RUSSIA AND THE AFGHAN j BOUNDARY COMMISSION. j I [«« TIMES TELEGRAM.] 1 CALCUTTA, Tuesday.—A Chinese envoy has arrived at Khatirianda on a complimentary mission, bringing presents to the King of Nepaul. A Lahore newspaper states that the Russian agents h Calcutta are two military officers named Ibrahmieff and Mosmiensky. The Indian Government has received no confir- mation of the report telegraphed from England that Russia intends to withdraw from the Afghan Frontier Commission. To-day's Morning Post says:—" It is stated that the Government of St. Petersburg refuses to sentf its representative to meet Sir Peter Lumsdan foe the demarcation of the Afghan boundary, unless the escort of troops accompanying tile British Com- missioner be previously withdrawn. The country will watch with anxiety whether her Mai esty'a Government will consent to undergo this humilia- tion. In the eyes of every Central Asian race such a proceeding would be interpreted as an act of vassalage on the part of England, and a recog- nition of Russian supremacy which would receive but one commentary throughout the eastern world."
