LONDON, stty 14. A,ptcper has been laid before the House of Commons, containing a statement of the proceedings the Lords of the Council, for the purpose of ascertaining the fees taken by the Clerks of the Council-en Licences to trade. It appeared by the examination of two of H) Under Clerks, that the fees taken on each L'ieeucc¥br one cargo, including -it.. Is. a fee taken by Mr. Smith, iirst Under Clerk, were 41. 16s. and including 1/. Is. for agencv the Z5 n I Under Clerks being employed as agents iV, procuring the fees paid at the Secretary 01 State's Office. Licences and stamp were as follow: — For single cargo £ \§ o 6 Two cargoes 20 17 6 A special Licence to trade to and from St. Domingo, out and home. 25 I 6 A Liccuce out and home, to other remote parts 22 19 (3 Each duplicate when required by the parties. 3 li 2C, Several merchants were also examined, who stated the payment of the above fees at dif- ferent times for Licences-, and also for more than two cargoes, a. follow: Three cargoes 14 G Four cargoes 32 11 6 Five cargoes 38 8 6 Six cargoes 44 5 S It appeared slso, that the fees taken on aft Order in Council, discharging a vessel from quarantine, or ,for allowing the exportation .c of grain -or provisions, were in 1798, accord- ing to ancient. usage, 31. 15s, with the addi- tion of 11. is. on quarantine orders, which was accounted for to the Treasury. In that year Licences to trade were first granted, and then to this sum of 31. 15s. the guinea received on quarantine orders was added, making a total for such Licences of 41. 16s.; which additional guinea, it appeared, that Mr. Smith-, the senior Gilder Clerk, had applied to his own use exclusive!v. or additional fee without authority, and apply- ing it solely to disown lie, thereby making his fees considerably exceed those ol the prin- cipal clerks, the lairds of the Council expres- sed their opinion, that. Mr. Smith ouhtto be removed from his situation, audordcrs for his removal were, in consequence of such opinion, given by the Lord ;-resident. _H:1. Notice is hereliy Given, TJpn .lT the Commissioners of the Anglesey J- Turnpike Road have it in contemplation, for the 'encouragement of broad wheels, frum atid.after "he lst;h day of May, IS09, to permit any waggon, cart, or other carriage, with wheels of the breadth of six inches'or upwards, to pass and repass through the several Turnpike Gates on the said road, upon payment of one half of r the Tolls that arc now demanded and taken.
