With respect to the question of S^th •American Independence, which has been [ latelv viewed with so much interest, the Foreign papers for the last week have,, Upon that topic, maintained nearly a pro- found silence. There is, however, one; exception to be found in an article which hasappeard in the Official Gazette of Madrid, in whilch the right ot Spanish in- terference in America is stoutly advo- cated, alld the reasonings of the English papers contradicted at least, if not re- futed. In this precious document CwhUlj really argues, on the part of the Spanish Editor, a degree of folly equal to that of the tyrant whom his, venal pen supports,) I h is distinctly stated that Spain may in- terfere to reduce herrevoltedcolonif with quite as much reason as .England ought to subdue Ireland, in case of any insurrection there.
