SATURDAY, JULY 14th, 1900. n_ THE worM is ever changing The late and the Labour world Alderman last week lost one of its Dd. Morgan. great leaders in the South Wales coal field. The late Mr. Morgan was a man for his time. In the days when he first came out, as a Jephtha to deliver his fellow workmen from the tight thraldom of subservient employ, it was necessary to say strong things, and to say them in such a rough and ready way which would penetrate the thick, manifold bondage with which the labour cause was burdened. Mr. David Morgan became a labour leader in days when employers resented the interfer- ence of a mediator; and when they took up the position the negotiations were not possible only between employer and employed in im- mediate relationship. The first labour battles were waged on the right of the workmen to representatives of the "agent" type, which we see so generally established to-day. The collective form of labour defence, which we see now illustrated by the Sliding Scale Committee, was not recognized in the early days of labour federation, and many were the bleeding battles which "Mabon" and "Dai o'r N ant" fought to secure its acceptation. The late Mr. Morgan was in the forefront of the pioneer movement, and many were the hard blows which lie struck on its behalf. He played a brave part in times when courage and cohesion were difficult to lind. He was trans- parently honest, and hence the immense con- fidence which his leadership evoked in the miners of Aberdare and Merthyr. The blunt- ness of his methods, and the outspokenness of his language were characteristics which re- flected his sincerity. But times are changing, and with it methods best subservient to the successful warfare for labour come to the ,.ucc front. The Federation principle of marshal- ling the labour, with its multiple of sections, democratised agencies and created upon a level plane many to the same equality of official position. The two posts of honour were given first to "Mabon," as the most successful of the older regime of leadership, and the second position to Mr Brace, the leader of the Federation campaign in South Wales. The re-constitution, therefore, of the labour forces was a matter of official prominence— a change which affected men of the distinction of Mr. Morgan, and, in the opinion of many, cl was a disappointment to him. Notwithstand- ing, to the very last he was exertive for the cause which lie had so nobly laboured for. We had occasion to differ seriously with him and his methods, especially when the foun- dation of the Federation principle was laid down. Yet we desire most cordially to bear our testimony to his honest character, and his unswerving fidelity to what he believed to be right. He ma(le a name and reputation which will live long in the history of miners' organization in South Wales and lie leaves a memory that deserves a cherished record in all communities that believe that the labour- er is worthy of his hire." His fu oeml was a monumental proof of the depth of gratitude of his fellow workmen and his colleagues in the present organization. Heddwch Vw lieck. THE Governing Body of this Rhondda school has resolved to increase County the fees to £ 1 per term. School- Hitherto, the fees have been 16s. 6d. per term. For over two years the number of pupils has been too many in proportion to the staff supplied. The County Authority when appealed to for more funds advised the managers to increase the fees, as they were lower than those of any other County School, They have been reluc- tantly compelled to do this at last in order to provide their school with a staff which will compare with the average staff of other County Schools. From the reports issued by the Central Board, it can be seen that each master or mistress at this school has a class one-third as large again as that of other more favourably placed schools. In Swansea, one teacher is supplied to every 18 pupils; in Cardiff", one to every 16. Here, there is one teacher for every 26 or 27 pupils. The Governors say that their "poverty but not their will consents." The increase in the fees ought to enable them to increase the staff. Judging from the work accomplished already by this school, which is now acknowledged to be in the front rank of Welsh Intermediate Schools, we are of opinion that the staff" has been over-worked. THE increase in the fees ought Bursaries. not to cause any child, how. ever poor, who has ability, to suffer. For the Governors have a fund which can only be spent*on bursaries. These bursa- ries are granted upon application by the parents, and are readily given to all whose circumstances do not admit of their keeping their boys or girls in the school. We learn that not in one single year has this fund been nearly exhausted. Therefore, it behoves parents to make use of -the advantages which lie at their very doors. These funds cannot be spent on supplying an increased statr,- they must, by Act of Parliament, be spent in helping poor and needy pupils. By receiving these bursaries no parent is pauperised. The people of Porth need not pay any train fare for their children when attending this school. But the school is as much for the Treherbert and Mardy boys and girls as for Porth. The Governors have bursaries to award which will cover the cost of train fare. Further, these bursaries can be given even to lodge a pupil in the vicinity of the school if need be. How to spend the Short Courses holidays profitably in Music. aud yet recreatively is a problem which many would like to know. We think that young people who have aspirations to go a little deeper into music than the ordinary superficial qualification, may find satisfaction in the Short Courses of Music provided by th'J holiday schemes of the University College of Wales. They will begin on August 13th, and finish on Saturday, the 8th of September, and will include lessons in Theory, Harmony, and Elementary Composition. Certificates of the ordinary and advanced classes will be dis- tributed at the end of the course. Thete is one feature which we welcome with great pleasure, because we think it is invaluable in the equipment of the teaching pow er in Wales. Mr W. T. Samuel will give a series of model lessons in The art of teaching boys and girls to read and voice music." A deal of enthus- iastic effort is wasted in our Schools and Bands of Hope, because of the painful lack of method shewn by the teachers. We feel certain from a close observation of Mr W. T. Samuel's system that its general effect can have only one result, and that is efficient possession of the means to drive home thoroughly the aim in view. We find also that instrumental classes are formed and a very competent violinist has been engaged. The voice-training classes under Mr Wilfred Jones should receive a great acquisition of members. If Wales is seriously in need of anything, musicaliy in particular, it is teachers in voice development on right lines. The outrages which are daily perpetrated on the youthful voice by unscientific rule-of-thumb methods are untold. We are constantly told that naturally we have vocal gifts of a characteristic kind but nature cannot long stand the strain of brutal methods. Mr Wil- fred Jones and Mr W. T. Samuel's classes tie urgently recommended to all who delight in the proper welfare of children. The chief of the music vacation class is Mr David Jenkins, and all information re joining can be had from the Registrar of the college, Aber- ystwyth. THE immediate selfish reflection The of our local interests, which the Chinese situation in China suggests, is Crisis. that it will make our coal trade sustain its present popular vein. Three years at least, we are told, will see our staple industry unchecked in its high level career. That is good but we ought to look wider into these questions. It is enough to upset the nervous system of the nation, if it is right to aggregate nerves in a national 119 1 form, to be carried from one crisis to another. The Transvaal war has kept us for the last ten months on hot irons of excitement, and the country almost went beside itself in patriotic fervour over incidents, which if isolated from the general conflagration, would be ridi- culously small. The reverses of the beginning, retrieved by British success at a later stage, burst the bonds of the usual national decorum. We demonstrated with more boisterousness than the Frenchman in his most excitable and uncontrollable moments. To-day, we are cooling down with the guerilla detail in booking De Wet and the other straggling g Boers who are of the dying-in:the-ditch type. The old adage of too many irons in the lire, or the put-ting all our military eggs in the same basket, look like truthful confirmation in our failure to be in the front at China. The Chinese crisis is likewise illustrating that the Concert of Europe is a dissonant, discordant Concert, dominated by distrustful jealousies of each other and Japan in general. Our only hope is not from outside, but from the inside of China itself. The news which we have this week of the see-saw power, and pendulam control between Prince Tuan and the'Empress, is the best guarantee of the suppression of the internal danger to the foreigners. The Con- cert ought to agree without further delay if not, the rebellion party will gather asf-ertion if an opinion of the impotency of the Powers gets deep root. There are in China viceroys who are in great influence, and commatlding military forces adequate to suppress insurgent action, and who are in that way inclined. But the Concert wrangling over prospective and possible spoils immensely creates difficul- ties for these people. Li Hung Chang at Canton and Chang Chi Pung at Pechilli, and Len in Shantung, are men of this disposition. These men, we understand, have always acted independently of the Pekin circle when it sqited them. If these people, therefore, are to be restrained the Powers i)iti,t show that they can act promptly, and avoid all evidence of indecision or dissension as treason to the great common cause of civilization. We may be quite certain that h°r Roberts will allow the Uitlanders to back as soon as possible, but we hope t there will be no premature rush back to South Africa.
