The plain and tmvarnished truth about the atrocities perpetrated I by the Huns in the fair villages of Belgium and France has never yet been published. Some accounts of the horrible sufferings and unspeakable outrages inflicted upon men, young and old; women, girls, and even children at the hands of the German have certainly appeared. But all of them, awful reading as they are, gave no idea of what actually happened. There is no reason why the facts should not be laid bare—why the savage and unbridled excesses of the" kultured" German should not be exposed. BRITISH MEN AND WOMEN MUST KNOW ALL-THOUGH iTHEY SHUDDER WITH HORROR The publication of the whole truth must result in even greater realisation not only of the justice of our cause, and the necessity for crushing a system of Militarism which could result in such debauchery, but the danger attendant upon the possible visitation of the German upon our shores. These revelations are disclosed by a Special UMPIRE Investigator. They will thrill every reader, consisting as they do of' the most amaz.ng details of Hun atrocities »EV ILRY S BAUCHERY' RUNKBNNESS Even the official reports supplied to the French Government by their Special Commissions, and from which only extracts have been made by English newspapers, are incomplete by comparison with the details now published by the UMPIRE. Some of the incidents are absolutely unprintable and all of them are unbelievably savage. It is the plain uuty of every person to read this report to obtain an exact idea of German Kultur." ALL OPPOSITION WITHDRAWN.
ALL OPPOSITION WITHDRAWN. MUMBLES DECISION. SWANSEA GOMES TO TERMS WiTrl OYSTEHMOUTH ODUNCiL CRATIFYiHG STATEMENT There was a sensational development c\ einight in connection with the Lociil Government Eoard's inquiry into the bwaiiiiea borough extension and sewerage scheme. After the close of yesterday's si;i:ng there was a consultation between cjun.se! for the Corporation and the Oystermouth District Council, and the result was that' the latter body decided to withdraw all opposition on certain terms. This was the first matter con- sidered when the enquiry was resumed this morning before Major Sorton, K.E. There was again a good attendance of nl)rsentatinb of the public bodice in-j terested. Mr. lionoratus Lloyd at the outset ob- served: Alluw me to announce, sir, that you will no longer be troubled with any opposition by the Oystermouth Urban District Council. 1 am happy to say that my learned friend has illdde a pro- posal to me which, after considerati on,: ■ he Corporation are advised is a wirej course to take, and we are both perfectly yood friends.. The Inspector: Does that mean they j withdraw their opposition to both schemes? The Terms. Mr. Lloyd: Yes. Shortly the are- these: Firstly, OYtdenuCluth consents to become part of the borough on the Corporation having given aa undertaking for a period of five ..years that their municipal jate shall not exceed 7s. 9d. in. the J £ The Inspector: That leaves the poor rate untouched. Mr. Lbyd; Yes. Secondly, I>atg!and i Day to be sewered and collected in the! Oystermouth system within IS months of the provisional order coming into operation; thirdly, Cray water to be supplied within eighteen months of the provisional order; fourthly, if the sewer- age works are unsatisfactory or a nuis- ance tha Corporation to carry out such further works as the Local Gove-rcmerit Board shall direct: and iifthiy, the costs of the opposition to be paki out of the common fund. The Inspector; Does that provision mean that the Corporation are going to fcot the bill. Mr. Lioyitt Ye?, sir. The new Cor- pcration of the enlarged borough would, under that clause, pay the costs of the Urban. District Council. Fisheries Stilt Opposing. With regard to the sewerage scheme, the inspector enquired who was to make the complaint in cat-e of a. nuisance. Mr. 1-ioyd: Anybody. Of couiTtC. the TTrb-an District C->uu<il will be swamped." Any ratepayer in Swansea who is not 'satiated can nuike a com- plaint. The Inspector: If a complaint was made it would have to be investigated. Mr. Lloyd Oh yes. The Inspector: Arc you speaking for the fishery interests as well. Mr. Lloyd: Jso, sir. The fisheries are still opposing, 1 understand. The Inspector: bupposicg the Fisheries Committee alleged a nuisance. Mr. Lloyd: If a body of men interested in the fisheries made a complaint to the Local Government Board that thrt sewage works were a nuisance we have under- taken to do what the Local Government I Board sha 11 direct. Mr. Tyldesley Jones, junior counsel for the Oystermouth District Council, in the I absence of Mr. Balfour Browne. K.C., referring to the settlement,, said t-liet Ovatermouth Council had opposed both these schemes believing that tIlfct repre- sE-nted the views and wishes of the people of the district. They believed they ought tJ take some steps to ascertain the views of tiie ratepayers, and they decided to have a poll, which took place last Mon- dav. The Inspector: Will you give me the result ot the poll so that I can get it on my notes ? kir. Jones: The mimber of electors is 1.470, and the number that voted was 775. Of these '-1'J voted in favour of the Swansea extension and sewerage scheme, and 358 against, giving a majortiy of 6a in favour of the scheme. The Inspector: I suppose there was thn usual number of spoilt papers" Hr. Jones: Two spoilt papers and 700 people did not vote. I The Inspector: A big difference! Public Opinion Favours Scheme. Mr. Jones: That's the question. The I' Council, in considering the result of the poll, had not made up their minds whether it meant indifference on the part of these 700. but after careful con- sideration, in view of the poll, and in view of yublic opinion, as fur as they could guage it, they camo to the conclu- sion thov were not iu?tined in wubnuin<" the opposition to the scheme, an d WlWí" ever the.ir perMnal view? might be, if they were not representing the rate- payers, they were Dot entitled to do that. The responsibility is with the Swansea Corporation, and I am glad to say the Corporation have met them in an ex- ceeding fair maimer, and these terms have beeu settled. That Iwiiig so, Oystermouth Council withdraw all fur- ther opposition to either scheme. The matter now re6ts with the Swansea Cor- poration to see that, whatever they pro- vide in the way of a sewerage outfall is adeauate and does not constitute a auisanfeft. With regard to the clause as to a pos- sible nuisance. Mr. Jones continued, the object of that, was, if the local people found the outfall was creating a nuisance l and they could make out a substantial case, they could put their representations before the Local Government Board. That. of course, would not prevent any- one--it there was a nuisance—seeking their remedy at common law by obtain- ing an iniunction Capacity of Tanks. I The examination of Mr. Sidney Low- cock by Mr. Clode was then resumed, and some time was spent in examining diagrams, showing the working of the open stock tanks at the different state of the tides. It was pointed out that th- present Oystermouth sewer tank had a capacity of 200,000 gallons for an esti- mated resident population of 15,000. Tho tanks Swansea pro]x»sed to erect would; hold 8,000,000 gallons for a population cf 250,000. Thus the capacity of th-t Oystormouth tank divided by the popula- tion was 13.3, while the capacity of the Swansea tanks divided by the population was ?2. Oyhtermouth had a very bad I, sewer at the present time, and a bad po&i- tion for the outfall, and the discharge l could ?Biy take pinca about two hours 0:1 the ebb tide. The proposals made by the Swansea Corporation, both for the tanks and the outfall were infinitely bclte for tLo OQ.ijoWl of the Oyster- I month fisheries than the conditions tSLat existed at present. There was no com- j pari:;on betws#en the two. Serio-us Opposition. I A long conversation toes plsce privately between the Inspector, Mr. Fryer, of the Board of Agriculture, and Mr. Deer, who instructed lif. Trevor Ii lUl i or for the F'i?heriep. nnd d the oouclusion the Inspector, addressing Mr. V<'??y KB ox, ,S;3i(i the coaverxj-uon had nothing to do with the R?!? Council. f Mr. Vese; Knox: I had no sufpicdoc ai that, ?r. The Inspector: In 1889 the Corporation ma?? a uro-po?l to f?t?i-d t'b<fi? bor.jug? by the ii?-lus?<m of a s l ice of the western area. ft took in practically the drainajv areas of Brvnnau and Coekett and a por- tion only of Oystermouth.
