National Registration. KNIGHTON COUNCILLORS OFFER. I TO ACT AS ENUMERATORS. I Knighton Rural District Council met on Thurs- day, under the presidency of Mr E. Kinsey, J.P. The surveyor (Mr John Wialliams) reported that the committee appointed by the council had met a committee appointed by the Rhayader Dis- trict Council, in reference to two bridges which were needed across a brook dividing the lands of the councils. They had come to a decision as to what was required, and each bridge would need a plank two feet wide, and with hand-rails, &c., they would cost not less than X3 10s. It had been suggested that the bridges could be made at Knighton, as there was very little tim- ber in stock at Pantydwr. They would be sent up by train, and he could get them carted from Pantydwr free. It would be necessary to get a very large tree in order to cut the planks the width suggested. Larch was very serviceable, and would last a. long time. He estimated the cost (including railway carriage) at about X4. On the proposition of Mr Whitmore Green- Price, it was agreed to have the bridges erected at the cost mentioned, provided the Rhayader council paid half the total amount. With regard to the two bridges required at Nor- ton, the surveyor said he had met- the county surveyor at the. place, and it appeared to them more advisable to put in stone culverts than pipes, as was at first suggested. The thickness of earth which would be necessary for the cover- ing of the pipes would raise the road too much in that place, and he found that the cost of pipes had gone up 2/- per yard. He suggested building culverts of the same capacity as the one in the county road. There would be a centre wall, and the whole would be covered with large flat stones, if these could be found. Mr Green-Price said the matter came before the roads and bridges committee of the County Council, and the commitee had recommended that the County Council pay half the cost, provid- ed it was not more than £ 12 10s. The report waited for adoption by the council, so they could be quite certain of anything before Friday week. On Mr Beverley Wilding's proposition, it was decided to do the work. "Out of Spite"? I A letter was read from Mr Arthur Lloyd, the owner of Cliburv farm, Heyope, in which he pro- tested against an order, issued by the council at last meeting, for a proper water-supply to be brought to the above-named farm. He said that, when he lived there, the water supply was quite sufficient, and the water was good, except when animals were washed in it. There was a good well about 150 yards from the house. Mr Stephens (Beguildy) said the whole quest- ion had been raised out of a little spite, and several councillors agreed with him. The Chairman That may be-in fact, I under- stand it is so. But, we have a duty to do, as a council, and we must give attention to the matter, if needed, independently of all other consider- ations. Mr Dove If there is a good supply of water passing through the yard, I don't see what steps we can take. The Inspector said the well was not used. He saw the landlady, and she had promised that the well should be cleaned out and steened. If this were done, and a proper covering put on, it ought to meet the case. The promise was given verbal- ly. The Clerk Is the water pure? The Surveyor It is rain water. The clerk reminded the council that the medical officer had pronounced the water unfit for drink- ing purposes, and the matter was allowed to stand over till next meeting. The inspector mentioned that the owner of the property at the Bush had promised to carry out the council's order. National Register. I A long discussion took place on the question of national registration, as ordered by the Go- vernment. The clerk explained that the matter was to be carried out by district councils. On Sunday night, August 15th, every person, between the ages of 15 and 65, would be required to fill up a form. These forms would be available for dis- tribution six days before the 15th, and must be all collected by the fol- lowing Wednesday. It was desirable that this work should be done gratis by voluntary enumerators, but, where volunteers did not offer their services, capable men would be engaged as enumerators. Districts would be allotted to them, and they would be paid for their work. It was very necessary that capable persons should be selected to undertake the work and see that par- ticulars were properly filled in, and every house in the district supplied with the required number of forms, as it would be very expensive to get the work done over again, if unsatisfactory. He pro- duced a notice which he suggested should be is- sued to all the clergy and ministers in the coun- cil's area, asking them to bring the matter be- fore their people, in order to secure the services of as many voluntary enumerators as possible. The chairman, Mr Dove, Mr W. Green-Price, Mr Watkins, Mr Stephens, Mr Wilding and others expressed the opinion that the council ought to be patriotic enough to do the work, or at any rate, the greater part of it free of charge, and eventually, on a. show of hands, the chairman, Messrs. W. Green-Price, T. B. Dove, W. Watkins, J. Evans, T. H. Harris, J. Stephens (Beguildyf), E. Powell, B. Wilding. E. J. Price, J. Morris and J. Stephens (Llanano) offered their services as. enu- merators. The council decided to hold a special meeting next week to make any other appointmets which might be necessary.

Llandrindod Wells Grand Pavilion I SPECIAL ATTRACTION. I This week Miss Cecile Barclay and Mr Rupert Lister, are presenting Sir George Alexander's latest play, "The Day Before the Day," by C. B. Fernald. This is a drama full of exciting incid- ents, and should make a strong appeal. Captain Howison, of the Intelligence Department, is on the track of German spies on the East Coast. He follows them into a deserted house, and learns particulars of the great invasion which is to be attempted, "Der Tag." The plans of this are either in an envelope or in a tin box. The ques- tion is which contains the true and which the false. Max Von Ardel, of the Prussian Guards, has been engaged to Victoria Buckingham, but the engagement was broken off by her before war was declared. In spite of this he writes asking her to meet him. Howison and Victoria had been fond of each other before the former went to America, and was reported as dead. On coming back, Howison learns from Victoria all about Ardel, and, like many others, he half suspects her of treachery. She convinces him of her innocence and he declares his love for her, telling her of his mission to the German's house. On arriving there he poses as a neutral American, but the Germans are not taking any risks, and Howison is tied up, gagged and left senseless. In a, scene of great interest he manages to free himself, when suddenly Victoria, who has followed him, enters with Von Ardel. Pretending to be still bound and helpless, Howison tricks Von Ardel, and in turn ties up the German and carries him off. The real plans are now disclosed, the spies arrested and Victoria cleared from all suspicion. No bald de- scription of the plot can convey any idea of the tremendous excitement, the suspense and the sur- prise of the play, and with it all Mr Fernald has not forgotten to give us humour with his "thrills." On Thursday, Friday and Saturday, the same com- pany will play "The Attack" also from St. James' Theatre.

The Fly Peril. Doctor's Valuable Suggestions. FOOD AND CLEANLINESS. Some excellent suggestions for dealing with the house-fly nuisance appear in Dr. T. W. Grave's: annual report to the urban council at Knighton. J. His remarks are as under :— "The advice given in the press to 'kill that fly' is," he says, "excellent; but I cannot help think- ing that it is beginning at the wrong end. 'Pre- vention is better than cure,' and it is of infinitely more use to commence by attempting to prevent the fly breeding. I believe that one fly will lay about one million eggs in its season, and it will easily be seen how impossible it is to kill every fly, so I venture to suggest the following measures to the urban council. Food (especially milk in its bearing on infantile mortality) should always be covered. Milk can easily be kept free from con- tamination by a covering of thin muslin. Butter muslin would serve quite well, with a stone or some weight at each corner. When any milk is used the cover should be re-placed. Living rooms should be kept well cleaned, especially in the corners, and the refuse should be burnt. All kitchen refuse! should be dipped in or sprinkled with some disin- fectant before being put in the dust-bin. The dust bin should be sprinkled with such a disinfect- ant as chloride of lime or paraffin, and the bin should be kept covered till the contents are re- moved. No kitchen waste should be allowed to lie I about in yards or gardens. If it could be done, a. fly-trap in the bin itself would be valuable. A ¡ favourite breeding-ground of flies is the tub in the garden which is used for manure matter. The manure is collected from the roads and put into the tub. In course of time a crust forms, and in this the flies breed. The manure would be quite of the same value if it were dug into the ground at once, or even spread out on the surface of the soil. In the house, and for the purpose of killing flies, I know of nothing better than the fly-paper l which is used. I wish it could be brought to oc- cupiers' notice that there should be at least one of these papers in every room. Finally, a saucer of milk and water, even water alone, sweetened with half a teaspoonful of formalin in it, is a potent fly poison, and I should like to see this in every room in every house. Formalin is poison, and should be carefully kept out of the reach of chil- dren."

Rhayader Bequests. NORTHWICH LADY'S WILL. Miss Emily Price, of Northwich, Cheshire, who died on the 14th April last, daughter of the late Mr Thomas Price,-of Whalley Range, left estate of the gross value of i'26,806. of which X19,196 is ne.t personalty. The testatrix left X500 each to the children of John Price, of Rhayader, and £300- each to the children of Thomas Price, of Rhayader. She left the residue of her estate up- on trust for her sister, Elizabeth Price, for life, and, subject to her interest, she left £6,000 upon trust for her nephew, Henry Price Rowe, and his issue, £3,000 to the Queen Victoria Clergy Fund, £ 3,000 to the Manchester Diocesan Church Build- ing and Endowment Fund, £ 1,000 to the National Society for the Prevention of Cruelty to Children, £1,000 to the Medical Fund of the Church of England Zenana Missionary Society. £ 1,000 to the Medical Fund of the Church Mis- sionary Society, £ 500 to the Royal Society for the Prevention of Cruelty to Animals, £500 to the Curates' Augmentation Fund, £ 500 to the United Kingdom Beneficent Association, and £ 500 to St. David's Diocesan Fund.

I Knighton Council. I REGISTRATION WORK. A special meeting of the Knighton Urban Council was held on Monday evening, Mr Blower presiding. Other mem bers present were Dr. Griffiths, and Messrs. E. Griffiths, T. A. Lote, T. B. Dove, H. Smith, W. James, E. Probert, W Hamar and A. Pugh. The clerk briefly explained the directions necessary for the carrying out of the N atioual Registration Act, and Sergt. Bufton, Mr W. R.. Thomas, and Mr J. Williams were appointed voluntary enumerators, the districts to be as for the census. A committee, consisting of the c h? rman, Messrs. Pugh, Hamar, James, Lote and E. Gnf- fiths, and Dr. Griffiths, were appointed to carry out the work connected with the registration, after the enumerators had handed in the papers. The council decided to support the chairman by taking their places on the platform at the forth- coming patriotic meeting to mark the anniversary of the declaration of war.
