IT would be extremely difficult to find worse cases of overcrowding in city slums than those which have been brought to light at Llanddulas. In one house, it was stated that no less than eleven persons of both sexes sleep in the same room If tin's does not constitute a grave charge a-'ain^t the administration of the Council respon sib!e, we do not know what does It IS understood that the Medical Officer of Health has called the attention of the authority to this scandalous state of things on several occasions, and it is only upon the intervention of the Loci-I Gov(i!,it,li,,ijt Board that they have at last moved in the matter. We cannot conceive, without a great effort; of imagination, the existence of such a foul spot in one of the prettiest parts on our sea coast. In a well governed community such as this it is difficult to realise that any public authority can be HO I-lx in its management of public- affaire, as to knowingly countenance the existence of so grave a, breach of public order Both from a sanitary and moral standpoint the Council should have taken steps to put an end to the nuisance, and now thev are being gently "hustled" by the LJcal Government Board it is hoped that this foul place will be done away with.

In. spite of heavy fines and the attendant ex- posure, officials of the Xon-h-Western Railway are continually coming across cases of fraud, occasionally perpetrated whh. 'all the audacity and impudence- in the world. Several weeks ago, a Colw\"n Bay resident was fined ^1 and costs for trayelling between that town and Chester in a first-class carriage without a ticket. Last week at Conway, a young fetllow was mulcted in a considerable sum for riding without a ticket between -Llandudno- and the Junction. In that case, defendant's solicitor put forward an extraordinary defence to the effect that the company were to blame for put- ting temptation in defendant's way by not mak- ing a proper examination of tickets, and that, if he had been reminded he was to pay excess fare, he would have' paid it. Of course, he would; but if the company are to keep a staff of men to remind passengers about paying ex- cess fares when necessary, it does not say much for public morality.

This week we record a railway prosecution at Colwyn Bay, the defendant being a cattle dealer from Bradford. This gentleman attempted to palm off on one of the special examiners the return half of an old tourist ticket available, between Ireland and' Bradford. But he caught a Tartar. The examiner, E. S. Swan, recog- nis'ed a Chester nip on the ticket, which was proof that defendant had previously passed through Chester with it. Defendant said it had been nipped at Bangor, but Swan knew better. A fine of £2 and costs was imposed.
