GLAMORGAN COUNTY ELECTION, APRIL 3rd, 1907. TO THE ELECTORS OF NO. 1 WARD. LADIES AND GENTLEMEN, Six years ago you returned me with a substantial majority as your represen- tative on the Glamorgan County Council, and at the end of that term you very kindly allowed me to be returned un- opposed, and I have endeavoured during that time to serve your interest honestly and faithfully without considering class or creed. I sincerely thank you for the support you have given, and the confidence that you have shown in me, and on the strength of this, I venture again to appeal to you for your suffrages in the forthcoming contest, which has been occa- sioned by the elevation of the Veteran, Wm. Morgan, Esq., J.P., to the Alder- manic Bench. I have not been selected as a Candidate by any trade in particular, nor will I ever be a tool in the hands of any "trade" to secure their interest and watch their welfare on any public body at the expense of neglecting the masses. I promise, if returned, that I shall represent FAIRLY in the future as in the past, trades of all grades, professions of all kinds, and labour of all classes, as I have no axe to grind," no office to seek, and no ambition to high sounding titles, further than to represent the "PEOPLE" in the same humble but honest way as I have done for the past 9 years. I have served on the Finance and Sanitary Committees of the County, and more especially on the Farm and House Committees of the County Asylum at Bridgend. The management of this sad Institution is entirely vested in these Committees, and I may here point out that by efficient administration or manage- ment we iiave been able to save to the ratepayers of the different Unions of the County over £ 13,000 (thirteen thousand pounds) during the past 3l years, and within the past twelve months we have reduced the salary of the Officers alone over L800 (eight hundred pounds). The upkeep of the Institution has been well maintained, while the care and interest in the poor 1,700 patients have had our indefatigable attention, with the result that they are better fed, clothed, and attended to than they could have been in the past; but yet there are im- provements to be made in several direc- tions, and, if returned, these shall have my strongest support and best attention. Space will not here permit me to dwell unon the New Water Bill, the improve- ment of Roads, the Education and Mining Schemes of the County, which are now under consideration. Suffice to say that Public Meetings will be held in different parts of the Ward, when these with other important matters shall be considered and discussed, and when it will be important \that every ratepayer should be present. But to those who will unavoidably be absent, may I appeal to them for their earnest support and interest, in return for which I shall place at their services my experience, together with close and faithful attention to my duties. Editorial Notes, The District Council Elections were very keenly contested. The weapons of attack were ruthlessly wielded, and the more the despair the more unscrupulous were the methods used. However, the hatchet will be buried, as the returned men will soon be absorbed in the work which they have undertaken. At Treherbert, the veteran has been completely overwhelmed. The personal regrets for the overthrow are many, but the opinion, nevertheless, is firm and solid that the day of pluralism in local representation honours must pass away with all the other kinds of monopoly and privilege against which the democracy of the age has declared war. In the days gone by, the choice of representative men was limited, but such is not the state of things to-day, and Alderman Morgan should have recognised this fact before deciding to attempt holding on to the bhree positions on County and District Councils and the Board of Guardians. It falls within the capacity of few men to fill adequately the duties of all our public aoattle. We are sorry, as we have already said, on personal grounds, but cannot )ther than rejoice that Treherbert iias elected to dictate successfully its own distribution of offices. This learly marks a new phase in the history )f the Rhondda democracy is a clear .varning that the people are not going to je cajoled into subservience to traditional unless accompanied by continuous 5ood service. That Treherbert is lot unfair to long service, when well sustained by good work, is marked clear enough in the splen- lidly distinguished return of Mr. Jeffries it the top of the poll.
