I have at all times and in every lespect watched your interest to the best of my abilities. I have paid special attention to my duties on the Asylum House Committee, which has under its immediate care nearly 1,700 unfortunate inmates, of which no less than 15 were from our own division. During my term of office 80 Meetings of the above Committees and Council were held, of which I attended 78, and I ven- ture to think that this almost perfect at- tendance is a convincing proof of an .honest effort on my part to faithfully and loyally discharge my duties as your representa- tive. Hav- ing some knowledge of Sanitary and T."h- nical matters, I would be able to assist in any effort put forth for the preservation of the public health, and any measures in- stituted for the promotion of Technical Education, which is a pressing question having regard to the active foreign com- petition which is seriously affecting British commerce. I would advocate the placing of Technical Schools in convenient centres, fully equipped, so as to encourage full and regular and continued study, directed by an efficient staff. Ladies and Gentlemen, It is known to you that William Morgan, Esq., J.P., Tynewydd, was some time ago returned unopposed to represent us on the County Council, and in conse- quence, since, of his elevation to the Aldermanie Bench, a vacancy occurs :n the above district. At the request and sincere wish of a large circle of Electors of the above dis- trict, I have, after due consideration, accepted, and now offer to you my ser- vices. I have had the honour and pleasure to represent you as a. Guardian of the Pont- ypridd Union for the past three years, and I herewith sincerely thank you for returning me unopposed for the next term. I consider that the valuable experience I have gained in connection with this Union will be of material help (if returned) to carry out the duties in connection with the County Council and especially the Asylums, which are governed by the County Council The Workhouse and Asylum, T consider, are sister institutions, both having; to do with the body and soul of the human being, end my close connection and sym- pathy with the inmates of the Workhouse, as well as with our children at the Cot- tage Homes, has given me the experience necessary for the proper care and welfare of the inmates at the Asylum, and when it is considered ft at our Union has nearly 300 jnmates in the Bridgend Asylum I consider that no one is more fit to look after their interest, than a Guardian who has had experience with the clothing, the feeding, and the nursing of these unfortu- nate people. The financial connection is also close and important our Union pays something like £ 30,000 a year towards the Asylum, and as a member of the Finance and Sub- Finance Committee1 of the Pontypridd Union, I have gained a, large amount of experience, and (if returned) I will watch the interest of the Union and consequently the district in this direction to see tha"; the money is properly and fairly dealt out towards the comfort of the inmates. There are other committees and various duties in connection with the County Council, but inasmuch as several Public Meetings will be held on my behalf during the week throughout the district where these matters will be treated unon, suffice to say that if you do me the honour of returning me at the forthcoming Elec- tion, I will do anything and everything in my power to carry out the duties of the Council, as well as the wish of our district, to the best of my ability, and I hope to vour entire satisfaction.
