THE INCORPORATION OF THE TOWN. THE wisdom and urgency of steps being taken to effect the incorporation of the town found expression in a few opportune references made by Mr. JOSEPH MAYBERY at the ordinary monthly meeting of the Llanelly Borough Council held on Monday last. There is, as was effectively pointed out by Mr. MAYBEBY in the course of his short address, a. particularly urgent reason why this much-needed change in the municipal government of the town should occur this year. In a short time, it will be the I duty of the local authorities to enter into negotiations for the loan of a large sum of money for carrying on two or three important public works affecting the well-being of the town and port. Those acquainted with municipal finance are fully cognisant of the fact that an incorporated town can borrow money on more advantageous terms than a district council. The special urgency of the initiative contemplated by the Borough Council is there- fore obvious. Sooner or later, the local authorities will have to consider this question of incorporation. It has been delayed for years, but it cannot be delayed indefinitely. If Llanelly is to take its proper place among modern commercial towns, proper in respect of its status, commerce and resources, a charter of incorporation must be obtained. Even those who have hitherto been disposed to object to the change which is once again brought prominently to the front willconcede that eventually the necessary formulas will have to be observed. The question, therefore, in- evitably suggests itself: Why not take the pre- liminaries now and thus accelerate the legal process guaranteeing the bestowal of the charter in order to obtain the financial advan- tages associated with a condition of incorpora- tion ? The money has to be borrowed. In- corporated towns are able to effect loans at a cheaper rate of interest than district councils. There is the position in a nutshell. It is expedient, therefore, that the forma, municipal and legal, should be immediately taken in hand. Herein lies the element of urgency. In the broader and general purview of the question, however, there is, it appears to us, little less force in the reasons which should constrain the Borough Council to lead the movement in favour of the proposed change. When the pro- posal was last under discussion, there was, we are aware, a considerable amount of cpposition raised against it, although even then, some few years ago, the feeling was fairly divided. We believe that a great change has taken place in the public mind in relation to the question of late years. The opposition has been slowly but surely thinning down, and we should not be in the leasi sur- prised to find that if a town's meeting were now summoned by the Borough Cotiz)cil- a meeting which we hope soon to see held-an over- whelming majority of votes would be cast in favour of the proposal. Indeed, a ananimous vote would be no surprise. During the last few years several events have occurred which have forcibly brought home the disabilities and disadvantages dissociable from the paro- chial limitations of the existing municipal vogue. We have had evidence from all quar- ters of the penalty of insignificance from which towns undignified in their municipal life by a charter of incorporation cannot escape. li, seems to us, indeed, that if the public men of Llanelly are to be true to the traditions of the town, if they are resolved to do all that in them lies to guarantee that Llanelly shall not suffer from a dearth of timely and appropriate municipal initiative, they will not hesitate to assist in paving the way towards completing conditions of local government by the inauguration of the change in the direction I indicated.

TM PROPOSED STOP WEEK* I THB Executive of the Tinplate Workers' Union, on behalf of the general body of their constitu- ents, have posted notices to the various tin- plate manufacturers throughout the districts where the industry is located, to bring about a general stoppage during the first week in June. This, in view of the present situation, is a wise policy. Nor is there any indication that the masters themselves will offer any opposition to the proposal. The trade is certainly bad. Stocks are increasing and prices are low. ÜI the circumstances, the authorities- of the Union have wisely decided to take a bold initiative) having for its aim, through the medium of a general stoppage, the rehabilitation of the industry. From information appearing in another column, it will be seen that one of out representatives has been instituting inquiries among thoae interested in the industry as managers and manufacturers, and from the investigations he has made, there seems to be no ground for concluding that the attitude of the Union will be questioned, either in respect of its expediency or soundness in principle. It is to be hoped that the policy initiated under such promising conditions will be availing te restore the industry to vigour and prosperity.

LLANELLY LAW STUDENTS AT SWANSEA. I Last evening a public debate WHS held at the Swali sea Guild Hall on a question of law between repre" seutiitives of the Llanelly Law Students' Society ttili the Swansea Law Students' Society. The Lhirieliy speakers were Messrs. S. Watkinson, D. R. Edmuuds, M. R Richards, and W. Stuart. Mr. C. H. Glasco- dine acted as chairmau. The Llanelly delegation* together with their Swansea friends, snbsequeutly sitt down to a. sapper provided by the Swansea Society at the Maekworth Hotel.

THE NEW SCHOOL AT BYNEA. THE FORMAL OPENING LAST MONDAY- Of late years the districts of Llwyohendy and Cwmfelin have so rapidly developed that the M:hoof at the former place has long ago been marked out by the Education Department as overcrowded, and repeated warnings have been issued to with-hol^ the grant unless steps were taken to provide ade- quate accommodation. Meetings were held in the district to discuss the matter, and it was decided by the ratepayers that schools were required both at Halfway and Bynea, the two extreme ends of the district. However, when the subject came before the Board, they considered that it was then pre- mature to raise a school at, Halfway and it WlS resolved to proceed with the Bynea School This new scl1001 is now Ali accomplished fact. It's quite modern in structure and stands on a picturesque piece of ground purchased from Sir J. T. D. Llewellyn close to the Bynea Station. The con- tract was carried out by Mr. John Evans, contractor, Erw Yard, Llanelly, and the substantial <1üd I magnificent building stands as a lasting monument to Mr. Evans' skill and good workmanship. Every- thing has been done in the most finished style, and it can without exaggeration be designated a model school. The architect of the Board, Mr. [j. Morgan, is also to be highly complimented on tin" attractive design of the exterior and the completl arrangements and conveniences of the whol(! place. The building consists of two deparbrnellt —mixed and infants—the former capable 0 accommodating 260 children and infants' 150, the whole costing little less than £ 3,000. The children formally attending Yspitty School have been trJlS- ferred to this school, and while Mr. D. H. Bowell Llanelly, has charge of the mixed department, the, infants are under the care of Miss McCreH( he and her staff from Yspitty School. The appoint ment of Mr. D. 1-1. Bowen to the headmastersbip has given universal satisfaction, as Mr. Bowcn in the past proved himself a most efficient teaclel and has won for himself the distinction of beill")' one of the best disciplinarians under the boal!' On Monday morning the school was uncereinonioHSv opened, Mr. John Thomas, Berwick, being the OBV board member present. When the Department condemned tbe Llwynhendy School as being inadequate, Nil.
