COUNTY RATE BASIS. After the meeting of the Montgomery County Coun- cil on Tuesday, a meeting of the standing committee on the county rate ballis was held. Mr A. C. Humphreys-Owen presided. There was not a full committee present. A diicuaaion took place as to whether the Press shoulu be admitted, and on the motion of Mr Georgo Morgan, seconded by Capt. Pryoe-Jones, this was agreed to. The report of tho several conferences of the com- inafcee with representatives from the various assess- ment committees was received as follows:—The uni- form scale of deductions adopted in 1883 having been ,isuusseci, several revisions were recommended by the Conference and referred to the Assessment Com- mittees for consideration.—Attention was likewise called to the re-valuation of VVatei-works and Gas Works, and the I atiu of Advertising Stations; and it was considered that so far as practicable mansions should be assessed separately from the land occupied tueiewnti.—ouOatquently after receiving the report of a Sub-0 ,-mmittee appointed to consider the dif- ferences at present existing in the deductions made by the different unions, the Conference, at their meetiner held on 3rd November, 1893, agreed upon the following scale of deductions, which they recom- mend for adoption by the Assessment Committees and by the County Council :-Laud with buildings, £ i5 per cent; laud without buildings, 7i houses X6 and under, 20; houses above .£6, 15; mills, fac- tories, &c., worked b y steam or other mechanical power, ^5; warehouses and workshops, 15; wood-- iandx, nil; sporting, nil; tithes, 2i for collection, other legal deductions in addition.rhe Conference further recommend that the railways and railway property in the county be re-valued, and that the attention of the county rate committee and assess- ment committees be called to this question with a view to its being carried out in connection with the present revision of the county rate basis. Mr RICBARD LLOYD drew the attention of the committee to the report, which stated that 7* pec cent. was to be on land without buildings. He was btrongiy of opinion that that figure was an error, his impression beii g that io was decided to be 2! pee Coat* The CHAIRMAN remarked that was his impression, but at the same time be did not feel quite certain en the poinc. Mr LLOYD There was a proposal to increase the 2l per cent, to 7i per cent on land without buildings, but tuao was withdrawn. The CHAIRMAN Tnat corresponds with my recol- lections. Mr W. MORGAN said that he presented on behalf of the woollen manufacturers of Newtown and Llanid- loes, a memorial in favonr of 33 per cent reduction, as against the proposed 25 per cent redaction oa mills, factories, &o.t worked by steam or mechanical power, wnich was signed amongst others by Sir Pryce I rycu-JoDes, M.P., Captain Pryco-Jones, Mr George Morgan, Mr T. Parry Jones, Mr Evan Wat- kin, the Severn Tweed Company, and by Llanidloes manufacturers viz., Messrs George, Francis, Kerr and 00., Mr Edward Davies, Messrs Richard George and Company, and Mr George Dakin. The feeling amongst (he manufacturers was that if there was way alterations made in the deductions on one class of property, a proportionate reduction should be made all round, on all classes of property, or else it would throw an unfair burden on one class in or to benefit the land. They had nothing to say as to the deduction on land, but they did say that it was not fair, it was not right, and most unjust to lower the rates and taxes on section of property, aacl. throw the ineres-3,3 on another section of the com- munity. If the present arrangement was carried out that would Oe the effect of the proposal, and that had been nill argument and the contention of other gentle- men all along. The feeling of the agriculturists was that the propoition of ratee laid on theui was an un- fair one, but the county had to raise a certain sum of money every year, and if one section paid less, it fol- lowed as a natural sequence that another section of the community must find the defioit. He noticod that in all the unions with which he had been in correspondence that an allow- ance of 33 per cent had been allowed mills and fao- tories. There was a greater outlay in expenses on steam and water mills than on land and buildine*. He contended that Mr Scott Owen had not shown the exact amount spent on one individual farm, bat had taken halt a dozen farms. If they could produce the expenditure on one farm, the manufacturers would undertake to produce the amount spent on one of their mills, although it would be very difficult to find oat. Mr LLOYD begged to move that the committee accept the recommendation of the conference allow- ing land with buildings 15 per cent. Captain PRYCE-JONES moved as an amendment that the whole LLai..er be deferred in order that the subject have reconsideration. Mr LLOYD pointed out that if the matter were not pressed forward they would not be in time for the next county rate. The CHAIRMAN said he thought they must all be conscious of the position in which they were placed at the jat Loceting. They were not satisfied as to what was the decision on the matter. The question of mills and factories was debated at considerable length, but when they came to voting there was an amount of doubt and hesitation, and finally every proposal was only lost by a small majority. That- was not a satisfactory state of things. They had no person present representing the rural portion of the Newtown and Llanidloes Union. Personally, he thought the case for a larger deduction than 25 per cent was very strong indeed. Captain PRYCE-JONES said he was perfectly eon vinced that tilo persons who had taken this impor- tant, question of rating in hand had not given it that ~on«iaeration which so deep a subject required. Jf the committee were iu a position to make a thorough report to the Council he might agree to it, but when they fouud important properties such as mansions, railways, waterworks, and gas-works not dealt with it- The CHAIRMAN That is not a matter for the con- ference. It is not to do the duty of the assessment committees, but to recommend a uniform basis of deductions. C»poain PRYCE-JO jes contended that an is- crease of 50 per cent. was to be deducted off j land, a.od also 15 per cent. from land and buildings, and that would inflict and positively w.mid throw a great hardship upon the householders and ratepayers of the town. He would adduce figures to prove his arguments. He bad taken tho trouble to ascertain the rateable value of the rur.4 pari, of Newtown and Llanllwchaiarn dis- trict, which Mr Hamer was so anxious to get divorced froni the district. He found it was rated to the poor at £ 7,481. It was divided into two parts* the rateable value of the housm, and Ab,583-of the land. At present the coramittea proposed that the allowance off the land should be 7* per cent, instead of 2! per cent as formerly. Granted for the moment the 7! per cent; that per- cental on £ 6,583 was .£493, and 15 per cent on the land and building*, the rateable value of which was < £ 7,481, waH £ 1,022; leaving a difference of £ 629 which wa,s the allowances for the houveg, which was qoivalent to over 70 per cent di-duction. After an the d.stinctly rural part of the county from the urban, and making liberal allowance even underdoing the estimate, ho reckoned tuat £ 300,000 would be effected by this increase of 5 per cent, viz., 2i to 7i per cent on land, and 10 per ce-.t t., 15 ser cent, on land and buildings.
