The following provisions have effect on and after J. the 1st April, 1909:- NOTICES TO BE GIVEN BY PERSONS RECEIVING INFANTS FOR REWARD. A person who undertakes for reward the nursing and maintenance of one or more infanta under the age of seven years apart from their parents or having r.o parents, must, when an infant is received for more than 48 hours, give to the Board of Guardians within 48 hours from its reception, written notice thereof stating truly the name, sex, and date and place of birth of the infant, the name of the person receiving the in- ,rant, and the dwelling within which the infant is 2fin& kept, and the name and address of the person from whom the infant has been received. The entering into such an uudertaking in respect ani?fanfc already in the care of a person without reward is treated as a reception of tnc infant. W ritfcen notice of any change of residence of such person must within 48 hours be given to the Guard- ians and where the new residence is in the district of another local authority, the like notice as re- spects each infant must be given to that authority as on the first reception of the infant. Where on the 1st April, 1909, any infant is under tne care of any person who has, before that day undertaken its nursing and maintenance under such circumstances that if its nursing and main- tenance had been undertaken on or after that day he or she would have been required to give notice to tne Guardians, he must, within one month after tnat day give the like notice as above mentioned, nut no new notice of the reception of an infant is required^ where notice under the Infant Life Pro- etion Act, 1897, was given. Every notice may be sent by registered letter UNION OFFICES, 134, High-street, Merthyr Tydfil, or in the case of a notice to a yoroner, to the coroner, or may be delivered at such union Offices, or, in the case of a notice to a coroner, at his office or residence. t'°r use by persons receiving infants are obtainable at the Union Offices free of charge. NUMBER OF INFANTS WHICH MAY DU KEPT. The Guardians may fix the number of infants under the age of seven years which may be kept in any dwelling in respect of which a notice has neen received by them, and a person must not keep any infant in excess of the number so fixed. PERSONS WHO MAY NOT RWEI"% CHILDREN FOR REWARD. An infant in respect of which notice is required Rf given must not, without the written sanction of the Guardians, bo keptv- <A) By any person from whose any intuit nas been removed under the provisions men- Ca) By any person from whose care any infant has been removed under the provisions men- tioned below, or the Infant Life Protectton Act, 1897 or 4b) in any premises from which any infant has been removed by reason of the promises being dangerous or insanitary (see below), or has been removed under the Infant Life Protec- tion Act. 1897, by reason of the premises being so unfit, as to endanger its health; or (c) by any person who has been convicted of any offence against any statutory .provisions for the prevention of cruelty to children and young persons. VISITATION OF INFANTS AND PREMISES. It is the duty of the persons appointed as infant protection visitors or otherwise authorised by the guardians, to visit from time to time any infants rer<?I"fed to in any notice given to the Guardians, and the premises' in which they are kept, in order to satisfy themselves as to the proper nursing and maintenance of the infants or to give any necessary advice or directions as to their nursing and main- tenance and it is an offence to refuse to allow any such visitor or other person to visit or examine the infants or the Premises. A warrant may be granted by a Justice author- ising a visitor or other person to enter premises for the purpose of ascertaining whether any offence has Deen committed, and the occupier or any other person must not obstruct the execution of such a warrant. a warrant. • ^Y £ ere any infants have been placed out to nurse <? the Union by any philanthropic society, the uuardians may, if satisfied that the interests of the infants are properly safeguarded, authorise the society to exercise as respects those infants, the powers of infant protection visitors. Any par- ticular premises which appear to the Guardians to be so conducted that it is unnecessary that they should be visited may be exempted by the Guardians. REMOVAL OF INFANTS IMPROPERLY KEPT. If any infant, in respect of which notice is re- quired to be given as above, is kept,— (a) in any premises which are overcrowded, dangerous or insanitary; or (b) by any person who, by reason of negligence, ignorance, inebriety, immorality, criminal conduct, or other similar cause, is unfit to have care of it; or (c) by any person or in any premises in contra- venfcion of any of the above provisions an order may be made by the Guardians or a Jus- tice directing the removal of the infant to a place of safety until it can be restored to its relatives or beothervrise lawfully disposed of. It isan offence to refuse to comply with such an order upon its being produced and read over, or to obstruct its execution. LIFE INSURANCE OF INFANTS KEPT FOR REWARD. A person by whom an infant in respect of which notice is required to be given under the above provisions is kept, must not directly or in- directly insure or attempt to insure the life of such an mfant, and a Life Assurance Company, or any other company, society, or person, must not know- ingly issue, or procure or attempt to procure to be issued, to or for the benefit of such a person or to any person on his behalf, a policy on the life of such an infant. PUNISHMENT OF OFFENDERS. Offences are punishable on summary conviction lbyiznpriisonment fora term not exceedingfi months or a fine not exceeding £ 25, and the Court may order any infant, in respect of which the offence was committed, to be removed to a place of safety. A person failing to give notice of the reception of an infant is liable also to forfeit any lump sum re- ceived for its nursing and maintenance. EXEMPTIONS. The above provisions do not extend to any ceived for its nursing and maintenance. EXEMPTIONS.
