POLITICAL SVMMJftr. I Wr have inserted in the first page of this paper Btionapwte'S Speech from the Throne it is a most interesting document-the whole tenorof it affording ample room for reflection and formed to give us an idea of what is like. ij to follow. The reason he assigns for unit- ing the Roman States to his empire is peculi- arly extraordinary, he says the Popes be- come Sovereigns of part of Ihly, have con- stantly shewn themselves enemies of every preponderating power in the Peninsula," that is, that they exerted themselves to preserve that balance of power, which Was necessary to seclrcthtl indepeiidence of II several states a tine of conduct which has always received the praises of every historian, and now become the Mhject of reprobation by this modern ty- rant It is truly disgusting TO RU/Uce the contradictions a'ld absurdities to which pawei is driven, when, it atteiiijits if) justity hy ar- gument the usurpations "TND invasions effecled with brutal forcc. and rtaHy ridiculous to hear hitu, AFTER enumerating the territorial ac«jui«itious of Russia, affect to bc- II) no WAY jealous or alarmed at any increase ot power she may acquinqlbough it rather appears to ItS incongruous, that he should hold out L OFFERS of friendship and alliance to the Porte at st time when the arms of Russia, have nearly penetrated to Constantinople; so that it should seem as if he was not prepared to suffer Alexander to receive the eclat attending the entering a capita! of a conquered country; such entries being the exclusive privile-e of a French Emperor. It will be in the recollection of some of Olir J readers, thecontideuce in which hp spoke in t his opening speech to the Legislature about twelve tlioi)tliq 0, when he declared that not a village in fcpain should be in arms-agains! trance by Christmas DayChristrnasDay passed—anoiher is at hand; yet two thirds cf Spain remain still in arms, and absolutely use nace his brother Joseph in Madrid; he now merely says he has reduced Arragon and Cas- tile, and is in possession of iMiulrui. | The only event, of poitlical importance } which has occurred during the week, is the ar- rival of an Austrian Mes-euger with disjiutchu^ for' Prince Stahremherg, and reiiort sav,, with proposals for. peace, the seat of negocia- tion is also reported to be some town in I he North West (if France* VVbal. may he the re- sult, from our present imperfect state of in tormation, we cauaot pre!etui to agiim, we may veniure to predict, from the h limhlcd and depelldähtÍluatiHl of the Emperor Francis, it will be deemed inadaiksii>!c to ac- cept cv^ his mediation, TORTUR.AL.—fhe Prince Regent has ap- jjoiuted Lord Wellington. WEDNESDAY.—Four o'C!„rf\ Accounts have been RECEIVED from Spain, stating the defeat of the Spanisharmy under General Arisaga, which though severe and serious, we are happy to stale, appears not wholly without remedy? there is NO doubt of their having effected a retreat to the Sierra- and thus the great object of the enemy to open a passage to the South has been frus- trated. The force on eacty side IU the late battle was not very niieqtial' but the Spanish cavalry were not able to stand the fire of the French artillery, and were driven back upon the. 'ilifailtrv-,reit Srmness and stèdincss were evinced by the latter, and the enemy do not appear to have been in a condition after the battle to pursue the Spaniards—the two parks of artillery which BELONGED to the two divisions of the army were brought off with t2- n out a single carriage being missing. The army is likely to rally on the banks of the Guadiana, where It will be strongly reinforc- ed. A division of 12,000 men is said to have joined it atready. The British army, it appears, was put in motion for the purpose of favouring the re- treat, and preventing the further advance of the enemy. Gerona still holds out, rivaling by its re- sistance, the city of Saragossa, and shamiiig the more powerful fortresses of Germany, which were given up almost without tiring a gun. Some letters from Catalonia mention a fresh victory to have been gained over the French ,NavY-they assert, that "a French ,squadron which set sail from Toulon, bound to the Western Islands, having on board 1000 troops, and ten thousand muskets, proba- hly destined to arm the French prisoners Who are in those Islands, hasbe$N E;aptured [ by an ENGLISH squadron." We hope the iaiejligeace is well founded.

The Bishop ol St. AsapH has been pleased to cofltile the Rev. Robert Kvlfin ty .THE Rec- tory of Lianddogel, in thecoanty of Denbigh, [vacant by the death of the ltev, Thomas Hughes. The gallant behaviour of Captain WAY, the master, and thecrew of I he Hhip LeulJder, from Cadiz to London, in beating off a French pri- vateer oil Monday se'niiight, near Dover, has very deservedly attracted the attention of the Board of Admiralty. Tueir Lordships have granted to each individual who was actually oil board, and doing duty in the Leauder oil that occasion, three inonthft protection from the impress. We HAVE the s.iiisfaccion to add that a subscription IS entered into by the un- derwriters at L ioyd s and others concerned f- in the vessel and cargo,-for. the purpose of an furdtng'reiief to the families of the two me, wlio were killed, and also to reward the brave defenders of their property. Captain Way is A native of Teignmbuth Devonsliire, and married to the youngest daughter of the Hev. Evait Herbert, Rector of Llanfuirfechan in this county. A most melaacholy occurrence took place ou Monday morning last, dofiug a heavy gale from N. E. The ship Thomas, about 400 tons burthen, Henry Gatt, Master, from Cu- racoa, bound to Liverpool, came ashore at Hedwharf, Angleseit, aikd in a few minutes went to pieces, when dreadful to rjr&Aie, every soul on board perished, to the tMiiiiber, it is conceived, of about thirty persons 1 Great part of her cargo has come ashore, and is se- cured for the owners; several itiouqaiid dol- lars are already lodged in the Custom House, Beaumaris. When Mr. Waithman expatiates in such gloomy terms on our disasters and misfort unes in the Walcheren expedition, one would think he had made a trip tast month to lhatGolgo tha, in order to heighten by its fogs THE natu- rat bias of his temper; for mercy's sake let him throw some cheering gleam of li^HL into his descriptions; for considering the*season, thent ili some danger of the Common Council hanging and drowning themselves in a body, under the infineuce of his dark views of the subject.
