THE COMMAND OF THE NATION TO FIGHTERS & WORKERS. The Government had there- fore no other alternative than to use compulsory measures to en- sure, that the whole effort of the manhood and womenhood of the nation shall be at its disposition for the prosecution of the war. It is a case of force majeure. Thus an agreement with the proposals of the Government does not involve any recession from that fixed view that in this mat- ter the voluntary principle is con- sistent with the traditional basis of our national and Imperial policy. There need be no resign- ations from office nor, indeed, any feeling that we are forfeiting permanently any portion of the fabric of the British Constitution. We must have men to win the fight; without them in sufficient number all will be lost, What therefore can it profit us if we fail in ourenterprise-if we lose the substance by clinging to a shadow. The momentous change is temporary, and is demanded to meet an emergency more dangerous than any experienced in our national history. It is almost unthinkable that physically fit men, with no dependants, should not rise to the conception of citizenship which demands even the most extreme sacrifice in the fighting line; it will be recognised that where there are such dependants full consideration will be given to their ciaims. Even more re- grettable is the fact that the munition workers restrain them- selves from the maximum pro- duction possibla because of class interests. Mr Lloyd George has again been visiting some of the industrial districts. The official records of his speeches show that a spirit of recalcitrancy manifests itself practically at every turn, and it is probable that his more direct interviews with the workers and employers brought him many direct evidences of this fact. It would be easy to give, from our own contact both with workers and employers, proofs that the output is still delibera- tely limited in some trades, and that women, after two or three months' experience, are found capable not only of doing work of precision, but also of producing three times the volume permitted by trade-union restrictive mea- sures a few months ago.

DOUBT CANNOT EXIST. Investigation will only strengthen the proof we give in Barmouth. How can doubt exist in the face of such evidence ? Read here the endorse- ment of a representative resident of Barmouth. On August 31st, 1911, Mr J. E.
