Taritr Reform and its effects ->:i the Labour nnwket is a question that is forced upon the country unee again for' serious consideration. By your penllissjon 1 would like to meniion a few facts Mi at have come under my notice in connection with my native county to show how Taiiil Reform would benefit trade and our whole conntrv generally. I'lio silk indus- rv in C^ngieton employed 3iKX) or more hands some years ago. Now there are not more .than 20& workers. In Macclesfield I can remember 000. If a duly was placed on ,silk instead of tettrrg it to come in free from France and other eounirlc. the position would be greatly different, for Macclesfield has mills, designen- and workers equal to any in Uh world. Just recently a Governmpin. Order was give.n j t-lia; this town supplied 100,000 silk tnuflicrs, and, it liaj been giye.n a few times before. Why? Ikvause uuder the late Conservative Government an act was passed that th.-tie -ds were to lie British mannfe. i tured throughout, and woven by Pnti-h labour in our j own country, Thiis is secured at e-ne time JLiUoOO in wages to Macclesfield. Ajxtrt from the qualifying clause in the order, v.e should not have had a g'host of a chance of seeming it. It has been asked how Tariff Reform nil! bath provide revenue and solve the question of unemploy- ment? The Government .statistics prove that the in- dnstric-s nf the country contribute to the revenue liV per cent, of the preductions of their whole value. There are £140.000,000 worth of manufactured goods coming into this country. Now if a 10 per cent. dut-v y excluded one half; in respect of t.he half coming in we should receive jfc"O.OCO,0OO, and the remaining "half produced in this country, and give 12$per cent, to the revenue, that is £ 8,000,003. Altogether there would be £ 1.3,000,030—more than this Bui! gives—without, interfering with any industrial concern m the ooun'rv at all. • What has the present, Government d-ne fur ihe British worker this year? We get the echo onlv io reply as we do from the driver's trumpet when he blows it against the rock in Sychnant Pass. And this reminds one that the Government wanted stone f-<r Scotland, the laud of granite. r;lt t.f.,v bougm £ '105,000 worth in Norway ready dressed, and it was cliim}>ed down in Scotland, dutv free, of course This meant a loss of £ 100,000 in wages to Scotland." In one month last year we imported £ 90,000 of manu- factured stone (that is prejxired or dressed), repre- senting a of about £ 70,000 in wages to-this coun- try. Still we go on receiving it, at the rate of 70,000 or SO,000 tons every mouth, which T-LIris about £ 750,000 wages to the foreigner. We aj-e told by Lloyd George tlrat the Budget is to tax the rich M<trc)ieve the poor. How It is iiiitt the working man has to pay 400 or 500 per cent, for Ins tobacco. He pays 3.U1 per ounce for what costs .(I. Last ycar we imported £ *5,167,000 worth, and the duty paid on it was £ 1:5,^05,000. In tiie same period we als i received £ 11,000,000 worth of silk (jxutlv manufaetmed) without imposing ~ny duty on the sender. It is stated by the proprietors of the Jlarsunia Tobacco Omipa.uy that ill consequence of Ihe tax re- cently raised ho is paying £ 80 to CIGO -per week wages in Congletoii. Messrs J. ,S. Willis and Co., Londc-ii, say Mieir decrease in lab >ur is 25 per cent during the last two years. At iii,t as bail. The Radicals sav t,lifre is more unemployment in the United States under the Tariff System than with us by Free trade, and this was told Mr Sam. Thompson at tho Public Hall here last week. This is not true, because the "American Pfcdersujonist"—the official organ of the Trade Union Movement of the United States, describes the general prosperity of the country, thus:—"Alabama: All "Arsa-nsas time." "Colorado Conditions never better;" and so on, with all other great prc.inecs of thai great conntrv. In passing I lilie t." r States railways lowered their freight rates for corn in order to meet the new ;Nlr impost? If, as Mr Churchill contemplates, a scheme for insurance against, unemployment is passed, ill- volving a change upon tho employer, would it not be .equally right to put -Lin import duty on compound goods coming from airoad ? They say in the leader of your contemporary, and it is said at Liberal meetings t,ha.t t.he labour wrtora with us. having Free Trade, are better o& than those of Germ-any.
