NOTES ON PASSING EVENTS. "STARVING OUT" THE CLERGY AT JERSEY. The tithe difficulty is felt in other portions of the Briti h possessions besides Wales, and equally as determined efforts are being made by Nonconformists generally to rid themselves of the oppressive ecclesiastical exaction. In Jersey the agitation has takn a somewhat peculiar form. There the grievance formerly was the large proportion of the tax diverted to Norrrihn monastic foundations, and subse- quently to the crown. Jersey is noted for its extensive ranges of apple plantations, and the tithe produce of the orchards have for some generations been paid to the clergy of the Church of England. Now, however, a change is gradually coming over the spirit of the dream. The apple-growers have resolved that they will not henceforth allow themselves to be saddled with tithes, and are taking steps of a singnlarly constitutional and effective character in order to bring about that end. The famous orchards are rapidly disappearing, to the great detriment, not only of the land. scape, but also of the starving clergy them- selves, and the land is being converted into vast potato gardens. The clergy were enti- tled to a tithe from a-pples but not from pota- toes Is it not possible that similar measures could be adopted in connection with the anti- tithe movement in Wales ? We leave the suggestion to the con-cider-ation of Libera- tionist ingenuity in the Principality. -o THE ANNUAL MEDICAL REPORT FOR THE YSTRADYFODWG DISTRICT. The above report, just published by Mr J. R. James, the medical ofheer, contains figures and information of an interesting character. The number of births last year iu the district of Ystradyfodwg was 2,910, of which 1,461 were males, and 1,449 females. Of deaths there had been 1,464, consisting of 924 males and 640 females. The birth rate was 33 44, and the death-rate, 16 93 per 1,000, which show a very favourable reiative comparison. The greatest amount of fatality occurred to children un4er twelve munlhs old, who num- bered 529; and 164 were persons over 60 There had been one death from small pox, at Ynyshir, being the first of the kind since the formation cf the Local Board. The population of the district in 1881 was 55,615, but at the present time it is doubtless nearly 70,000. Iu comparing the death-rates of each locality a remarkable fact is arrived a:i. In the Rhon- dda Valler the average ranged from 13 to 16 per 1000, while in the Rhondda Fach Valley the average was from 16 to 26. This must be somewhat significant, especially in the face of the fact thltt the only exceptional cause of death in the latter portion of the district was the disastrous colliery explosion at Ynyshir, which brought the death total in that place during the year up to 113. The conclusion which we are naturally led to entertain is the hypothesis that the Rhondda Faoh Valley is a less healthy district than that of its "big sister," the Khoudda Fawr. Whether this is so, or not, we leave to the medical authorities to determine. o THE SCHOOL BOARDS AND THE HARRIED FEMALE TEACHKRS* QUESTION. A correspondent writes:-Anent the several di?cuss!ons which have recently taken place by the school boards of the district on the sub- ject of doing away with married females from the teaching staffs of the schools, it is inter- esting to reflect upon some t-f the arguments made use of. Passing on fr;im one wherein it was contended that a married woman should be allowed to teach in elementary schools if only tor the purpose of supporting her husband and family daring the possible illness of the former, I was much amused with one which was as quaint as it was philosophic. A gen- tleman holding a prominent position in one of the school boards, in the course of his remarks, gravely stated that be did net see why females should be disqualified through mar- riage from filling positions as teachers when they could moet with likely young men, per- haps clerk, receiving salaries of W50 a year. They might agree to get married, and ''he." with his modest jeSO, and "she," with her £ 70, could live very comfortably in the enjoy- ment of a combined income of £ 120. 1 do not know whether the gentleman was in earl nest when he suggested such a serious violation of the law of morality—that of marriage for money in preference to love, but I am credibly informed that the remark, coming as if did- with such an unmistakeable air of sincerity from the speaker, created no small degree of amusement. To establish in our public ele- mentary schools a matrimonial market, where "suitors may be suited" on the financial score. would be a somewhat novel, if not dangerous. precedent, and should not for a moment ba encouraged. o THE GOWER ELECTION. Sir Horace Davey, Q.C., has been selected as the Liberal candidate for Gower, in place of the late Mr Yeo, and it is understood that Mr D. Randall, Llanelly, is to be brought forward as a labour candidate by the tinplate workers. There can be no doubt Mr Randall would be a popular candidate, and, if elected, an excel- lent member.

A large number of the ratepayers of Porth met to- gether recently to oonsiier the advisability of starting a Ratepayers' Association, and it Wttl un- animously agreed that an association be formed, having for its object the protection .of the interest of the ralepayers generally, aud shall not interfere with party politics. All householders and owners are eligible to become memberB on payment of Is as an annual subscription. Such a society is wanted sorely in places like Portb, and all rate- payers should have no hesitation in joining the same vithout delay, for in unity there is strength.
