Light Railway Commissioners. November, 1907. THE ABBEY, DOLGARROG AND TREFRIW LIGHT RAILWAYS. (Application to Light Railway Commis- sioners authorising the construction of Light Railways and Works in the County of Carnarvon; Compulsory Pur- chase of Lands; and for other purposes incidental thereto). vr OTICE IS HEREBY GIVEN that application is intended to be made to the Light Railway Commissioners by or on behalf of the Aluminium Cor- poration Limited, whose registered address is at Basildon House, Moorgate Street, in the City of London, or a Company to be hereafter named in the Order (hereinafter called the Company") in the present month of November under the provisions of the Light Railways Act, 1896, for an order for effecting the purposes or some of the purposes following (that is to say) To authorise the Company to make and maintain in the Parishes of Maenan, The Abbey, Llanrhychwyn and Trefriw, in the Rural District of Geirionydd, and in the Parishes of Caerhun and Dolgarrog in the Rural District of Conway all in the County of Carnarvon the railwavs and works hereinafter described or some of them or some part or parts thereof respectively to- fether with all necessary and convenient ridges, culverts, viaducts, rails, plates, sidings, signals, tunnels, junctions, stations, approaches, roads, buildings, yards, and other works and conveniences connected therewith, and hydraulic or other works ancillary to the electrification of the v sai^ railways and wo<fks. To authorise the Company to abstract, divert, and impound water from Afon Dulyn in the said Parish of Caerhun and the Parish of Llanbedr-y-Cenin in the Rural District of Conway, and in the r County of Carnarvon, and to utilise such water as and for the purposes of (inter alia) power for generating electrical eneigy for working the said Railways and to make, construct and maintain leets, reservoirs, dams, canals, watercourses, and other works (that is to say) (1) A Railway (No. 1) 6 furlongs 7 chains or thereabouts in length com- mencing in the Parish of Maenan at a point on the Western side of the existing London and North-Western Railway (Llandudno and Blaenau Festiniog Branch) 173 yards or thereabouts mea- sured in a South Westerly direction from the Methodist Chapel on the East Side of the Conway Road North West of Tan- y-Coed passing thence in a North Wes- terly and Westerly direction to the east bank of the Conway River crossing the Conway River by means of a bridge thence across fields to a point 50 yards or thereabouts measured in a North Wes- terly direction from Eastern corner of field numbered 20 in the Parish of The Abbey on the 1-2500 Ordnance Map of Carnarvonshire (second edition 1900) Sheet xiii 8 passing thence in a Northerly direction through fields to the Afon Forth Llwyd crossing the Afon Porth Llwyd by means of a bridge and passing thence through fields and terminating in the Parish of Caerhun at a point 160 yards or thereabouts measured in a North Easterly direction from the Nor- thern corner of the house known as Plas- Rhaiadr on the East side of Pont Porth Llwyd. Railway No. 1. Passes from through or into the Parishes of Maenan, The Abbey, Caerhun, and Dolgarrog (de- tached). (2) A Railway (No. 2). 2 miles 7 fur- longs 8.11 chains or thereabouts in length commencing in the Parish of The Abbey at a point of 20 yards or there- abouts measured in a North Westerly direction from the Eastern corner of the field numbered 20 in the Parish of The Abbey on the 1-2500 Ordnance Map of Carnarvonshire (second edition 1900) Sheet xiii 8 passing thence in a Westerly and Southerly direction through fields on the Eastern side of the farm house known as Tan-y-Ffordd thence in a South Easterly direction through and across fields on the Eastern side of the Main Road between Conway and Llan- rwst to the Afon Ddu crossing the Afon Ddu by means of a bridge at a point 127 yards measured in a South Easterly direction from the New- borough Arms P.H. continuing thence across fields in a South Easterly and Southerly direction to point 30 yards or thereabouts mea- sured in an Easterly direction from the Eastern Boundary of the Con- way Road on the Sulphur Mine tramroad leading from the Sulphur Mine to the Wharf passing thence across fields in a Southerly direction to the Northern end of the embankment on the Northern corner of the field numbered 27 in the Parish of Trefriw on the 1-2530 Ordnance map of Carnarvonshire (second edition 1900) Sheet xiii 12, pas- sing thence along the embankment and across fields adjacent to the Conway Road to Trefriw Wharf over and along Trefriw Wharf to a point on the Western side of the Afon Crafnant 40 yards or thereabouts measured in a South Easterly direction from the South East corner of the Bell Vue Hotel crossing- the Afon Crafnant by means of a bridge passing thence along and on the Eastern side of the embankment East of the Afon Craf- nant and across fields to a point 173 yards or thereabouts measured in a North East- erly direction from the North East corner of 'Pont Trefriw. Railway No. 2 passes from through and into the Parishes of J The Abbey, Dolgarrog and Trefriw.. The gauge of the intended railways will be 2 feet or such other gauge as may be prescribed or sanctioned by the Light Railway Commissioners or the Board of Trade, and it is proposed to work and use the same by means of steam or by elec- trical or other mechanical power. (3) Work No. 1. A weir or dam on the Afon Dulyn with a leet or water- course commencing at or near a point 200 yards or thereabouts measured in a Easterly direction from the North East corner of the Farmhouse km vn as Maen- eira and terminating at a point on the Afon Porth Llwyd 620 yards measured in a Westerly direction from the North West corner of the Farmhouse known as Pwll Du. The leet will pass through and into the lands known as Maen-eira and Hafod-y-Carrcg. 2. To authorise the Company to deviate laterally from the lines of the intended works to the extent shown on the plans hereinafter mentioned or to such further extent as may be agreed upon between the Company and any owner of lands and pro- perty affected or as may be provided for by the Order, and also to deviate vertically from the levels shown on the sections here- inafter mentioned to such an extent as may be authorised by and determined under the powers of the Order or as mav be agreed upon between the Company and any owner of lands and property affected. 3. To empower the Company to make from time to time such crossings, passing places, sidings, loops, junctions, and other works in addition to those specified herein as may be necessary or convenient for the efficient working of the intended railways or for affording access to the sheds and works of the Company or for effecting junctions with the light railways and tram- ways of any other company, authority, or person. 4. To empower the Company to cross, open, or break up, divert, alter, or stop up, or otherwise interfere with, whether tem- porarily or permanently, all such roads, lanes, highways, streets, footpaths, pipes, sewers, drains; bridges, canals, streams, rivers, watercourses, railways, tramways, aqueducts, culverts, gas, water, and other I pipes, electric cables, telegraphic and tele- phonic apparatus, and hydraulic or other p works ancillary to the electrification of the said railways and works within the parishes and rural districts afore- said as it may be necessary to cross, open, break up, divert, alter, or stop up- for the purposes of the intended railways and works or of any of them or of the Order. 5. To authorise the Company to pur- chase and otherwise acquire and take bv compulsion or agreement for the purposes oi works and in connection with the con- struction, maintenance, and working of (inter alia) the said railways and the works and conveniences necessary for such pur- pose lands, houses, tenements, and here- ditaments and easements in or over lands and hereditaments in the parishes and rural districts aforesaid or in some or one of them. The lands so proposed to be purchased or otherwise acquired compulsorily chiefly consist of pastoral agricultural and garden and other lands with the buildings thereon and forecourts, railways, railway sidings, wharves, tramways, and tramroads, and comprise (a) As regards railway (No. I.) for the purpose of constructing and main- taining the railway sidings, stations, works and bridges over the River Conway and Afon Porth Llwyd or other works in connection therewith 21 acres or there- abouts (b) As regards railway (No. 2) for the purpose of constructing and maintain- ing the railway, sidings, stations, works, wharves and other works in connection therewith 24 acres or thereabouts; and (c) (as regards Work No. i) for the purpose of constructing and maintaining the water- course called the Dulyn Leet with all neces- sary dams, weirs, sluices, values, cuts, tunnels, embankments and other works in connection therewith 16 acres or there- abouts. The Company do not seek to acquire the lands abutting upon the Afon Dulyn (excepting as aforesaid) or any interest therein other than an easement to divert and abstract water from such river at the point of intake, allowing the owners and occupiers of such lands as are situate below such point a sufficient supply of water for agricultural and domestic pur- poses. The lands which are or may be required or which may be effected by ab- stracting diverting and impounding water from Afon Dulyn as aforesaid are the lands situate in the Parishes of Caer- hun and Llanbedr-y-Cenin abutting on both banks of Afon Dulyn between a point 200 yards measured in a Northerly direc- tion from the North Eastern corner of the Farmhouse known as Maen-eira aforesaid and the point of the confluence of Afon Dulyn with life tidal waters of the River Conway. The lands so to be acquired or which may be affected are delineated in the de- posited plans hereinafter mentioned and are described in the book of reference of such plans. 6. The Order will or may confer on the Company all necessary powers for the con- struction of such railways and works and for the alteration or diversion of roads in connection therewith and for effecting junctions with existing railways and for the erection and maintenance of ixvsts. conduc- tors, wires, mains, cables, tanks, stations, goods yards, level crossings, and apparatus necessary or convenient for the working of the railways, and to make and maintain all such cuts, channels, catchwaters, adits, culverts, tunnels, overfl ws, bye- washes, tanks, reservoirs, mains, pipes, banks, dams, engines, turbines, pumps, buildings, works, apparatus, and appliances as may be necessary or convenient in con- nection with works (No. I) or any of them and will or may authorise agreements be- tween the Company and any company, authority or person duly authorised with respect to the supply of electric power for the purposes of the Order and will or may empower the company to charge levy and recover tolls, rates and duties in respect of the use of the railways and works con- nected therewith and to pay interest out of capital during the construction of the rail- ways. 7. The order will or may empower the Company to lay down double in lieu of single lines and single in lieu of double lines or interlacing lines in lieu of double or single lines. 8. The Order will or may empower the company on the one hand and any com- pany authority or person for the time being working or using the railways, company authority or person authorised to enter into agreements or either or any of them on the other hand to enter into and carry into effect, vary or rescind all or any agree- ments and arrangements with respect to the construction, working, use, manage- ment and maintenance by the companies of the proposed railways and works or any part thereof and with respect to the traffic on such railways on such terms as may be agreed upon or provided by the Order. 9. With the Order will or may be in- corporated all or some of the provisions of the Companies Clauses Consolidation Act, 1845, the Companies Clauses Acts, 1863 and 1869, the Lands Clauses Acts, The Railways Clauses Consolidation Act, 1845, the Railways Clauses Act, 1863, and the Light Railways Act, 1896, with such variations modifications and exceptions (if any) as may be deemed expedient or as may be contained in the Order. 10. The Order will so far as may be necessary for the purposes aforesaid or any of them vary or extinguish all powers and privileges which may interfere with the objects of the Order and confer other rights and privileges. Plans and sections of the proposed rail- ways, and of the lands to be taken and of the lands affected by any rights or easements proposed to be acquired and a Book of Re- ference to the said plans may be seen at al! reasonable hours on and after the 30th day of November, 1907, at the local office of the Company, Plas Rhaiadr, Talybont, Talycafn, and copies of the draft Order may, on and after the same date, be ob- tained at the said Office or at the Offices of the undermentioned Solicitors of the Company on payment of not exceeding one shilling per copy at the said Offices. In accordance with the rules made by the Board of Trade with respect to applications to the Light Railway Commissioners under the Light Railways Act, 1896, objections to the granting of the Order should be made in writing to the Light Railway Commis- sioners, and should, be written on foolscap paper on one side only, and should be ad- dressed to the Secretary, Light Railway Commission, Scotland House, New Scot- land Yard, Westminster, London, S.W., and copies of such objections should be sent a; the same time to the undermentioned Solicitors.
