6Md News for the Ratepayers. We are sure that all the rate- payers will heartily welcome the reduction in the rates made by the Urban Couacfl at a meeting held on Monday night. It is some years since the Council reduced the rates, and a reduction of I/- in the 2 at the present time will be greatly appreciated. Of course we must not look up to the Council to carry on improvements on a large scale, but the most important point for a health resort like Barmouth is to have the place kept clean and tidy, and to have a good water supply with perfect sanitary arrangements. These are essential for a watering place and the Council will, we are sure, do all in their power to keep the town clean and tidy, especially during the summer months, when so many visitors are visiting the town. The best advertisement that the town can ever obtain is that visitors should have a good impression when they come here of the cleanliness of the place, and no doubt small Himprovements could be carried out to maKe the town more attractive. We quite agree that the Council have done a wise thing in not reducing the rates by more than 1/- in the .6 this year, which will thus enable the Council to see for themselves what could be done with the assets at their disposal. One item, amounting to close upon .£200, which the Coun- cil had to make no provision for this year was that of public lighting, but on the other hand there are more empty houses now than in previous years, and therefore the Council had to bear this matter in mind when estimating as to the amount to be received in respect of rates.

I MRMOUTH MUNC!L ¡ SPECIAL MEETING. I Substantial Reduction in the Rates. A special meeting of the above Council was held on Monday night. Present: Messrs William Owen, J.P. (chairman), II Edward Williams (vice-chairman), D. 0. Hugbes, Rees Jones, J. Llewelyn j Davies, Henry Freeman, Robert Lloyd j Williams, Francis Morris, Rbya Jones, and J. Pryce Jones; with Messrs R. Hewelyn Owen (depaty-clerk), and T. R. Parry (surveyor). SEAWALL. The Deputy Clerk read a letter from Messrs Saunders and Bradbury, solicitors, Birmingham, acting on behalf of certain landowners on the Marine Parade, asking if the Council %vould appoint a. deputation to meet them with reference to the sea erosion at the south.end of the Parade. On the proposition of Mr Henry Freeman, seconded by MrD. O.Hughes, it was decided that a; depntation con- sisting of the Chairman, Vice-Cbairman, and Mr J. Pryce Jones should meet Mr Sounders at Barmoutb, and to bring a I report to the Coancih ESTIMATE OF NEW RATE. i The Deputy Clerk presented the estimate of the new rate for next year, which bad been prepared by the Surveyor and himself, and the estimated expenditure amounted to J64288, which was .6176 less than last year's estimate. Mr Edward Williams said be did not believe in making an estimate this year, bat to allocate a certain sum of money to each department to expend daring the year. He believed that by an earnest effort the rate could be reduced 1/6 in the £ this year. Perhaps some objection would be raised that that could cot be done this year because of so many empty bouses, but he remem- bered the time when they had more empty bouse than at present, besides paying an overdraft of J6500 in one year. It was the duty of the Council to rsdnce the rates this year, especially at the present time. They must remember the time they were in at present, and he fav- oured asubsta-ntia! redaction in the rates this year eo as to meet the struggling ratepayers of Barmoutb. The Council's assets at present amounted to £60,000, and he believed that the next generation should take tome portion of the burden. Mr Robert Lloyd William* supported Mr Edward Williams' contentions. Mr Henry Freeman suggested that all the members should give their views on the matter. The Chairman said all of them wanted to see the rates reduced. Mr Rbya Jones aaid he quite agreed that the rates should be reduced, but it would be better for the Council to go over each item as prepared by the Deputy Clerk and the Surveyor. The Deputy Clerk said that according to the estimate prepared by the Surveyor and himself, the Council tould reduce the rate 9d. in the JB this year. The Council then went over each item of expenditure with a view of arranging for a reduction in the rates, and the Council discussed every item thoroughly. Afterwards, a lengthy discussion took place, when all the members took part as to the amount the rates could be reduced. Ultimately it was unanimously decided that the general and district rate for this year should bel/- in the ;C less than last year. On the proposition of Mr D.O.Hugbes, seconded by Mr Rbys Jones, it was I decided to levy a general and district rate of 4/9 in the J6. I, It was decided pa the proposition of Mr J. Pryce Jones, seconded by Mr I Edward Williams, to levy a water rate of 3d. in the J6. 1 On the proposition of Mr Rbys Jones, seconded by Mr Robert Lloyd Williams, it was decided to levy a water rate of 2/- in the iC for those residing cntside the Urban District. On the proposition of Mr Rees Jones it was decided that the new rate should be signed on Tuesday, June SOtib. Tba Council sat for over two hours.

Sir,—AHow me a abort space to pro- ii test most strongly against the persona! attacks made by an annonymous writer in your columns on Mr William Owen, chairman of the Barmontib Urban Coun- cil, with reference to the Surveyor. An Old Member" ought to know and no doubt be does know that the Chairman acts in his capacity as mouth- piece of the Council and simply carries out resolutions passed by the Council. Of the 12 members constituting the Council I understand that 3 are mem- bers of the Local Tribunal and three are of military age so that these six could not be a party to any resolution passed with regard to the releasing of the Surveyor for military duties. I understand that the remaining 6 mem- bers passed a strong resolution in favour of appealing for exemption for the Surveyor and the Chairman was appointed to appear before the County Tribunal and carry the resolution into effect. I cannot understand at all the position of those persons who are anxious to de- prive the town of the services of the Surveyor. Certainly they ftre not trn& friends of the town. If it were made public that Barmouth is without an inspector of nuisances even for a month let alone for a year, visitors would take care not to come near the place. Ib is of the utmost importance that a water- ing place like Barmouth should have & certincated man in charge. No stone should be left unturned in order to de- feat the attempt which is being made to part with the Surveyor, and Mr Wm. Owen and Dr. J. 0.
