CAM GERMANY PAY ? The question of Germany's ability to pay the war bill is receiving much attention just now, both from men who claim to speak with author ty and knowledge and from those who simply regard the question from the point of justice or ex- pediency: There are some who assert that Germany cannot pay and that it would not be right to attempt to make her pay to the utter- most fafthii/g. People belonging to entirely different schools of thought hold this view. Some may be international financiers who are afraid of their own particular interests being detrimentally affected. Others, are of the strange school who have always wanted to be kindi 'and gentle to the Germans and always ready to condone the ofiences of the barbarous Hun. Neither class are over anxious or willing to pay their share towards the cost of the war. Somebody has got to pay, and surely every Britisher should be anxious not to saddle his countrymen with more of the debt than can be helped, but should, on the other hand, be de. terihined to see that those who called the tune should' pay the piper, as far as their resources will allow. As to the justice of making the enemy pay for all the cost which the Allies have been put to there can be no question. All that has to be considered is the question of ways and means. We are told that Germany can only pay in goods, and that if she did pay.in goods it would lIPlean the ruin of our industries. Little did some of these people care about the security of our industries before the war, but that is 1>> the way. 'Surely it is not to be feared that any Government of the future would be so f oo)Lsli as to take payment in such a form that it would do « more'harm than good to this country. Mr. Lloytl George has himself emphatically stated, more than once, -that Germany is not to be allowed to pay by dumping, here just what goods she likes. If we take payment in German goods they will be such goods as we are lacking in and such as will not seriously interfere with British industry, but rather otherwise. There are raw materials and products which we can very well do with. For instance, Germany is very rich in potash, and we can do with an .almost un- limited supply of it. These matters are such as should be considered by experts, and we believe they are being considered. Some time ago the Government appointed a committee to inquire into Germany's resources and the best means of their application to the 'war debt, and th Government will no doubt be guided by their report. Whether this committee will take a sufficiently broad-minded view remains to be seen. Mr. Arthur Kitson, who is an, expert on economic and financial questions, puts forward 2n interesting suggestion for making Germany pay and at the same time improving our eco- nomic conditions at home. He points out the necessity of getting back to the land the millions of townspeople who were driven off it by our stupid pre-war policy, the greatest obstacle to which is the cost of purchase from the present landowners. Similarly we have been serionsly handicapped in our trade and industries by the preposterous rates charged for transportation by road, rail ,arid canal. The obstacle to the nationalisation of our railways is, again, cost of • purchase. He asks what could the people of this country hot do if they were freed from the intolerable burdens of rent and interest-, which at present absorb one-third of the national income ? By nationalising the banks, the suggests, credit could be readily furnished by the Government at less than one per cent. per" annum Similarly, by undertaking the business of insurance of life and property and supplying the same services at cost, insurance premiums might readily be reduced to one-fourth of the present charges. The sum representing the cost of this war to this country would be sufficient to buy up nil the banks, insurance companies, rail- ways, canals, tramways, motor buses, electric and gas companies, and all the land required for those able and willing to-use it. This is Mr. Kitson's suggestion Why not make Germany hay out a 11 .-the owners of these various proper- ties ? Why amot shift the incubus of rent" interest and profit on the shoulders of, the Ger- man people ? How? Bypou-ding their lauds, railways, canals, banks, insurance companies, tramways, electric and gas undertakings to the extent'of the purchase price of the same proper- ties in our own country ? Mr. Kitson contends that it could readily be done if our public were determined to exact from the world's enemy the uttermost fajrthing for the unprovoked and atrocious attack on the world's freedom. This. method of exacting an indemnity would tax, not the poor of Germany, but the hitherto well- to-do classes, who are those most responsible for the war. Therefore, by, transferring the bonds aad shares of Germany's enterprises to our own people we should merely be punishing the guilty. 48 Years' Railway Service.-On Saturday last 3 wry pleasant little function took-place at Abergavenny, on the occasion of the retirement j Mr. John Leahy, late of the Signal Dept., L 3l N.W.Rly. His many friends and fellow ~f?orimen, spread as they are over the Merthyr, Tredegar and Abergavenny Section of the L- & N. W. Rly., felt that they could not alloxv ore who was so well known and respected-to pass" into ietirement without marking their appreci- ation in some tangibly way of his sterling worth aad the esteem in which he is held by all with whotel he has come in contact. Mr. Leahy who was stationed at Brynmawr, came to tllemertliyr, Tfedegar and Abergavenny District 38 years agg, • a-d had previously served the L. St N. W. R. Co. at Craven Arms and the Central Wales Districts. The presentation, which comprised a wallet of Tt.,isary notes, subscribed by the officials and 1:d (;f the various departments, was presented -by Mr. Charles McNeil (foreman). Felicitous spetehes were also made by Mr. P. Greenwood, Mr: Aifred Powell, Mr. John'Gibbons and others, who had spent upwards of 30 years in the service with the recipient.
