INDUSTRIAL PEACE.
INDUSTRIAL PEACE. The railway strike, if it has done much harm, has also done some good, in that it has pointed the way to an avoidance of industrial upheavals in the future. On the .one hand it has shown. that there is need for better machinery for dealing promptly with disputes and wages claims on the other hand it has demonstrated that in this democratic age it is not wise for a body of workers to vest in a few men the auto- cratic power of calling a strike before the rank and file have had an opportunity of expressing their views, by ballot or otherwise. This is clearly seen by Mr. G. N. Barnes, Mr. G. H. Roberts and Mr. W. Brace, whose sympathies towards Labour cannot be doubted. The latter goes so far as to suggest an interval of two weeks between the breaking off of negotiations and the commencement of conflict, and he pertinently points out that the principle of delay is one of the most valuable clauses in the League of Nations charter. The Government have shown themselves anxious to secure harmony in industry by the establishment of ,? Whitley Councils and other means, and they will no doubt learn something from their ex- perience of the railway strike. On their part, enlightened trades unionists are realising that they may benent by a process of reconstruction in their organisation, just as the nation may benefit by reconstruction in national administra- tion. One of the happiest omens for future industrial peace was the conciliatory atti- tude, of the Trades Union mediators connected with other industries than the railways. They might have added fuel to fire and precipitated a greater national calamity. Instead, they preferred the part of sweet reasonableness and gentle persuasion, and to them is due a large measure of credit for the settlement, which it is to be hoped will leave no bitter memories and personal antagonisms behind it. This is no time for recrimination, but for pulling together in order that Great Britain may re-establish her financial prestige and be able to tind the where- withal to carry out those schemes of social amelioration which the working classes so ardently desire. There may be people with but an elementary knowledge of political economy and international credit who may think that the nation's financial prestige does not matter a ng to them. It is a pity that every article of American origin which they buy, particularly cotton goods, has not marked upon it the excess prjce they have to pay for the depreciation of our credit in America, for there is no stronger appeal than the appeal to the pocket. The Mayor-Etect. The Mayor-elect for next year is Alderman Lt.-Col. J. G. Bishop, who accepted the invita- tion of the Council in committee on Monday night. The choice is an excellent one and Alderman Bishop will carry out the duties with dignity and credit both to himself and the town.
