STATE OF IRELAND. Mr. Patrick Egan has received the following telegram: CHICAGO MANIFESTO. To the people of Ireland, through Patrick Egan, treasurer of the Irish National Land League, From W. K. MacAllister, Chief Justice, Appellate Court, Illinois, Chairman. Poteen thousand citizens of Chicago endorse the ultimatum of you and of our imprisoned chiefs, and echo the command pay no rents." Tell Gladstone to unlock the jails that hold the chivalry of Ireland. Until Constitutional rights are guaranteed, free speech declared, and feudalism abolished, we stand committed to you with our money and our lives. Mr. Sexton is dangerously ill, and no communica- tion has been allowed with him since his arrest; so that, pruv-ucally, he has been in solitary confinement. The suspects feel great indignation at this changed treatment; but it is remarkable that they acquit the warders of anything but strictness in carrying out their orders, and are unanimous in the belief that the Chief Secretary has directly sanctioned all of which they complain. The Press Association have issued a grave statement in regard to the Fenian conspiracy in which it attempts to prove that the lives of the several members of the Cabinet are really in great jeopardy. It states that inquiries in America, in Paris, in London, and in the various provincial towns of this country fully confirm the necessity of the utmost caution being exercised. The head centre of the movement in Europe is Paris, but the chief direction is in the hands of O'Donovan Rossa, in New York. For several months past, and up to within a few weeks ago, what is known as The Fenian Mail has been conveyed to London by a man who was formerly an engineer, living at Woolwich, but who became storekeeper on board a vessel belonging to the National Line. Each time this steamer arrived from America the storekeeper was met by a woman who took from him such letters and documents as were directed to leaders of the movement in Liver- pool and Dublin, and who conveyed them to those cities secreted about her. An important mail was received in this way immediately before the attempt to blow up the Liverpool Town Hall of which crime two men named M'Grath and M'Kevitt were found guilty, and for which they were sentenced by Mr. Justice Lopez, the latter to fifteen years' penal servi- tude, and the former to penal servitude for life. This storekeeper, though there was no warrant out against him, found that he was being watched, and accordingly left, and it is believed joined a vessel of another line which arrives at Liverpool.

A NAVAL FANCY FAIR. Lady Brassey has just opened a sailor's bazaar and fancy fair, in connection with the British and Foreign Sailor's Society, in the Lecture Hall, Wren-road, Cam- berwell-green. The stalls were named after different vessels, and the ladies presiding were attired in nautical costumes. The centre of the hall was taken up by a life- boat manned by young ladies, and laden with useful and ornamental articles from all parts of the world. The band from the Shaftesbury training-ship enlivened the proceed- ings, and the boys sang several hymns. The hall was crowded by a large and fashionable assembly, and the proceedings were of a novel and interesting character. The Rev. E. W. Matthews, secretary, stated that a lady travelling in Italy had given £1000 each to the two floating chapels at Naples and Genoa, and the articles for sale included gifts from various parts of the world where the society was represented by missionaries, and in other ways. Previous to declaring the bazaar open, Lady Brassey received gifts to the society from the hands of Sunday-school scholars and others. Bishop Claughton (one of the vice-presidents) and Sir Thomas Brasseyal80 took part in the opening ceremony.

AN ALDERMAN'S WILL. A meeting of the Court of Aldermen was lately held at the Guildhall for the despatch of business, the Lord Mayor presiding. A report was read from the City Solicitor (Sir T. J. Nelson) stating that the late Mr. Alder- man Wilson had left by deed in 1865 a sum of JE4600 on trust to present, at his death, a ring, worth £5; to the Lord Mayor and the aldermen of his old ward of Castle Baynard, and a ring worth Y,3 to the rest of the aldermen; next to present a ring worth,L5 to each alderman of Castle Baynard Ward in suecesaionand then to provide certain dinners annually to the aldermen and other officials. By a deed in 1868, the alderman conveyed a large sum, estimated to be eventually worth £10,000 a year, for educational pur- poses but as meanwhile the Endowed School Commia- sioners had taken possession of certain estates belonging to the Corporation, the alderman in 1870 revoked the deed, and the property went to his son. The Court then adjourned.

THE EARL OF SHEFFIELD has remitted ten per cent. on rents due on account of the wet harvest. A PEARL WORTH J62000 has been found in Western Australia, and has been sent to England. THE MEMBERS A D SUPPORTERS of the Church of England Sunday School Institute have been observing a day of general thanksgiving for the great success which has attended the work of the institute in the past-the occasion being the formal opening by the Archbishop of Canterbury of new offices in Serjeants'-inn. A special celebration of the Holy Communion was held in the morning, by permission of the Dean, in Henry VII.'s Chapel, Westminster Abbey, there being an unusually large number present. A short service was also held in the afternoon in St. Bride's Church, Fleet-street, the Rev. Canon Barry being the preacher. THE REPORT OF MR. BLAINE to the American Senate, as to the necessary steps to be taken to protect the rights of the United States in the Panama Canal, has been submitted. In 1846 the United States guaranteed the neutrality of the Isthmus, artl the rights of sovereignty and the property of the Republic of Columbia over the Isthmus; this guarantee did not require rein- forcement, accession, or assent fromany other Power. Any supplemental guarantee by a European Power was un- called for and the United States should insist upon taking all needful precautions against the Isthmus being in any event used offensively against her interests upon land or sea. A BURGLAR, caught in the dwelling-house of Sir Ralph Lingen, made a most ingenious defence before the Marylebone Police-court. The fellow was caught trying to force his way through a glass door in the interior of the house, and he had entered by the kitchen skylight. Upon him were found housebreaking imple- ments, including a dark lantern. Prisoner stated that he was trying to pass through the house from back to front in order to decide a bet lie had made with a carpenter. He was committed for trial. Ox THE JURY LIST being called over in the Second Court, at the Surrey Sessions, Mr. Chantney, licensed victualler, Battersea, Mr. Collingbourne, cheese- monger, Lambeth, and Mr. Eldred Manning, ironmonger, Stamford-street, Waterloo-road, failed to answer to their names, and the chairman inflicted upon each of them a tine of L2. Warrants for the recovery of the amounts will be placed in the hands of the sheriff's officer. MR. J. KEEXE won the Cambridgeshire with Foxhall, Lucy Glitters being second, and Tristan third. Twenty-nine others ran. Foxhall started at 10 to l,Lucy Glitters at 7 to 1, and Tristan at 66 to 1. AT THE GUILDHALL, LONDON, two Devonshire butchers were charged with sending unwholesome meat to London for sale as human food. The cases were proved by Mr. W. Wylde, chief inspector. Nicholas Drake, one of the defendants, carried ou the business of a butcher at Otterton, Devon, and he was fined L20, and three guineas costs; Lewis Jennings, cattle dealer, of Pinhoe, near Exeter, the other defendant, was unable to pay a fine of a similar amount, and was sent to gaol for a month. A DESPATCH FROM TUNIS, received at Paris, announces the advance of the French, and the juncture of several brigades, on their way to the holy city." It is thought that the iusurgents," as the Arab patriots are called, will stand no chance against the disciplined fejees of France.
