Lord Winiborno wrota accepting the [ i cMd^acy, and the Earl of Plymouth oonsezited to act as patron. Mr. :aY¡'J Thomas (Llantrisant) re- ported as «i delegate to the Central Cham- ber of Agriculture) that at a recent meet- ing it was stated tliat with the present and increasing price of foodstuffs, milk sold under contract prices was in many I tiisea being sold at a lass. There is not the slightcat doubt," said Mr. Thomas, that in its ucar future the price of milk naturally must, ba increased. A diversity of opinion has been expressed in agricultural and in tome local papers, but is no doubt that a largo number of dairy-keepers in the country are suffering from what the Association says." With regard to the ^gTieultuval Restora- tion Committee, principally for Belgium and Northern France, Mr", Thomas said they would never know what they owed to Belgium, but they would in some measure bo able to show their appreciation by gifts of money, stock and implements the cloae oi the war. Child Labour Problom- V Aa to the question of tho shortage of labour and the consequent proposal to rev Iwiso children from school, Mr. Thomas said the w-ni ittee ofthe Central Chamber a resolution that it considered that owing to the scarcity of labour in tiw crisis, children of twelve years of ago and upwards might be exempted from school attendance during the war, pro- vided they were employed solely on the farms. The committee was further of opinion that as far as pos- sible such children should subsequently rotura to school at the earliest possible period. The committee made this sug- gestion (Mr. Thomas added) in the hope that the children so exempted might b9 enabled at some subsequent period to attend continuation classes or agricultural or other suitable schools as the education authorities provided. The general wis), was not to exploit boy labour or to reduce the school age of children in rural districts, but they felt that the temporary assistance might help at this juncture to tide over in some degree the very serious difficulty that had arisen through the shortage of farm labour. Suggestions had been made with regard to women and girls working more fully on the farms. The secretary (Mr. Hubert Alexander) read a letter from the secretary of the Central Chamber strongly urging the Chamber to accept the invitation to help to form a county committee on the ques- tion. The shortage of labour was already in many districts a matter of the greatest urgency, and was likely to become so everywh ere. The Labour Exchanges had undertaken to make epeeial efforts to mf't the needs of agriculturists. He (the secretary) had not yet received a com- munication from the local Labour Ex- changes on the point. Labour Shortage. The Chairman understood an actual shortage was already practically upon them, and as for the extra labour upon which they relied to get in the harvest, it did not exist—at any rate, at the other ønd of the county. Xr. W. Ree5 CSt. Fagan's, Cardiff) said boys would be very useful in haymaking and harvesting and some light jobs. During the last two years they had been very short of men for hoeing roots—such as swedes and mangolds—and last year, when he applied to the Labour Exchange he pot no answer. M r. E. T. Lloyd (Llanwit Major) said the question of wages was one phase of the labour difficulty. That they would never keep their best men on the farms until wages were raised was undoubtedly one of the things they would have to recognise. He suggested that there was now a great,dpal of unproductive work being done on the roads of the County by tht1 various public bodies-perhaps it could be reduced 50 or 75 per cent.—and ho believed if the farmers put their heads together, something might be done to Im- prorve the position. He thought the Cham MT would be wise in approaching the different authorities with the request that if possible they would release some of them, with the hope that they would take up agricultural work while the war lasted. Mr. W. Emerson (Cardiff) agreed that in view of the increased cost of living, the agricultural labourer should be better paid, and he thought most farmers were raising wages and were prepared to meet thfe men as far as possible in the matter. He agreed with the remarks as to distress work on roads, and said that although the improvements were much needed, at this crisis everybody had to sacrifice, and he thought possibly the County and District Councils might consider the matter of allowing the men on distress work to help farmers—in the harvest at any rate. An to tho children, he snpposed educationists would say that the exemptions suggested would rob children of their learning. That might be S0. but at this time, even the child should bo allowed to sacrifice in the summer time. The Board of Agricul- ture and others were pressing the farmer to plough and sow more corn for the good of the people, while men were urged to enlist. The farmers had sacrificed in this direction. Few Belgians Available. Mr. J. H. Osmond Smith (Cardiff) asked if the posmbility of employing BE'lin refng 'o? farms had baem cODjdered. On the motion of Mr. Bateman, it was decided to communicate with local authorities pointing out the shortage of labour in agricultural districts, and ask- ing that this fact be explained to appli- cants for employment on dititrow works. The Chairman suggested that a repre- sentation euch as this would carry more weight if it came from the Central Chamber or from the Government. Mr. M. Thomas pointed out that the education authority need not carry out! the Act to the letter, but it must be clearly shown, according to the Board of Educa- tion, that the child was needed for cer- tain purposes.
