An in1' portant article contributed by the Bishop of St. Asaph to the columns of the Nineteenth Century," upon Educa- tional Concordats," has somewhat, during the past week, drawn public attention from the County Councils and their dis- appointments, to the possibility of a coW promise upon what has hitherto prove'! the biggest stumbling-block in the way 0* settlement—religious education. It is fas. becoming recognised by educationalists ot all shades of opinion that some amend- ment of the present Act is necessary there are strong expectations of this becoming a reality in the next session 0* Parliament before anything like amicable arrangement can be arrived The courageous position taken up bY Bishop Edwards is all the more commenc1 able in view of the fact that man) Nonconformist leaders have expressed dissatisfaction at the idea of any furthei attempt at reconciliation. I spite of drastic penalties inflicted bY Benches of magistrates and the attenda11^ publicity given .to such offences, scarcely a day passes but that the newspaper record attempts on the part of some on6 or other to swindle the railway companies- There are no greater sufferers in this 1*6' spect than the London and North Wester11 Railway Company, and on no part of theJl jc system is the practice more prevalent th^1 W between Chester and Holyhead. It is not £ an acceptable theory that a person p caught the first time he commits an offence- and therefore the natural inference is tbtl this particular railway company must defrauded out of some hundreds 0^ pounds in-the course of the year by gl honest practices of this description. F°l tunately, the London and North-Westeril Railway Company have officials quick anc smart enough to detect the little artificcij employed by gentry who are invariably the look-out for an opening to defraud company, and that they are generally si^' cessful in their vigilance, is evidenced the batches of offenders dealt with peno cally at the Conway Police Court.
