done up to date, the amount to be paid out of the surplus of any loan, (if any), or, to be provided for in the estimates for the next year. The Clerk retired from the room. Mr. Girdlestone, in moving the confirmation of the minutes, said the question of giving Mr. Row- land- a present for his extra services had been cirefuilv considered by the committee. lie (Mr. Girdle-tone) did not think the clerk had no legal claim for any extra payment; but be had worked very hard the last few years, and had carried some and important work to a successful issue. Rowlands had also done a great deal of work v/hicV. otherwise would ha.e to be done by a lawyer and had therefore saved money to the board. But it should be clearly understood that the committee in making this recommendation hoped it would not he taken as a precedent for any future applications t a imiLlr kind. Mr Rowlands' care, skill, and knowledge in the management of the important matters which had lately occupied his time and at- tention. on be half of the town entitled him to some llt-t'.o acknowledgement. Mr. Keatinge seconded the motion, and in doing j remarked that at the same time he thought it a :"1,1 precedent to consider these applications in any lorn whatever. But from the minutes it appeared that Mr. Rowlands had male this application some time ago, but that the matter was then deferred, so thrtt in a sense the board had admitted the claim. However he (Mr. Keating) thought that they ought in future to set thelr faces strongly against entertaining these applications. Mr Wm. Williams asked that the minute setting forth the duties of the Clerk should be read. Mr A. L Clews also asked for information as to the extra work for which the Clerk asked to be re- munerated. The minute book having been produced. The Chairman read the resolution passed by the Bo rd on the 25th of November, 1880, and which specified the duties of the Clerk. These included —That he should reside in the town, attend the meeting of the Board, keep the Board's accounts, prepare the assesments, be responsible for the col- lection of the rates, superintend the collection of market tolls, fill all forms required by the Local Government Board, issue notices of meetings, pay W:1 cres and salaries, conduct correspondence, assist at elections, attend courts of inquiry, undertake legal proceedings as instructed by the Board, &c., salary, £170, to commence from December, 1880, and to find office assistance at his own expense hours, from 9 to 3, and to work over time if neces- sarv for the service of the Commissioners. The Chairman also read theJClerk's application, which was for some remuneration on account of his extra services in connection with the obtaining of loans amounting in all to £32,096; and more re- cently in connection with the Provisional Order of last year, which had been succesfully obtained and at a very small expence Mr Wynne said he wished to make a proposition with respect to this matter, and which should be added to the minutes of the finance committee, in the event of their being passed-viz, That in future no application for remuneration for any extra work by the Clerk be entertained by the Commissioners. He considered the principle of such a thing was thoroughly wrong. When the committee passed the resolution of Nov. 25, 1880, and raised the Clerk's salary to they were under the impres- sion that it embraced everything done by the Clerk during and up to that time, and the Clerk's duties had been minutely defined with the object of pre- venting any such application as the one now made. If the Clerk was not sufficiently paid for what he did, they had better raise his salary but by enter- taining these claims on account of extra mork, they could not say where it may lead to. The lamp- lighter, or market hall keeper, or any other official might do the same thing. He (Mr Wynne) was sorry that he felt compelled to appear as if he was antagonistic to the Clerk. That was not so he was always glad to give Mr Rowlands all the as- sistance he could but still, they as a Board had their duty to perform to the ratepayers, and they must be very careful how they spent their money. Reference had been made to the Clerk's services in connection with law prosecutions but unfortunately Mr Rowlands had not been always successful, and the commissioners had to take the risk. That fact should not be forgotten. If any actions were lost, and heavy costs incurred, the Board had to pay. He concluded by moving the resolution given above. Mr Absalom Humphreys said he was sorry that he had to make his "maidenspeech," as a member of the board, in conneotion with this matter; he would have preferred to speak on some other mat ter. If it would be wrong to pay this claim in fu. ture, it would be equally wrong that day. He (Mr Humphreys) could not see that the Clerk had done anything more than what was included in the minute just read. There was a time for everything but he did not think that the present was the pro- per time to bring this matter before Board. It was a most unfortunate time. He had never known Rhyl to be in a worse position financially—had never heard greater complaints by the tradesmen. The trade of the town was depressed, and it was as much as everybody could do to meet the demands made upon them. He thought the Clerk should be satisfied with the warm and hearty thanks of the Board. He would be one of the last to object to the properly remunerating the Clerk but he did hope that Mr Rowlands could see his way to with- draw the application. Mr William Williams said he was unable to quite mrke up his mind on the question. £2.j was not a serious item but still, as representatives of the ratepayers, they (the Commissioners) were there to administer justice, without fear or favour; and they had no right to entertain any personal feelings in dealing with matters of this kind. Some of them might remember the tug of war" which took place on the Board when the advance was recently made in the Clerk'sjsalary. He (Mr Williams) was against the advance then but he had always been in favour of a fair remuneration. And as to Mr Rowlands he was no doubt an efficient officer, and was the most trustworthy man he (Mr Williams) had ever known. Alluding to the ser- vices rendered by Mr Rowlands in connection with law matters, Mr Williams said he was not in favour of cheap law and very likely if the Board had en- gaged a solicitor they would have saved the ex- pense and the disgrace which they had during the last few days brought upon themselves. Not long ago the Commissioners thought they could claim building fees from the builders of the town, but when the matter was examined it was found to be rotten and although the Board did not then go to a court of law, it cost the Board between £7 and JE8. It would be safer and cheaper in the end to employ a lawyer. There was no doubt also that the committee, in framing the resolution of Nov., 1880, had in view the settlement of this claim by the Clerk, and that the advance in Mr Rowlands's salary was made on the understanding that no claims for extras should be made. He would be sorry if he could really think that My Rowlands had not understood it so but if Mr Rowlands was dis- appointed with the arrangement then made, he should have said so at the time. If they confirmed the recommendation of the committe,it would form a bad precedent, and would open the door for others. Was there any money left from any loans ? v Mr Hackforth—Yes, £ 43. Mr Williams—Of what loan ? j Dr. Girdles cone—The Sewerage loan. Mr Wm. Williams (continuing) said he would propose as an amendment that, on the understan- ding that no similar claim sh all be entertained in futnre. they should give Mr Rowlands £20, which he (Mr Williams) considered would be a hand- some sum. Mr. John Jones seconded the amendment. Mr. Merridew said, he was sorry to have to speak against this advance. He could not see how they could conscientiously and fairly give this, money away, to which the clerk was not really entitled, and at a time when 100 poor ratepayersj^ad been served with summonses for non-payment, of rates (" No no," by Dr G-irdlestone). He (Mr JVferridew) looking at the list of the duties which the clerk had to perform, could not see where his extfa service could come in. When the clerk's salary was raised to jE170, he (Mr Merridew), opposed it, and moved an amendment that it should be fixed at 160. Why ? Because a large share of the work previously done by the clerk had been thrown on to the sur- veyor. besides, Mr Rowlands received an income from the asistant-oversoership and other sources. In conclusion Mr Merridew asked for the names of the gentlemen who composed the assessment com- mittee. The Chairman remarked that the persons who neglected to pay their rates included some of the wealthiest people in the town. Mr Hackforth remarked that anyone who had seen the draft Provisional Order drawn out by the clerk must be convinced that that work itself was worth £2.j; and as to the effect of paying this sum upon the ratepayers it would only amount to iixth of a penny in the pound. He thoroughly endorsed the recommendation of the committee, and hoped it would be carried. Dr. Girdlastone, in replying to the several speak- ers, said that at the very last board meeting it was stated by the clerk that the rates had been paid better this year than during many previous years and he did not think there were more than about 15 or 20 defaulters in the town. And as to the c- pression of trade in the town, it was felt in every other place just the same, and no better proof of the flourishing state of the tcwn could be had than the way in which the rates and taxes were being paid. So far as he had observed there had been less sales-this year than usual; and he believed that thejlast season. would be acknowledged to be an averagely good one—they had seen better sea- I t sons no doubt; but certainly far worse, too. As to the failures of the 13oard in matters of law, that was not the fault of the clerk at all. He (Mr Row- lands) brought the h st case to a successful issue before the magistrate s for two hours he held his own against an experienced lawyer and gained a conviction; and if they had gone on with the case fuither, they might Lave won at the higher court. He (Mr. Girdlestone) still adhered to the recom- mendation of the committee, and could not see the necessity of reducing -the sum named. On the suggestion of Mr Wynne, Mr Williams adopted his motion as part of the amendment; which was ultimately framed as follows: that a sum of zC20 be paid to the clerk out of capital, on the seworage loan account: and that it be distinctly and expressly understood that such applications can- not be entertained in future. On the amendment being put 5 voted for and 9 against. The amendment was therefore declared lost. The original motion—that the minutes be confirmed—was then put as a substantive motion, when 9 voted for, and 4 against. It was therefore declared carried. The Chairman said that he had not interfered with the debate to prejudice it in any way. But he would say that Mr Rowlands was a valuable and faithful servant, and loved his work. Mr Rowlands was then called into the room, and informed of the result by the chairman; and in reply he said, I thank you, gentlemen, for your kind gift, and wish you all a very happy new year" (applause). LETTING OF THE BOARD ROOM. At a meeting of the town hall committee a letter was read from Mr Peter Powell Jones, on behalf of the Oddfellows Friendly Society, asking on what terms the board room would be rented to the club. The committee recommended that the room be offered to the Oddfellows ot 10s. per night.—Con- firmed. The Clerk stated that he believed the application had been abandoned. MARKET HALL KEEPER'S SALARY. At the same meeting an application by the market keeper for an advance of salary was con- sidered but the committee decided that they could not entertain the application at present. CLOSING OF AN OLD PUBLIC FOOTPATH. At a meeting of the road committee it was re- ported that it was intended by the Rev. F. L1. Lloyd to close up the ancient footpath leading past the Grange road. Mr Wm. Williams asked whether the Rev. Mr Lloyd had applied to the quarter sessions for power to close the footway ? If so, whether he would not be compelled to give notice of such application to the Commissioners ? The Clerk I have no doubt he would be com- pelled to give notice to all parties concerned. FOOTWAYS. At the same meeting the surveyor submitted a list of 19 persons who had been served with fresh notices to pave footways in different parts of the town. Mr Keatinge asked how much actual paving work had been done since since the last meeting. The Surveyor I cannot say that any has been done, because it was necessary to serve the notices. THE CHAIRMAN'S GOOD WISHES RECIPROCATEI). Mr Wynne, at the close of the meeting', got up and said that the least thing they as a board could do would be to reciprocate the kind feelings and generous wishes expressed by the chairman at the commencement of the meeting, by wishing him also a very happy new year (applaute).
