Saturday with a very weakened: team 'to l'enmaenmawr to engage in -the return league match. The marked im- provement shown of 'late by the qnarrymen left the issue anything1 but a win for the "Roosters," and with the iorward rank of the latter weakened by the omission'of W. Owen, -A. E. The "Roosters" kept up the pressure, and Cecil ilcrgan was conispicuou;s for good tackling and judicious feediimg. J. O. The quarrymen kicked the ball out on many occasions, though better form was shewn by their indulging in some long, low passing, which proved very effective. Pierce relieved finely, when a dangerous onslaught was being made. The "Rooisters" got .diowim easily to the other end, and amid dead silence Louis Roberts scored. Jim Jc.ne.s attracted notice shortly after this iby some ,excellen,t "tippinig" work, and a corner was forced, 'but Trevor sent well behind. A determined' attack was now made by the home lot, to the encouraging Shouts of the spectators, and randly war? tlhe ball worked'' along the ground, by long effective passes, Tight to ,the vicinity df Hayes. It was thor.'ght by some the ball had rumi over the goal line, but W. ;S. Jones smartly hooked it an time, and swept it across 'the (goal, wlhere Llewelyn Roberta met it instanter, and sent in a 'beauty that completely 'beat Hayes. ,No sooner had It.h3 ball beeni kicked down ifram ot[îe cenare;, than the "Roosters" had tha ball, per Lewis Morris Hughes, in the net. The goal was totally unexpected, and 'the ■ spectators did not forget to vent their .feelings at the 'turn of eivents. J. O. Jones and McCann worked well again on the right, and in a twinkling the Pen- maenmawr left repeated 'the same tactics until ítJhe ball was out of play. Exciting play fol- lowed, the quarrymen trying desperately to get on level terms. A most 'determined run by cthehome front rank resumed! in their passing tthuopposing 'backs, a igoal appeariing -a. cer- tainty until J. R. Jones, at fine speed, emerged from somewhere, got in front, and ismartly kicked the ball out on the .uppe.r Gide of the ground. This wias undoubtedly, the "tit-bit" of the whole match. The quarrymen's van pressed again, and1 sflrots from Trevor Roberts and J. Roberts hit the Left side ,of th, nt-t. Half- Üme: Llanrvvslt, 2; PenmaenmaWc, J. The second half was one of great possibilities for the home1 side, land for a long while heavy li y pressure was placed on Hayes' charfge. The attack was persistent, !but the 'vi-siiimg defence was sturdy and steady, and for a while all the efforts foif 'the quarrymen- were futile. A very lamentable accident to Hayes occurred! at this juncture. He had received the baLl and hadj cleared, when he (fell and rolled on the ground, evidently in great agony. RieEeree Hunt stopped the game for some time, -and' Hayes left the en- closure, aided by several sympathisers. Mean- w'hile, Finchidtt [stepped into goal, and was promptly bombarded, when, to the c'heers of the crowd, Hayes r,turn,ed, and ia-t once resisted in. repelling tlhe change. A long dropping shot from D. Ja.rvis, from, the centre of the field', was sent to the mouth of goal, and hounded high in. front of it. Hayes misjudged, or was too much 'hurt to jump up and save, and so Pen- maenmawr drew1 level. It wats not long after this that Hayes retired from the field, to seek medical aid(, and Finchett reappeared in goal. lIs was beaten, however, with ia higlh shot, his finders just tipping it in its night, and so the quarrymen won their eighteenth match, and finished their league tourney with -the score: — I., Penmaenmawr, 3; Llanrwst, 2. -0--

The visitors, by smart tactics, ledi at half-time by 3 -goals to o. The quarrymen, howey^r, rose to tlhe occasion, as they frequently have done lately, and defeated the "Rivers" by 4 gcaLs to 3.

Mr J. M. Edwards, of the County School, Rhyl, brother of Mr O. M. Edwards, has in the 'press a book containing an account of his tour in Ireland, to be brought out under the title of "Yng Ngwlad y Gwyddel." Mr Dan Protheroe, the well-known Welsh- American musician of Milwaukee, who is com- ing over on a visit to this country in July, has been chosen as one of the musical adjudicators for the Corwen Eisteddfod in August. The English Calvinistic 'Methodist Church at ■Montgomery has sent' a unanimous invitation to Mr D. J. Williams, one of the senior stu- dents of the Trefecca Theological College, to undertake its pastoral charge.

Colwyn Bay Urban District Council. The Surveyor's Extra Remuneration. An Invidious Comparison. The Council in a Sound Financial Condition. No Increased Rate. THE monthly meeting of this Council was .held on Tuesday. There were present Mr George Bevan (charman), Messrs J. Berth Jones, John Williams, J. Dicken, Hugh Davies, liugh Hughes, Rowland Williams, William Davies, D. O. Williams, with the clerk (Mr Jos. H. Roberts), the surveyor (Mr William, Jones), and other officials. The Sewerage Scheme. The General Purposes. Committee reported in regard to the appointment of a senior and'. a junior resident engineer for supervision of the works of the sewerage scheme, and recom- mended that the contract for the works be ad- vertised, as also the vacancy for a resident engineer. It was further recommended that Mr J. Rice- Jones be appointed as junior engineer at a salary of two and a half guineas per week. The recommendations were adopted. An Appeal Concerning Uysfaen Water. The Committee reported the receipt of a letter from Messrs: Porjer and Amphlett stating that the appeal concerning Lly.sfae.il. w,at,er was likely to come on shortly, and that a special conference would take place-with counsel. Mr Dutton (for Mr Amphlett), explained the position of matiters. It was resolved 'that' the chairman and the officials of the Council attend the conference in view of the appeal. The Town Hall. LOCAL GOVERNMENT BOARD AND THE SITE. A letter wasi rea.d from the Local Government Board, staling1 that with respect to the purchase of property in Conway-road as a site for public offices, 'they 'were advised !the :site proposed is fat larger than is necessary, and that the smaller of the two houses would probably serve ,the needs of the district for some years. If the loan was sanctioned, it would, therefore, be on the understanding that the surplus land would a't once be re-sold, and they requested the Council to consider 1 the, proposal now made, and! furnish the 'Board with :a plan .showing the land 'which would be iavailable for re-sale, and a statement by a valuer independent of the Council, of the sum for wihich tlhat land could probably be sold. It was resolveld that whilst in London the chairman of the- Council be requested -to seek an interview with the Local (Government Board officials, and; Mr J. Herbert Roberts, M.P., and Mr William Jones, M.P., be asked also to attend -to assist the Council in the matter. The General Purposes Committee reported the receipt of plans of the proposed buildings from Mr J. M. Porter. Road Widening. At the same meeting the clerk was instructed ocommunicate with the !L. and N. W. Railway Co. ,poin'ng out the desirability of widen;- n:g Ray View-road and Sea View-terrace and to inquire what the company propose dioing in the matter. It was further resolved that the chairman of Highways Committee and the surveyor also seek an interview with Mr Perkins, the com- pany's engineer. the Price of Electric Current. The (Lighting Committee reported an approxi- mate profit' of £3°0 on .the electric lighting', and recommended that the following rates be adopted as from 1st January last, viz. Private lighting, 5d; public lighting, 4d; and motor power, 3d per unit. In reply to Mr D. O. Williams, Mr Dicken, s'aid ithat with the exception of a small 'trifle payable on the loan account, the sum of ^300 could be practically reckoned upon as a clear profit. -Air Williams, while congratulating 'the Coun- z, cil and' the ratepayers i-ipoi-i the satisfactory financial status of the lighting scheme, depre- cated the idea of re,ducing the prices itoo soon. He contendedl that until the -works- -showed a suf- ficient profit to light (he town the prices should not be reduced. He moved that there be no reduction. Mr Hugh Davies seconded1 on the under- standing hal the period of test be not longer than twelve months. Mr Dicken said the committee had acted solely on the. advice of their engineer. Mr Rowland Williams and IMr Wm. Davies spoke in, favour of the conimit'tee's recommen- dation. The amendment found only two .supporters, and was declared lost. New Mains. Tenders for new mains had, 'it was reported, been accepted, and the order for Station-road mains placed with the Stanton Iron Company a.t Z5 i7s 6d and ^5 12s 6d 'for 6in. and 4:11. mains respectively. Road Widening at Old Colwyn Deferred. A letter was .submitted from the Local 'Gov- ernment Beard, transmitting sanction to bor- row CggS fo-r 'works of street improvement, and stating 'that the consideration of the suggested mprovemen;t of road widening- near Queen's Hotel, Colwyn, wo.ul;cl, stand deferred -u.nit.il the Council's negotiation, for the necessary land ■was completed. Water Meters. The Surveyor reported that he had found that both the meter and valve ;recently fixed by the Joint Board at Colwyn were fixed within this district. It'was relsolved to notify the joinit Board that as the meter a.nd valve were on the Council's pipeline, that they were required to pay an ac- kno'wldgmeait for same. New Services. A letter was road from [Messrs Booth, Chad- wick, and Porter 0,11 belhalf of Mr David Lewis, Eithin.og, for the extension of -the public sewer towards' Glasfryn, Tipper Coiwyn, -Bay. It was. decided that ,-the extension 'be 'carried out 'to the junction of the new road', about 100 feet. Collections. Th2 Collector reported collecting a total of £ 1,189 3s 3d the month. The kweraRe and Other Loans. An offer was submitted from the Royal Liver 'Society for an advance of T^io^ooo as a lo-.an for the sewerage works at 3J4 per cent., and it was resolved that (the (same be accepted. The clerk was instructed to lapply .o. the Pub- lic Works Loan BC2.Td for a loan -of ,{.'4,039 for improvements on Coiwyn Bridge; the Ivy- street Depot; street improvements; and the water supply works. Bills. Bills amounting to £ 3,199 16s 8di were ordered to be paid. L Tenders. The General Purposes Committee reported the receipt of certain tenders for the proposed promenade vvorks, and at the .suggestion of the chairman, i't was decided to consider them in committee. A Threat. A letter from Mr Horton, (threatening to take legal proceedings against the Council unless attention was given to a certain sewage nui- sance was referred to the 'Sanitary Committee. Education Act. A letter was read, fixing the day upon which the new Education Act will come into opera- tion in the district, and The Cle-rk was instructed to communicate with the clerk of the County Council Educa- tion. Coinmitttee on the .matter. Tynylfynon for Sale. The charity trustees wrote, notifying the Council that Ty'nyffynon Farm was on sale for [¡ao. The Chairman remarked .tlhi3:t such a matter had to be repotted to the Council under the Housing of the Working Claases Act, because the Council had the option of purchasing the estate at the price, fixed, but, under the circum. stances, the commi'ttee (1 not think 'it desir- ahle to make an offer. The Surveyor's Extra Remuneration. EXTRA ^500 FOR TWO YEARS. The committee reported 'the receipt of a letter from the engineer '(Mr Wm. Jones), tasking for extra .remuneration, a't the rate of 630o per year for the .next two years in regard to the special work in connection with the' proposed new promenade, and they recommended that pay- ment of a lump sum amounting to .6500, in quarterly instalments of £ 60, be made to Mr Jones for the work. Mr Wm. Davies moved as an amendment that consideration of 'the matter Ibe deferred for 12 months,. In the first place he contended d'trwas unfair to the xatepayers that 'the question be deiali'J with by only half the Council. The new members should at least have an .opportunity of giving their opinions upon it. The Chairman remarked that those who had been long associated! 'with the services, of he surveyor were better able to- judge such a mat- ter, inasmuch as from their experience they had grater knowledge of it. Mr W. Davies proceeded t'o say that when he broached that matter 'about 12 months ago he reminded them of the existence of a resolution, passed on tile 23rd June, 1896, to the effect 'that the 'surveyor be not allowed to take tany work beyond that .of the Council, and 'that in future any commission which he might obtain be paid to the crediJt of the Council. Before proceeding any further he. -would like to ask the clerk whether Mr Jones Iliad, ever returned any com- mission to the Council. The Clerk: iNo; none. The Surveyor pointed out that up to. within the last 12 months he used to charge for quan- tities in regard to private street works, and that -commission had always been returned! 'to the Council. The Clerk The reason why Mr Jones has re- turned no commission is that he has not had any. Mr W. (Diavi-es then went on to, say that refer- ence had been made in. committee to the money paid Mr Worrall, of Penmaenmawr, for his extra work on the promenade at that place, but he would 'remind them that the party who stated that Mr Womll had been 'the means of saving his Councill Cioco hacli been found to be in the wrong, and the 'result of that policy had been that one of Mr Worrall's supporters had found himself at liihe bottom of the. poll at the recent election, while the chairman's position had be- come so uncomfortable for him that he had been obliged, to vacate' it. He reminded them they were there to study the .ratepayers' inter- ests. It 'Was all very well to be amiable and friendly with their officials, but he considered it his own duty to bring up disagreeable things when he thought justice demanded it, tand he hoped the officials had sufficient manliness in them to acknowledge that what 'he did was d,one out of respect for the ratepayers who had re- posed 'their confidence in him. He contended ,tha,t Mr Jones was sufficiently well paid, and at 'the time when the existing promenade was erected Mr Jones had not asked for a penny- piece. Mr Jones said his servicies, had been acknow- ledged (in much the same way on that occa- sion. The motion was not seconded, and thus fell to the ground. Another Amendment. -Er Rowland Williams moved as another amendment- 'tihal Mr J.ones be paidl ^50 per annum for the two years, and that at the end of that period the Council took into consideration the advisa-bilitty of making this, a permanent ad- dition to his salary. He complained thatt the time given for consideration to the matter was too >short, and arguecll 'that what the /Council ought to have done w'a,s to bargain with Mr Jones at the time when he prepared the plans and sp2cifications for the new scheme. He also reminded them "hait the engineer worked during the Council's 'time, that the Council had 'borne the expense of prntljing and preparing the plans and specifications', and' that the Council s 'paiper had been used for that purpose. This amendment also IteU through -for lack of a seconder. Mr Berth Jones then movied !asa. ¡thiIid amend- menlt tihat the matter be referred back to com- mittee in order to give an opportunity for the attendance of absent' members. An Intelligent Explanation. The Chairman then explained! in general terms on what ground the recommendation of the corn had been made. There was no. in- tention upon the engagement of h Jones that1 he should carry out such works, as they again proposed placing in his hands; he was simply engaged as an .ordinary sanitary inspector and surveyor, and those extraordinary 'works which demanded -sudh engineering skill, they had never intended to- be :pa,rt of his duties. To show how the Council 'had studied the interests of the ratepayers he need- only refer them. to the result of the sewerage scheme. This work was esti- mated to c,osit £ 68.,000, and if the engineering work 'were placed -with, an 'outsider it would I mean 17% per cent, on the iwh,)I; sum in engin- eering fees. That came, he 'believed, 'to abolib £6,000. In carrying out the Promenade .scheme the same thing would apply, and their engineer- ing fees would come to £ z,~joo, and when t'hey 11 compared thaf sum 'witih the ..(600, Which Mr Jones had the modesty [to apply for, they would agree 'with him. that the. interest's of the ratepay- ers had been looked after in a very tolerable manner. The idiff-erence between the payment of £500 and 'th& [2,700 would, he believed, prove ample to caver whatever expenses had been incurred by the Council alreadiy in the preparation of plans-even to the cost of the paper, ink and pens !-andU-r Jones's time. (Laughter.) ;Reifcrence had bean made to the miserable £50 paid 'by 'the Penmaenmawr Coun- cil to (Mr Worrall. Even at the rate which that gentleman had ,heen paid Mr Jones would be entitled to £480. Mr Jones had already saved th-eni,a tenpenny rate, and ndvv they offered him a penny one for ,a year. Again, 'they should not forget 'that ithe engineer had already been engaged on the sclheme for the past two years. Mr John Williams seconded Air Berth Jones's amendment, but on being put to the meeting the recommendation of the committee was 'adopted by five votes to two. Rate will not be Increased, Mr Hugh Hughe; submitted a statement of the financial position att this end of the ifinancial year. They estimated to recover on a rate of 5s 6d [14,938; there had'been collected ^15,034. The receipts for the gas concern came to £ 8,832, 'the electric light works Zi,699, the County Council concerning the main roads account £ 762, and in other accounts. /ii,64i, making a total !reve.nu for ithe Council of £27.491. The expenditure was Z27,490, they ,were tliuic; £ 1 to the good. (Hear, hear.) They I y owed the treasurer a't the commencement of last year £9,710, while the debt to Ithem from the treasurer at the end of the year wZJ, ^2,821. The total amount received in loans during the year was £ 28,541. Mr Thomas llluxley, of Malpas, the chairman of the English Congregational Union of North Wales, has just presented to the Congregation- alists of Farndon, near Wrexham, a plot of land for erecting a schoolroom. The Holywell Rural District Council have de- cided to advertise for tenders for the work in connection with the scheme of water supply to the 'town of Caerwys, to carry out which the Local Government Board have given the Coun- cil sanction to borrow a sum of £ 3,500. Fifty-three children attending the Vron Brym- bo Mixed 'School have been awarded a silver medal and certificate for full attendance during the year. Among the children were six from one family, who had not missed a single attend- ance for over twelve months. Mr G. F. Find- lay, who presided, gave two valuable prizes for good conduct.
