THE DELICACY OF THE GOVERNMENT'S ORGANISA- TION MACHINERY. The Coalition Government has evolved the machinery designed to ensure the organisation of our national resources. The Bills setting up this machinery are already, or soon will be, complete- ly in force. The general plan is commendable, although there are flaws in the details which may involve uudie frictional resis- tance, although with efficient and stringent supervision the desired result may be attained. It is well, however, at the outset to enforce the need for this keenness and watchfulness. In all delicate machinery, where the highest output must be maintained, prompt action has to be taken on the slightest suggesstion of fric- tion or of irregularity in working. Again, it has ever been the case that, even when plans have been prepared by skilled draughtsmen, and when the mechanism has been produced be experienced workers, the output has not been as anticipated. In mechanical science there is a definite method of measuring the work done, but the parallel with Parliamentary draughtsmenshipand administra- tive organisation here ceases, be- cause it is not possible to indicate definitely the efficiency the I achievements. There will be the i greater need for close observation to ascertain if the effect meets our requirements. A cursory glance at the machinery evolved by the Government, and the great chorus of approval with which it has been received, may result in complacency, with a consequent considerable degree of individual contentment and inaction, in the belief that the collective effort will end satisfac- torily. The machine is only a prime mover, not It manufacturer. It is a means to an end. not the end. Thus, while expressing general approval of the scheme as a scheme, it is important to drive home the view that success is dependent almost exclusively on the forceful working of the scheme and to insist that each individual citcizen must conform to nationalrequirements in the fullest sense of the word.

NOT EASILY CONVINCED. There is only one certain way we know of to convince Barmouth people, and that is by the word of fellow-residents, for that cannot be doubted, being so easy to prove. This is the sort of proof we always give. Read this Bar- mouth case. Mr E. Pugh, of "leon Cottage," near St. David's Church, Barmoutb, says I have no doubt being out of doors so much and getting wet affected my kidneys. MONTGOMERY INSURANCE COMMITTEE. The annual meeting of the Mont- gomeryshire Insurance Committee was held at Welshpool on Monday, when M > Edward Powell was re-elected chairman. Reviewing the working of the Act during the past year, Mr Powell said they could congratulate themselves that it bad been highly beneficial. They bad 12,489 insured persons, whose contribu- tions amounted approximately to £ 16,000, and, roughly, they drew £8,000 in sickness benefits and £1,500 in in maternity benefits, in addition, of course; to sanitorium beriefit and free medical attendance. A total of £5,520 in payment to the panel doctors averaged £1 Os 8!d for each person attended. Two hundred and tbir y claims for sanitorium benefit had been dealt with since the commencement o f the Act.
