I There was again a very full atitond- I ance of members, and the public gal- leries were crowded. Insubordination in Navy. I Mr. Churchill, answering Mr. Middle- more, said the report regarding cer- tain regrettable occurrences on board H.M.S. Zealaadia was only received on Monday, and it was not possible to j make any statement on the subject at j present. No report of insubordination on board Chatham had been I received. Some cases of insubordina- tion had occurred among the stokers on H.M.S. Newcastle. Five men were j punished. It was considered that the; First Lieutenant was to blame for his treatment of the stoker;? as a whok*, And he was removed from the ship. ) A General Election. I Mr. Douglas Hall asked whether, in view of the possibility of a Ueuertil ■ Election, the Secretary tor W ar would take steps to see that troops were not reiiioved Woyii one COM- etituency to another in such a way as i to make it impossible or difficult lor soldiers to vote. Miliary and Labour Disputes. Mr. Kellaway asKed on how many Occasions military had been called out in i connection with labour disputes during the past seven ye-ai- and whether any oiheer resigned in connec- tion therewith. Mr. Harold Baker said there were approximately twelve snch occasions, he wa-s not aware that any officer had resigned. APOLOGISED TO LANDLORD. I POLICE COURT SEQUEL TO SCENE IN MBLto HO I a. At Swansea Police Court to-day, I Michael Donnelly, John Roberts, and William Crockett, were charged with being drunk and refusing to quit the licensed premises of the Pilot Hotel, Humbles, on March 12th. Mr. C. H. .Neu-combe appeared to prosecute for I Mr, John Payne, the licensee, and Mr. Henry Thompson represented defend- ants. Evidence was given by the landlord jhat the three men came into the hotel ihe worse for drink. They asked to be served with liquor, but he refused them weause they were drunk. They re- fused to leave the premises, and he had to call for assistance to eject them. On behalf of his clients, Mr. Thomp- son pleaded guilty, and expressed their regret for their conduct to Mr. Payne and the Bench. Each defendant was fined 20s. in- ::lusive. Mr. Newcombe said the defendants were also charged with assaulting the landlord, but as they had been con- victed on the other charge, he asked that this might be withdrawn. The magistrates agreed.

Lawrence Richard, (8), son of de- jeased, said on Tuesday evening, about ;ix o'clock, his mother wj^s thrashing ¡ aim with a strap because he had been naughty, when all at once she fell to the ftoor. He thought she was asleep, and tried to wake her, but could not. He then called for assistance. Amelia Howell, 34. Orchard-street; 'iid deceased lived in apartments with her, occupying the front room down- itairs. She heard a wrangle between Mrs. Joseph and her sou, and then heard a thud. She was accustomed to Waring the two quarrelling. She heard he door banging, and the next thing >as the neighbours came and t?id !H'r *hat had happed. Ou entering the room witness's husband found lrs. Joseph on the Ioor. She gave one gasp ind then expired. Deceased had oom- plained of shortness of breath the last awo daw. Atkinson proceeded agamst William Price, Llewynhentiy, for an offence against Sections 29, 50, 75, and 90 of the Coal Mines HgulatlOn Act. There were si summonses There were also four cases against Thomas Prothe- roe, Old-road. Mr. Kenshole appeared to prosecute on behalf of the Treasury and the Home Offrce, and Mr. Powell, N eath, de- fended. Mr. A. Ivor Parry, Pontypridd, watcher the proceedings on behalf of the relatives of the men killed by the explosion. The case outlined. I In opening the case for the prosecu- ¡ tion. Mr. Kenshole said that tne sum- monses in the lirdt case were taken out I for failure to provide proper ventilation and keeping the airways and working l places free Irom inflammable gas. In October last an explosion occurred at the Glynea Cohlliery, which resulted in the loss of eight jives. The fireman, who could have told the bench all that occurred, had since died. It appeared that some of the men were working ¡o pholes, and were rather slow and the ventilation being neglected, an explosion resulted. He pointed out that Mr. Protheroe. the under manager, was the chief shareholder in the com- company. Mr. Vyer Lewis, senior inspector of mines, sai dthat he made an examina- tion of the mine after the explosion, I and found a quantity of gas up to the point where the explosion occurred. The Verdict. The magistrate considered that there I was a distinct breach of the regulations on the 6th November, for which Wm. Price was responsible, and in that case they inflicted a fine of £ 10 and costs. The other charges against him, and also the other charges against Thomas Protheroe, were dismissed on payment of costs. Mr. Powell, And what about the case against Mr. Protheroe ? Chairman: We dismiss the case against him as agent. Mr. Powell: But my friend pleaded guilty on his behalf. Chairman: We dismiss all the cases against Mr. Protheroe on payment of costs.

He expressed his sympathy with the mother and the little girl. If sympathy anj personal help could havo met the o.'A a it would never have )('en brought into court. He submitted that he could not be held legally liable. There was no lack of superintendence; the police have to answer for that. There had been no lack of care on his own part, because when the canvas truck proved inadequate, be had a timber truck made; Further, a big heavy stone had been placed in the bottom of the truck, making j, absolutely safe so far as any ordinary accident was con- cerned. He suggested that the acci- dent was caused by what is legally known as "an act -if God" and that neither he nor his servant could be held liable for it. Concluding. Mr. Coutts said that when the little girl was in hospital he did his best to alleviate any trouble or suffering in the home. He sent his general manager up to give a Sttle as- sistance. Here Mr. Edwards interposed, and His Honour informed Mr. Coutts that he must confine himself. in his address to the jury, to the evidence that had been offered. Mr. Coutts thereupon reviewed the evidence that had been given about the Hospital in his motor car, which he said was likely, though kindly meant. to convey a wrong im- pression. The case would not have come into court but for the straightened circumstances in which he had recently found himself. Summing Up. His Honour, in gumming up, said that if the jury considered the construction of the truck was such that it could have gone over in ordinary weather, or even in an ordinary storm, that would be negligence. If conditions were ab- normal, that, of course would lie an- other matter. If they decided that there had been negligence, then the only question left was that of damages. The jury retired to consider their verdict. E25 Damages. After nearly hair an hours retirement the jury found for plaintiff with L25I damages.

A TEST CASE. .———— W- ———— THE IMPORTATION OF ARMS INTO IRELAND. v COUNSEL'S CRITICISM. Belfast, Wednesday. The question of tho legality or other- wise of the action of the Government in seizing and detaining arms and ammuni- tion at Belfast came before Mr. Justice Boyd and a special jury at the Assize Court here to-day. The plaintiffs in what is a test case are Messrs. Adam Hunter and William Hunter, trading as gunsmiths, in Bel- fast as Hunter and Son, and the de- fendant, is Mr. R. H. Coleman, Collector of Customs in this city. The plaintiff's claim is for the return of eight packages at arms which they allege were wrongfully seized, and £ 250 damages for trover and con- version. In the clternative they claim that they suffered damage by reason of the defendant converting to his own use and wrongfully depriving the prin- cipals of the use ot the goods. In his defence the Customs Collector, after traversing the alleged cause of action, pleads that, in December last a Proclamation in Council was issued by the King, prohibiting the importation of arms into Ireland, aA(i otlrat, the de- fendant actsti in contravention of such proclamation, hence the forfeiture of the goods. Mr. Stephen Ronan, K.C., for the plaintiffs, said that in the ordinary course of business towards the end of last year his clients ordered some cases of guns from Hamburg. While the goods were on the way the two pro- clamations wpre mad e by the King in Council, one of which prohibited the importation of arms into Ireland. The point for the judge to decide would be whether there was power to make a, sp^pial limited proclamation applying to Ireland only. Jf his Lordship decided in favour of the plaintiffs, then the jury would merely have to assess the damages—the value of the guns at 7s. 6d. each. If the conduct of the de- fendants could be upheld, it meant that the Government of the day could at any time stop the import trade into any port they liked-cott.on into Liverpool, tea into London, and so on. Counsel matte a lengthy speech in support of his contention. An Amusing Episode. I The Irish Attorney-General caused much laughter, when a juryman asked to see a certain document, hy remark- ing that the jury had nothing to do with it. When Mr. Ronan took him up he replied, You have said so your- self!" (Laughter). Later on an altercation took place between counsel, whereupon Mr. Ronan said he could understand his learned friend being a little sore in this great case. The Attorney-General: It is not a great case. It is a farce from beginning to end-a political farce before a. Bel- fast jury. Why did they not bring it on in Dublin? (Laughter). (Proceeding).

R. & S. B. R. COLLISION TWO GOAGHES BADLY DAMAGED BY IMPACT AT COURT SART. A railway accident which might have had serious consequences occurred on the R. and S. B. Railway at Court Sart, ni-ar Britonferrv, this morning. Whilst the engine of the workmen's train was reversing, it came into violent contact with the coaches, and so great was the imparl that two coaches were badly damaged. On Tuesday evening, at the seventh annual meeting of the association it NizA clearly shown that thessociety is upon a. sound footing, and, incidentally, it may l e expected that more pleasant surprises wil be made known in the very near future. so excellent are the workings. There xtts quite a. large attendance at the meetin; but, unfortunately, the president (Mr. D. Villiers Meager) was not present, and the chair was occupied by Mr. T. H. Williaon. A letter, however, was read from the preei. dent, in which he said that the fact a' sick pay remains so remarkably low amongst the members showed not only care in management, but also the amount of in- terest every member must take in the suc- cess of the association. The combination of advantages the members had in the op- portunity of obtaining good security for money invested, the opportunity of obtain. ing loans if required, and also of being in- jured against sickness, taken together with such excellent results as had been attained in the past indicated an equally flourishing future career. < The annual report submitted by the general secretary. Mr. W. Nichols, showed that in the accounts for the year ended December 31st, 1913, there was an apportion- ment of 29s. per share, and compound in- terest at the rate of 5 per cent. had been placed to the credit of each member's ao- count. Sick pay only reached £ 37 8s. 5d.. and the total of the accumulated balances of members now stood at £ 1,846 Us. Id., in- vested in good securities and on deposit in the bank. The report went on to show a table I giving the amount standing to the credit of members who have been connected, with the association during the eeven years of its existence, apart from any sick pay they may have received, the latter, together with all expenses of management, being pro- vided out of the common fund before the yearly balance is -MIIOM-ted £ s. d. RISK TO PATIENTS. MR. BROOK'S WARNING TO SWANSEA HOSPITAL MANAGERS. At the monthly meeting of the Swan- sea Hospital Board of Management on Wednesday, Mr. F. W. Brook referred to a minute relating to the question of the status and privileges of anaestha- tists and drew attention to the serious s.tate or affairs in the hospital, saying that for two months they had been without an anaesthetic at all. He pointed out that the resident surgeons had to spend more time in the opera- ting theatre than before, and the board was asking for trouble in not getting the anaesthetists appointed at once. It was a scandal if patients could not be treated when they ought to be treated. Colonel Morgan said the Chairman of the Board would be back on Wednes- day, and a special meeting would be called to consider the matter; Mr. Brook asked why they should in- cur risk for another week. Mr. Goldberg: We are not in a worse position than we were before, if we ad- journ it for a week. Mr. Brook: But you are. There are more hours spent now in the operating theatre than before and resident surgeons are being kept out of their wards and the casualty wards to a greater extent than ever. A case may crop up to-day or to- morrow, and what reason is there for waiting to carry out what the Board has already fiecided to do? After further discussion, Mr C. Tuck- field pointed out that the minutes had been passed before Mr. Brook came into the board-room, and that he was out of order. Mr. Brook said he agreed that he was out of order, but if a scandal cropped up between them and the time the anaethetist-s were apDointfd, the Board would be responsible. He had given them warning. Col. Morgan (chairman): I will in- form the chairman of this Board that it is the pleasure of this meeting that a special meeting shsjild be summoned for next Wednesday to consider this question.
