WELCOME HOME. It is Llanelly's pride to-day to extend a hearty welcome home to its most dis- tinguished soldier son. The occasion is vuique e annals of the town for never before has it been the proud privilege cf any of its citizens to receive the Victoria Cross from the hand of the Sovereign. And not the least remarkable feature about the achievement is that a few years :igo, this doughty warrior was pursuing his dadv avocation at a local works without so much as a thought of soldier- ing in bis mind. Not for him, he must have felt in those pre-war days, were ] "the tented field, "the hair-breadth 'scaoes" and the "moving accidents by flood and field" of which the poet speaks. But this is only one of the marvellous transformations effected in the iviupire sine3 that fateful August of 1914. At that time, there was, so far as numbers were concerned, every justification for the Kaiser's gibe at our "contemptible little army." To-day we are a nation in arms, challenging with growing success the menace to the world from German autocracy and militarism. It is no exag- geration to say that the manhood ot this country which rose to meet the emergency in. 1914, savsd the cause of civilization, and among those who heard the call and aiisi, ered it ii-as oui- licnoua,ed giiest of answered it was (Jur honOlY'ed glles (Jf to-day. We join with our readers in ex- tending to Sergt. Ivor Rees-a real Lhm- elly welcome-home. May he live long to wear the decoration which he has so gallantly won. ['JOW? HYPOCRISY. I ,-q /"1 t >.1 I') 1 N' ,+ The German reply to the Papal Note shows again how hopeless it is to reckon OIl good faith of the Huns. The sinceri ty of the document may be judged from the fact then..t in it the Kaiser is described as a humane monarch w h o "since taking over the Government, has regarded it as his principal and most sacred task to preserve the blessmga of peace for the German people and t h e world. Really, such a claim makes one rub his eyes. Has, then, the world be<m grievously misrepresenting the Highest" ? Have we mistaken the "mailed fist" for the loving hand of friendship P Is the "shining armour" in reabtv tho garb of an. angel of light, anxious to ,,1 we,- the blessings of peacft and plenty lllcon an unappreciative world ? Unfortunately the German record for the last twenty ycarg shows only too elearlv wnat the Kaiser and his gang were after. "Ïth their dreams of world-dominion, they made their preparations and care- fully chose their time, and when, as they thought, the opportune moment had &ome, plunged a whole continent into war. The end is not yet, but it is leady clear that their malevolent plans have miscarried. Hence the hypocritical appeal for peace which we hear to-day. The Allies, however, are not going to he inveigled into a peace which will he no peace. TS hen the Central Powers are I ready to withdraw, immediately and un- conditionally, from the conquered terri- tories, and to repair the ravages tkey have committed, it will be time to begin talking about peace. NATIONAL ECONOMY. I It cannot be emphasized too often, that while our gallant men on land and sea are upholding the cause of Right against Might, the civil population at home can do much by the exercise of a wise economy, in bringing about real victory and the right sort of peace. There is room for more economy in every direc- tion. We must reduce our consumption of commodities to the lowest point con- sistent with personal efficiency. In this connection, it is disquieting to learn that the reduction in the price of bread has been followed uj* a substantial increase in the consumption. Bread, of course, is Lie very staff of life, and any shortage in supply would be a cruel hardship to the poorer sections of the community. isut there are other directions m wmci»-| the cause of national economy can be served, and we are glad to kno\V that next month a great campaign will be inaugurated to promote war saving?' thissgkout to proiiioto a i- s a v i n shire already has done v.-eH i? this mattef t the record set up hy the county being"> about the best in V, ales. But even more,, we feel sure, can yet he done. The caffi' paign will bo largely ecl licat ioi I'll-, serious attempt, in fact, to firing home-b to the nation the conviction that the only. ¡ way of paying for the war and supplying-|V the goc-ds and services necessary for 0 carrying it on, is by saving on the part r of the civil population. It is encouraging to find that already there are in existence 1,511 War Savings Committees and 35,563 War Savings Associations, with all aggregate membership of four million people. J SvlR. ASQUSTH'S SPEECH. I I In his clear and firm exposition cf our! war aims at Leeds this "week Mr. Asquitlx, defined once again what it is that we are really fighting for. We all desire peace; we laboured for it before the war for which Germany was then arming; we have desired it throughout the struggle, and we desire it to-day. Wo are ready,, as Mr Asquith said, to make any sacrifice for it, except the sacrifice of the things I which make it worth having, and of the things which ensure its stability. It must be a peace which promises to be no mere truce with "militarist" ambitions, but a peace "based on the solid rock of right, internationally recognized and gmmm- k teed." Mr. Asquith took the peace which Germany imposed upon France in 1871 as. the type of the peace whicu we will not i accept, and ho pointed out kow this peace,. | defying historic traditions and trzinipllilg: irpon the aspirations and the liberties of the peoples, has burdened the nations with ever-growing armaments from the day when it was made. Mr. Asquith, like President Wilson, looks forward after 1 1 l' the war to some lar-roaching reform iw the relations between nations, who will; henceforth be free; to some "world-wide' policy uniting the peoples in a confeder- ution of which Justice will be the basa and Liberty the corner-stone." That ia the goal that he puts before our eyes. He docs not pretend that it is near or that it can be attained all at once. He does not expect the sudden regeneration of mankind, or that international relations will presently bocome a perpetual love- feast. He says plainly that for a time, and perhaps for a long time, milifcirr coercion or economic coercion may necessary against disloyal and recalci- trant members of t'he community of nations. He warns us that pending the realization of the vision we must "keep, our powder dry"; but he does look for- ward to it; he does bid a stricken world to hope, lhat is the difference between, him ami the "militarist" who .stamps has ioot and rattles his sabre, with renewed cries for more and more blood, that the German hegemony of his frenzied fancy may be attained.

Good News for Teachers.
Good News for Teachers. INCREASED GRANTS FOR SALARIES The Clerk (Mr. If or Watkins) at the meeting of the Borough Education Com- mittee on Wednesday evening, reported, the receipt of a supplementary grant of !£2,;)00, and said a further instalment of £ 1,000 would be payable on December 2nd and the balance in March next, so that the whole of it would be received by the end of the school financial year. Coun. D. Jennings: On that I move that a special meeting of the Committee be held within the nSxt 14 days to go into the salaries of the teachers. It is not fail to keep the teachers without their money now. Coun. J. L. Jones seconded, and it was decided to hold a special meeting on ednesday evening next.
