WORTHENBURY. DEATH OF MR. URMSOX-It is with re- gtet that we announce the death of Mr. W. R. Pnnsoii. late headmaster of Worthe-nbury National ^hools, which event took place at Bolton last tieek. The deceased was 4K years of age, and d spent. 27 years at Worthenbury. He was also cierk to tho Parish Council, assistant. overseer, F°Hector of taxes, hon. secretary to the Worthen- bury and district Horticultural Society, and or- Sanist and choirmaster— positions which he ad- mirably filled. FLINT. I EX-COUNCILLOR'S DEATH.—The death tOQk place at his residence, Lily Cottage, Flint, On Monday, of Mr. Benjamin Roberts, an ex- Ulrnr of the Town Council, and who until a short time previous to his death held the position b foreman under the Corporation. Before the ^'siness of the Council was proceeded with on Monday evening, the Mayor said it was his pain- ful dutv to inform the Council that. they had lost rtno of their officials, and who was at one time a Member of the Council. When Mr. Roberts was 4 member of the Council he always acted in a con- scientious and pains I nking manner, and as an of the Council he had given satisfaction everything he did.-A vote of condolence was Passed by the members of the Council standing.

ROSSETT. SHEEP SCAB.—A new regulation has been ?ued scheduling the whole of the county of Denbigh, with the exception of the portion situated ?at of the Great Western Railway main line, Chester to Shrewsbury, as an infected area for sheep scab. The new order requires dipping and '? procuring of a police licence prior to the ?ova.1 of sheep. ?EATH OF MR. JOSEPH JONES.-Tbe -"? okth occurred on Sunday, at 59 years of age, of ?- Joseph Jones, the Cocoa Rooms, after a linger- 'jOg illness. Deceased possessed a fund of quaint ""?our being a general favourite throughout the Strict:. He as held in high repute as an expert ??er. and there were probably but few men who ew the Alyn better. His loss will be deeply fretted by a large circle of acquaintances. He a widow and grown-up family for whom 1,1 u eh sympathy is felt.

SERIOUS CHARGE.—David Charles Pryce, Employed at the Cambrian Leather Works, was reniandt-d at Wrexham on Wednesday, charged jpth unlawfully wounding his wife Maud. Mr. JiApi.sl)ury, who prosecuted, said that on Monday Prisoner rushed at his wife and struck her a. violent blow. On Tuesday morning he flung a cup of tea at her. He then picked up a table-knife, rushed at I her. and, it is alleeed, gashed her in the forehead, 4tfterwaids cutting her with the knife below the ear Ola the left side of the throat. Fortunately the knife was blunt. BANKRUPTCY COURT. At Wrcxham bankruptcy Court on Tuesday, John Richardson, sweet manufacturer, of !», Ruthiu-road, 20, Peny- bryn, and 25, Market-hall, Wrexham, was publiciy xamined. His liabilities were £ 440 and the deficiency £ 283. His chief reasons for failure were bad trade and rise in sugar." He began business m 1892, having previously been in the Liverpool folice force and the Denbighshire Constabulary. joe had £10 capital. The accounts were very interesting, for here i" an accumulating balance which will (in Ime) assume formidable proportions. True, the pJUncil does nothing for the improvement of the Parish with the penny rate it levies. We have thus to bear the expense of a working engine which does flo work, and though the expense is comparatively mall. it is too much to waste. One would like the Council rise to the height of its oppor- tunities, and realise its responsibility for the w&liare of the village. There is no doubt that it. OCcupies a difficult position, for the major portion of thc inhabitants expects it to make bricks with- out straw. The intelligent and energetic men who form the Council can, however, act as leaders and attempt, to influence public opinion towards broader and wiser appreciation of the duties of cItIzenship, and of the necessity of working to- gether for the common good. CONNAH'S QUAY. ACCIDENT.-While a man named Allen was engaged on Monday morning at Hawarden Bridge Ironworks in unfastening a wagon door, the door suddenly fell upon him and pinned to the ground. After being conveyed to his home in Albert-place, he was found by Dr. Wliittome to have received an injured back and internal injuries. RAILWAY MISHAP.—About three o'clock on Tuesday morning, while a goods train was nearing Connah's Quay Station, on the London and North- Western line, a wagon conveying a tank of about 10 tons of tar suddenly collapsed, through, it is sur- mised, the overheating of the axle. The mishap caused considerable delay to the Irish Mail and the workmen's train. The tar caught tire, and con- siderable damage wos done to many wagons and sleepers. A breakdown gang was set to work, but it was close on seven o'clock before the line was got into proper working order. The tar was consigned to Messrs. Turner & Co., Queen's Ferry Black Works.

CUE WE I ENGINEERS' PREDICAMENT.—On Tuesday night Joseph Ollier, an engine fitter, employed by the North-Western Railway at Crewe, had a remarkable experience. While repairing a loco- motive he had occasion to get inside the water tank, the inlet of which is exceedingly small. He entered with little difficulty, but was horrified to find that he could not get out, and the efforts of other workmen to extricate him were unavailing. Oilier became exhausted, and lay in the tank unconscious. A number of mechanics had to be summoned, and the engine was taken to pieces before the unfortunate fellow could be released. He now lies in the railway Hospital. WHOLESALE JEWELLERY THEFTS.—At Crewe on Tuesday, Lizzie Bostock (19), residing in Albert-street, was charged with stealing eleven diamond rings from various jewellers. The police stated that the prisoner's modus operandi was to go into a jeweller's and ask for certain priced lings. Afterwards she requested to look at better onto, and during the temporary absence of the assistant helped herself. She had visited every jeweller in the town, and so frequent were her visits at one that Inspector Sheas by concealed himself behind the counter and awaited her arrival. She asked the assistant several times to shew her a better selection, and when his back was turned she took rings, and dropped them down her sleeve. Sixteen rings had been recovered, besides watches and chains. Asked by the magistrates if she had any explanation, she refused to speak. The Chairman said that having no excuse she must go to gaol for three months. On hearing the sentence, prisoner became very hysterical.

FRODSHAM. LENTEN SERVICES.—At the usual Lenten service in the Parish Church, Frodsham, on Fri- day, the Rev. W. L. Paige-Cox, M.A., vicar of Alderley Edge, was the preacher. THIRST SI TRAMP.—On Saturday, at the Police Court, before Messrs. A. Thomas and R. Murray, George Maedonald, a tramp, was sentenced to 21 days' hard labour for stealing a quart nnlk-can ) tiom a house door in Main-street, the property of I W. Andrews. Prisoner, who presented a most dirty, woebegone appearance, stated he wanted a drink or would not have taken the can. SIGN OF THE TIMES.—Several of our sum- mer visitors of the feathered world have once more made their welcome appearance in this neighbourhood, and several reports of swallows having been notioed are current, one pair having been seen some ten days ago crossing tiie marsh lands. One single specimen was, however, noticed by many people on Monday at noon flying from west to east over Frodsnam. Thie arrival of the cuekco is expected liexo week. SbDDEN DEATH.—We regret to announce the somewhat sudden demise, under most painful circumstances, of Mrs. Miiburn, of Aston ileatii Farm, which occurred at her residence on Sunday afternoon. The deceased lady went out the day previous with the intention of travelling by rail, but before getting to the station was sickened by the fumes emanating from a motor car which passed. She returned home, and in a short time became unconscious. She never regained con- sciousness. The sad affair has w,t quite a gloom in the neighbourhood of Aston. TEiVlPERA.NCE LECTUHE.— On Wednesday afrernoon, in the unavoidable absence of the Vicar, Mr. E. G. Cragg, head- mastei) with certificates of merit, awarded for excellence of written report of a lecture on Alcohol and the Human Body," given by Miss Edith S R. W illiamson, lecturer for the Lancashire, Cheshire, and District School Scientific Temperance Teaching Scheme. Miss Williamson's leport was that the work of all the standards was excellent." A CYCLE OF ACCIDENTS.—On Saturday afternoon a Warrington cyclist touring through Frodsham had the misfortune, when coming down the steep portion of "The Rock" into Muii- street, to run over a little girl of about five named Eva Gatley. The unfortunate rider, who had no brake on his mount, made an involuntary header over his handlebar. He was severely in- jured, and his machine was so much damaged that his tour came to an abrupt conclusion. h.B mount being left in the care of a koal repairer, while he himself spuime-d homo by the next. train a saddor and. it is to be lioped, wiser man. The little girl received a severe shaking and was badly injured on one of h?r legs.—On Saurday night, about IUIU1 o'clock, as a man named Cot- greve was walking down the Netherton-road to- ) wards Frodsham, he stepped aside to allow two! cyclist* to pass up the hill, opposite Castle Park, and collided with another Frodsham cyclist named E. Blythe. a carter, in the employment of the L. and N.-W. and G. W. Railways, who was proceeding down. The latter was precipitated frjm his machine on to the road, alighting on his head. He u?eeived terrible injuries to his face. He was travelling at a good speed, and the fall has, in addition to several severe bodily bruises, shaken him badly.—Early on Sunday morning, a young man named William j Dumbavend, cycling from Chester, received a bruised hand and arm, and in addition his machine was damaged. This was through getting entangled with a dog which was crossing his path on the Chester-road just prior to passing through Netherton. Strange to say, the animal was quite unhurt. JOINT WATER COMMITTEE.—A meeting, was held on Friday in the Court House, there being present Messrs. Tiley (chairman), Illidge, Youd, Wilkinson, Booth, H. M. Davies, Frith, Andrews, Basnett, and J. H. Davies. The Clerk read correspondence re the waste-detecting meter, and the suppliers had offered to fix a meter on the water main on approval. The meter had arrived, but was not yet fixed. The cost of the meter if it was decided by the committee to purchase it, would be M, but if three were purchased they would cost B99. 10s. The Gas an Water Co.'s account for gas consumed by the three engines during last quarter was £ 25. lls. 2d. This was at 2s. per 1,000 cubic feet. The account was passed. Having given notice at the last meeting, Mr. Youd now moved That the engineers when on their rounds ) be allowed to put washers, etc., on leaking taps free of charge, and that tne previous reso- lution restricting them from so doing be rescinded. Mr. George Rodgers seconded, and Mr. J. H. Davies supported.—The motion was unanimously carried.—It was also resolved that each engineer must be responsible for all houses supplied from his re,-iervoir.-A long discussion took place as to the charge made for horses which are engaged in running the "Royal Mail." It appears that two horses are constantly in a stable supplied with the town's water, and these horses are changed every night and morning, two others being left in their places. The clerk and several members held that four horses were being supplied, although only two were in the stable at once. As the members were divided, it was put in the form of a resolution that only two be charged for. This was carried.— The late leakage" from the lordship mains again cropped up, this time being styled a "very mysterious affair." The Clerk reported that since the last meeting the consumption of water in the lordship had gone down gradually from 15.1 gallons per head per day to 10 gallons per head per day. This amount was now aoout the average. The consumption had gone down gradually so it could not have been a leakage. The engineers had been unable to find out anything. A member remarked that it was evident that someone was getting frightened. PAROCHIAL COMMITTEE.—A meeting was held' on Friday in the Court House, there being present Mr. II. M. Davies (chairman), Messrs. Booth, Frith, J. G. Davies, S. Davies, Shone, Wilkinson, Illidge, Rogers, Youd, Corker. Jones, and Entwistile.Tho Oierk reported that the main pipes and fittings were delivered and the work would now be commenced of laying the water pipes up the new street, off Church-strect, Kingsway. The piping, at. the rate of JE4. 16s. per ton, cost J626. 7s. 2d., and tho fittings £8, 12s. 3d.—Instructions were given for the taking out of a summons for non-compliance with notice served in respect of a nuisance. A complaint had been received from the Rev. C. D. Wray re a nuisance in the narrow lane near Barley Grows. —The Inspector said there were gcod grounds for complaint, and after discussion, it was dscidled that, the Sewerage committee should hold a meet- ing and view the place. He had received appli- cations from Messrs. Booth and Aitken. both of Frodsham, for permission to etore petrel.—In answer to questions, it was stated Mr. Aitken had not at present' a suitable building in which to store petrol.—At the conclusion of the business the C'Wk was requested to supply some informa- tion with regard tc a resolution passed by the Runcorn Rural Council at. their last meeting with reference to the footpti-1) in Church-street, Frod- sham, running past tho IVW street.—The Clerk said he had sent. a copy of the resolution to the present chairman, and Mr. Davws then pro- ceeded to read the copy at some length. j LITTLE SUTTON. DEATH OF MRS. W. CARTWRIGHT.— With regret we record the death of Mrs. W. Cartwright, which tcok place last Sunday morn- ing. A fortnight previous she contracted' pneumonia, and although Dr. N-ott, wag most as- siduous in his efforts to combat the attack she passed away. The sad event has provoked general sympathy throughout the village with the widower and three little children. The former has lost a true helpmate and the latter a lcving and devoted mother. The remains were interred at Eastham on Tuesday afternoon, prior to which a special service was conducted in the Wesleyan Churoh by the Rev. P. J. Grubb. The church was filled with a sympathetic congregation and the general tokens of mourning testified to the esteem in which deceased was held in the neigh- bourhood'. HELSBY. MEN'S SERVICE.—On Sunday afternoon the j quarterly service for men only was held in the [ paiish church, and was well attended. The Rev. j E. W. Evans (vicar) preached a helpful sermon, ATHLETIC CLUB —The annual general meet- ing of the members of the Athletic Club was held in the Recreation Hall on Monday evening.—Mr. Jas. Taylor (president) congratulated the club on a satisfactory financial position, pointing out that a deficit of J624 on the previous year's working had been turned into a credit balance of JB38 7s. Id. The officers for the ensuing season were elected as follows: -President, Mr. Jas. Taylor; hon. secretary, Mr. E. W. Crosland; hon. treasurer. Mr. G. Seddon; assistant hon. treasurer, Mr. A. Robert Davies's, solicitors, Warrington, accept- ing on behalf of their client, Mr. Dakin, the sum named fcr wayleaves, and this was approved.— Copies of correspondence wer,, read from the Helsby and District Water Company with regard to taking the water from the new borehole to meet the shortage of water prevalent in the dis- trict. also respecting the Council's taking- over the pipe-s purchased for the purpose in the event cf their not being usied.—Mr. G. C. Taylor stated that the reservoir was almost empty, and uiiL».-s the Council allowed the water company to ta.ke. the overflow the whole village would be without water, and serious consequences would probably follow, the responsibility fcr which would rest oil the chairman and others who refused to take steps to remedy the shortage.—The Chairman said he was quit? prepared to accept any re- sponsibility that might accrue from his adopting a right, line of action. He was quite agreeable to accept any reasonable proposal to meet tho difficulty, but could not agree to dispose of overflow free of cost for a fixed period under agreement. If it became a matter of terms it could socn be settled' after.—After some further discussion it was unanimously agreed that tho Chairman and Messrs. T. Guest and J. Blythe meet a committee from the water company ill oompany with Mr. A. Timmins (the Council's engineer), and discuss the best means of settlin" the difficulty. -The Clerk read a letter from Messrs. Pollock, White and' Waddell, en- gineers Glasgow, stating that they would ccm- plete their machinery contract within six weeks' tIme.-The Inspector reported that notice served on Mr. T. WREXHAM RURAL DISTRICT, j SANITARY ADMINISTRATION. GOVERNMENT INSPECTOR'S REPORT. I Dr. Darra Mair's report to the Local Govern- ment Board on sanitary administration in the Wrexham Rural District was issued by the Board on Saturday. The Inspector explains that in 1898 the Local Government Board pointed out to the Wrexham Rural Council that the appointment of two medical officers in the district was unde- sirable in the interests of sanitary administration. In July, 1903, one of the two medical officers died, and the Board asked the Council to take advan- tage of this opportunity to appoint one medical officer for the whole district. The Council, how- ever, did not do this, but appointed a second medical officer and asked the Board to sanction the appointment. The Board thereupon inti- mated that they would instruct a medical inspector to inquire into the matter and defer their decision as to the new appointment until he had presented hiis report. Dr. Darra Mair details the exhaustive investigation he made in the rural district, which has bï,UUU or more inhabitants and an area ot 58,932 acres. He states that the inadequate methods of administration and the many nuisances and unwholesome conditions, often directly trace- able to these methods, noted by him in his survey, shew how seriously the District Council have failed in the discharge of their duties as a health authority. He considers the first great important need of the district is the appointment of one medical officer with adequate remuneration, who should discharge the duties now allotted to two separate officers. To be adequate, his remunera- tion should be such that the Rural Council could justly require him not to engage in the work of a medical practitioner. It would be an advantage if the Council could arrange with Wrexham Town Council to appoint one medical officer for the two districts, as that officer would then supervise a population of over 70,000. Dr. Darra Mair thinks it is also of importance that the arrangements regarding the inspectors of nuisances should be thoroughly reorganised, and that at least another inspector should be appointed, making the num- ber three. When the population shall appre- ciably exceed 60,000 a fourth inspector should bo appointed. He recommends that the District Council should make arrangements for the super- vision of new dwellings at frequently repeated intervals, and that they should make provision also for a small-pox hospital. Drainage schemes should be provided in the populous localities which have not yet been drained, existing drainage schemes should be extended, and the water supply should be periodically inspected.

A letter was read from, the Mayor of Aberyst- wyth as to tho pioposod National Library and Museum in Wales. Mr. J. L Muspratt said he thought himself, and lie thought it was the general opinion, at least, in North Wales, that the Library should go to Aborystw.yth. He contended that North Wales thomd nave. a voice in the management of both institutions by having one, if not more, trustees to govern and arrange for the management of both institutions. Mr, Muspratt then moved— "That tho seal of the Council be appended to any resolution asking that the Natiollal Library be located at Aberystwyth and the Museum at Carnarvon, and failing cither of these pilaces being secured, the Council ask for North NVaies to be represented on the trust of the Museum and Library. Aide: man Hall seconded, and the resolution was carried unanimously. SCHOOL MANAGERS. A letter was read from the- Flmtslure Education Authority asking the Council to appoint managers for the various schools in Flmt-Mr. E. A. Hughes was appointed for Flint National, and also for the Memorial Schools; Mr. H. Powell for Pent-re; Mr. Hugh Hughes for Flint Gom- mon; and Mr. E. J. Hugnes xor the liomaa Catholic Schools. Mr. T. W. Hughes said he hoped before the appointments wero made another year a return of the. attendances of those appointed would be submitted, as he contended the appointments were important.—Mr. R. Price seconded this, and it was resolved accordingly.—Mr. E. A. Hughessaid he missed only one meeting that had been called. THE GAS QUESTION. Mr. E. A. Hughes had given notice of his in- tention to move a resolution, but said that owing to the resolution passed at the last Council meet- ing he did not propose to do so. He had got figures for the past el even years, and found 9,468,000 cubio feet had been consumed, for which they paid 5s. 6d.74 per cubic foot; he also found it worked out at 4s. 3jd. per 1,000 cubic feet for gas consumed alone. He would, however, keep l:is figures until the, time. when the wntract was determined, and then move a resolution thereon. The Mayor: Don't you think it would be better if you bought the gas and1 did the lighting yourself? Mr. E A. Hughes My point is that 4s. 3d. for gas for a concern like ours is a high amount. ANNUAL HEALTH BILL. MOTHERS' RESPONSIBILITIES. The annual report of the Medical Officer of Health set forth that during the year, especially the latter part, trade has been depressed and work scarce owing to the closing of the Flint Colliery. The number of births registered was 156 (66 boys and 90 girls), giving a birth rate of 31.3 per 1,000 per annum. The number of deaths registered was 83, giving a death rate of 16.6, which was below the average of the last ten years; five of the deaths were due to accidents. Most of the deaths were at the extremes of hie, 23 in children under one year old, and 18 in persons over 65. Of those in children under year old, measles accounted for three deaths, two of which were twins who were weak from birth, bronchitis for four, premature birth two, and all other causes 13. This relatively large number pointed to the fact that a large number of crildren were born in a weak state, and that feeding has much to do with causing deaths. In spite of distribution of leaflets on infant feeding, he was sorry to find there was still much ignorance and want of strict cleanliness among the mothers. Consumption and other tubercular diseases ac- counted for thra-e deaths, which shewed that the borough was remarkably free of this disease. Cancer caused three deaths, and chest disease accounted for 18 deaths. A hundred and ni teen notifications were received, 105 beting of soarlet fever, seven typhoid, four erysipelas, and three diphtheria. Scarlet fever prevailed as an epidemic chiefly during thc- months of September, October, Mis' fsovemDer. n Wd3 01 @ uumfac- tively mild nature (only two deaths occurring) and this would partly explain its spreading, as in many instances the disease was only recognised when peeling of the skin took place, and thus the cases had been allowed to mix with other children while in an infectious state. As there were reasons for believing that the schools were becoming infected, they were closed for a period of seven weeks, and this together with disinfec- tion assisted in checking the disease. Measles also existed during the same period as scarlet fever, and. it was no uncommon occurrence to have meases and scarlet fever in the house at the same time. In both instances it was difficult to discover the source of the poison, although a few sporadic cases had been in the bcrough for some time. It was impossible to carry out isola- tion at home as the houses were small, but he was of opinion that not much good could be got out cf the fever hospital, as many of the cases were so mild that no medical man was call-?d in, and, as many of the parents were unwilling to have the children removed from home. There- fore the fever hospital was not opened. The typhoid cases were, with the exception of three which occurred in one house, in different parts of the borough, one case occurring in a house isolated in the rura l part of the borough, and in each case it was difficult to trace the origin of the poison, but with the exception of the three cases in one house, no spreading of the disease occurred. It was to be greatly desired that the publio should fully realise that plenty of fresh air and sunlight, strict, per- sonal, and house cleanliness, and good plain food were absolutely necessary for the healthy de- velopment of the rising generation, for the pre- servation of good health, and for securing low sick and! death rates. Mr. T. W. Hughee said it was a highly satis- factory report, and he proposed that the report be received. Mr. J. L. Muspratt seconded. The Mayor agreed that it was an excellent im- part which was adopted.

I LORD KENYON S ADVICE TO GIRLS, j I WOMAN'S MISSION IN LIFE. An exceptionally large attendance of the friends and parents of the children attending the County School for Girls at Bangor was present in the echool on Monday night, under the presidency of Lord Kenyon, who was supported by Mr. Henry Lewis and other governors. Lord Kenyon distributed the prizes, and after congratulating Miss Mason (the headmistress) on the satisfactory progress, expressed the hope that more entrance scholarships wouid be fonthcoming in the future. He thoroughly endorsed Miss Mason s observations on the importance of home training and its influence on the formation of character. Speaking of the wide range of occu- pations open to women, Lord Konyon instanced gardening as one which women were in many respects peculiarly well fitted for, not of course for the heavy work of digging, but in the planning and arrangement of a garden.. in which respect he would far rather depend on the natural instinct and taste of a woman than on that of a meio man. (Laughter.) In these days, when girls took part in all the 'games almost in which bOys took part. it might a' ar there was som"?, danger of their losing one of woman's greatest charms, woman- liness. (Hear, hear.) He did not mean that a woman should be affected or put on airs and graces, but he did think that. the one thing in a woman which was of value was sympathy, natural- ness, kindness and gentleness. He could assure the girls that those were the qualities^ which all men most admired in women. (Laughter and ap- plause.) In the newspaper advertisements the word "lady" was so, often used that he was afraid the word "woman" was going out of date. which he thought was a pity. a s i, (Hear, hear.) There was nothing discourteous in oalling a woman a woman. while there was something a bit fine—(ladyish)—in calling her a lady. (Hear, hear.) There were some people who thought that the natural attribute. of "ladies" and "gentlemen" w:s idleness. But that. was quite a wrong view. (Hear hear. ) Work was essential to a healthy and happy life, even among ladies and gentlemen, and he advised the girls present, when they left the. school to take part in the world's life, to make work the keynote of their lives, for there was nothing but refining value in work. Discussing the question of reading, Lord Kenyon said that personally he read an enormous number of novels (Laughter.) He liked nove ls, but lie liked no novels so well as these of Scott- (hear, hear)—and he strongly advised the girls if they road novels at. all to read novels of that character, th3 old-fash oned chivalry of which seemed to do one good. (Hear.. hear.) In con- clusion. after wishing success to the school and to the girls. Lord- Kenyon said he only wished he was of teir age once again, because he thought he had enjoyed every day of his life ever since he remembered anything at all. Let them meet all the tioiioles of life which were sure to come courageously, and look forward with hope- to the future. and to the. future beyond that. (Loud applause.)

I LEAD MINING IN FLINTSHIRE. NEW ELECTRIC DRESSING PLANT AT I RHOSESMOR. I The completion some five years ago of the great drainage tunnel in the Halkyn Mountain, which lies between the London and North- Western Railway Company's main line on the coast and the Mold and Denbigh line, permitted, says the "Manchester Guardian," a renewal of lead mining in the heart of the mountain which had for thirty years previous been suspended owing to the great quantity of water in the work- mgii. At tho head of a cliarrning wooded dingle about a mile above Flint. the water from the drainage area of the tunnel now emerges, and what was fornieiv a tiny streamlet, issuing from the dingle is a large brook continuously in flood. The East Halkyn Mining Company., Ltd., the owners of a mine in the neighbourhood of Moel y Gaer, one of the most in-tercstitig of a series of British camps in Flintshire and Denbighshire, drain their workings into the Halkyn tunnel. A few years ago they acquired another mine half a mile distant in a south-easterly direction. This was tho once-noted Rlio.-ec-mor mine, the shaft of which is situted just across the village green, at about 400 feet above sea level. It had been closed for thirty years, but the Drainage Company drove a level into its workings and drew off the water. The purchasers began ,operation. and entrusted the management to Captain Powell, an old, well-tried expert. For a long time the workmen burrowed industriously at a depth of 180 yards, and on March 7. 1902-a memorable day for the company and their em- ployes—they were rewarded by the discovery, 600 yards from the shaft, of a great deposit of ore. The lode, denominated the Powell lode alter its discoverer, was found to lie at a right angle with the tunnel, and it has now been explored for 500 yards. In the two years which have elapsed up- wards of 3,500 tons of ore have been raised from the Powell lode and dressed in the primitive manner in vogue before the mine was allowed to become derelict thirty years ago. The directors, having thus satisfied themselves that there was work for a modern plant to do, decided, on the advice of their chairman and vice- chairman, Mr. W. F. Mason, of Manchester and Llandudno, and Mr. W. M. Roberts, of Chester. that the very latest machinery should be pro- N-ided, and that it should be driven by electricity. There has accordingly been installed and brought into use an electric power ore-dressing apparatus unequalled in North Wales in completeness and magnitude. For the actual getting of the ore pneumatic drills are used, and it is raised to the surface by the ordinary winding apparatus. It is then treated by the electrical plant. The loaded trucks or corves are hauled by a chain pulley driven by an electric motor up an incline to the topmost etorey of a substantially built shed, which has been specially designed to meet the high wind pressures experienced on its lofty site. The contents arc tipped upon a grating, which separates the lumps of rock containing ore from the smaller particles. All the lumps slide down into a hopper, which feeds them into a stone crusher, and thence the material joins that which it was necessary to break up in this way, and the whole passes between rollers, which reduce it to a powder. Then the powder, mixed with water, passes into the jiggers, which are troughs to which a rapid succession of upward jerks is given. While in the jigger, a constant stream of water is passed over the ore, and the result of the com- bined agitation and washing is that the particles of lead sink, by their weight, down to the gauze at the bottom of the trough, while the lighter sub- stances are washed away. The process also separ- ates and deposits in a compartment different from that in which the lead is left the "blende" or zinc sulphide also found in the lode. All the metallic ores contained in the crushed rock that may be called palpable and visible are thus extracted, but there remains what is called "slime," or mud, which, held in a kind of me- chanical solution in the water coming from the machines, still contains a certain amount of metal. This is treated upon the new "vanning table" patented by Mr. Green, of Aberystwyth. The table has imparted to it an upward forward throw which works the slime rapidly along the table, and instead of the heaviest particles being encouraged to fall to the bottom, as in the case of the jigger, they are made to jump further along the table than the lighter particles. Though almost invisible, the leaden mites are true to the law of gravitation, and the apparently wonderful feat is accomplished of delivering them into a receptacle at the end of the table, while in another receptacle the correspondingly minute morsels of "blende" are collected. The fluid. by an ingenious system of launders and pumps, is passed several times along tho table, and in that way every bit of metallic substance is concentrated. Four of these tables are installed, and in addition to the slimes from the ore to be worked a great quantity of mud from the tip will be passed over them, as it contains valuable constituents which the com- pany could not before extract with the plant at their disposal. A complete system of elevators and conduits for the ore from the mills to the jiggers and from the jiggers to the vanning tables has been pro- vided, reducing the labour of handling to a minimum. There are altogether ten powerful electric motors driving the pumps, the elevators, and the other machinery. The powerful three-throw pumps are placed under the same roof as the steam generators, the object being to reduce the risk of accident or delay from frost in the winter months. Water in considerable quan- tity is an essential for lead dressing, and at the top of a hill like Rhosesmor water from the sur- face is unobtainable in very dry summer weather. The supply from two small lakes is ample during the remainder of the year. Electrically driven pumps have therefore been provided for raising from the working of the mine the water which will be required during the time of summer drought, when otherwise the operations would be brought to a standstill. The water in the mine, except that which will be raised, gravitates into the tunnel of the Halkyn Drainage Company. The company will shortlv cause a tunnel to be formed to connect the Rhosesmor mine with the East Halkyn, and then all the ore obtained in the latter will be raised up the Rhosesmor shaft, and dealt with by the new dressing plant.

SCENE AT RHYL COUNCIL. I At the monthly meeting of the Rhyl Urban District Council on Monday, Mr. J. H. Ellis, in moving that a minute of the General Purposes Committee with reference to bye-laws for the control of the foreshore be sent back, referred to the four gentlemen who were present at the com- mittee meeting as "a mediocre and sanctimonious quartette." The Chairman called upon Mr. Ellis to withdraw these offensive terms. Air. J. H. Ellis did withdraw the term "medi- ocre" and substituted the expression" highly intelligent. Mr. A. Lewis Jones protested against the in- sinuation. Really, when Mr. Eilis made these remarks it was difficult to teil whether he was sane or sober. He (Air. Lewis Jones) did not think Air. Ellis understood one half of the epithets he had used that afternoon. The Chairman said Air. Leu is Jones had not improved his position by that remark. He must ask him to withdraw the words sane or sober. Mr. Lewis Jones: I ask Mr. Ellis to withdraw the word "sanctimonious." He is continually in- dulging in personalities, all aimed at me. Mr. Ellis: When have I done so to-day? The Chairman: To suggest that a man is neither sane nor sober is very offensive. Mr. Lewis Jones said he would withdraw in deference to the chairman. Mr. Ellis: I do not want a withdrawal of that kind. If Mr. Lewis Jones alleges for a moment that I am guilty of either of the offences he ought either to withdraw unreservedly or prove what he says. LATE CAPT. GRIFFITH-BOSCAWEN. I PROPOSED MEMORIAL. A public meeting. convened by the Vicar (the Rev. E. Charley), was held at the Rc ssett National Schools on Monday evening for the purpose of taking into consideration the best means of es- tablishing a Iccal memorial to perpetuate- the memory of the late Captain Griffiih-Boscawen. A fair attendance included th.9 Vicar (who was in the chair), Mr. G. R. Sandbach, Mr. J. W. Summers, Mr. J. T. Binning. Mr. T. A. Beckett (Chester), Alessrs. E. Babb, J. Cunnah. Ci arles Davies, J. Hastings. Edward Jones, J. Vaughan Jones, W. Lewis, T. Lewis, Philip Parry, R. Randies, J. Randies, S. Parry, W. P. Wilkes, E. Woolrich, etc. The Chairman, in opening the proceedings, spoke of the desirability of having a local memorial of the late Captain, who for so many years was so closely identified with the public life of the district. Among the various schemes suggested as suitable were, he said, the comple- tion of the church tower, a peal of bells, a. stained- glass window, or a village hall with inst,itute which was greatly needed in the parish. He had received letters of apology for non-attendance from Major Leadbetter, Mr. J. H. Foster and Mr. E. B. Samuel. Mr. J. T. Binning spoke of the great interest the late Captain Boscawen took in church affairs in particular, and thought that something erected in the church would bj most suitable. Mr. J. W. Summers thought it would be better to place the form of the memorial upon a broader basis so that Nonconformists would have no ob- jection in subscribing. Mr. Hastings desired to see a village institulie erected. The Chairman said that a public hall or in- stitute was greatly needed. Mr. Babb observed that an institute would cost at least £ 400, and the amount already subscribed towards a county memorial only reached about J3500. After a long discussion it was decided to appeal for subscriptions on behalf of either a stained- glass window, a lectern, or a memorial tablet to be placed in the parish church. A representative oommittee was formed with the Vicar as treasurer and Mr. Babb as secre- tary. Collectors were also appcinted to solicit subscriptions. The proceedings terminated with a vote of thanks to. the chairman for presiding, proposed by Mr. J. T. Binning and seconded by Mr. W. Lewis.

WELSH NATIONAL MUSEUM. I ♦ OFFER OF CARNARVON CASTT/R "The Times" publishes the following from a Welsh c.orrespondent: -By the courtesy of the Constable of Carnarvon Castle. Sir John Puieston, the Corporation of the town have been enabled to offer the Oastle to the future trustees of the Welsh National Museum as a home for the insti- tution. As doubts were exprossod in oertain quarters as to the adaptability of the Castle for such a purpose, the Corporation consulted Air. Walter Thomas, president of the Society oi Archi- tects, and Dr. Forbes, director of museums to the Corporation of Liverpool, who have now reported upon the proposal. Air. Walter Thomas wrote to the Mayor and Corporation as follows:—"In ac- cordance with your request I have made a thoiough survey and examination of Canivr-voii Castle and its ten towers with a view to advising you as to the practicability of housing within its walls the National Museum of Wales. In my opinion the idea is an excellent one, the Castle being, in itself, perhaps the most interesting ob- ject, from an historical and antiquarian point of view. in the Principality, and the setting it would afford to the exhibits would be unrivalled in any ancient or modern institution of this character. The towers contain some very spacious chambers. and from the corbels, reoesses and other indica- tions it is easy to form an accurate idea of the construction of the original Boors and roofs, and if these were reconstructed a very excellent gioup of rooms would result—somewhat isolated, it is true, but, for this very reason lending themselves to the more thorough and scientific classification of the exhibits. The lighting difficulty could be overcome by making the roots altogether of glass and treating the upper floors as galleries.. leaving a large space in the centre of each for acoess of light to the lower rooms. Great care would have to be exercised to keep the work of restoration free from any taint of vandalism; there should not be the slightest interference with the ancient fabric, and the restoration should be carried out as faithfully as possible on the lines of the original structure. In the ten toweis it would be possible to construct at least 20 rooms, the largest having an area of about 700 square feet and the smallest an area. of about 270 square feet (the average area being about 500 square feet). Thomas, after having examined the plans indje-ating tOO accom- modation whic-h. the Castle would provide for museum puiposes, said. in the course of his letter:—"From my point of view as a museum curator, I am able to say that I am convinced that the various tower rooms, from their form and dimensions, will each afford ample floor space for the perfect display, with much artistic effect. of a large series of objects. The side windows already existing, with a good lantern-roof (as you suggest)., ought to make the lighting of the cham- bers ideally perfect. The suggestion has been made that, if the Castle be selected as the Museum site, its immediate surroundings could, at a comparatively small expense, be restored to their original form.

SUCCESSFL L FOREIGN RIVALRY. There were oeitain broad trade developments which indicated that it would be absolutely neces- sary for this country to change her poeit.on. First of all was the bioad oons-ideranoci, which no Free Trader would dispute, that trie chief manu- facturing nations of the worJd. except ourselves, had puisued a policy different rrom ours, and had. without exception, developed thear own manufac- turing trades by keeping out the manufactures, of other countries, especially England. Coupled with that came tiie consideration tnat our Coiomet had in the exuberance of their full energy begun to pursue the same policy. They, too. were develop- ing upon the lines of inc:easmg their own manu- facturing prosperity. And at this juiictuie.. when we had failed to reduce foreign tariffs by our method of free imports, our Co.omes were coming to us and saying that the markets wiuch were being closed to us by the universal action of foreign countries would be opened to us in our own Colonies by means of a preference which they wanted to establish with us. (Applause.) He had made a. considerable study of tiie Blue Books containing the reports issued by the repre- sentatives of this counry abroad upon the open- ings of British trade in foieign markets. He found running through all those reports year by year new instances of certain British industries which suffered from the imposition of foreign tariffs, and a universal comp,airil by our Consuls that they were constantly being asked questions by British traders how they could buy foreign goods. This universal testimony ought to be considered by this country, and, if possible remedied. GERMANY'S NEW MOVE. A great development was going to take place on the part of our great manufacturing rivals on the Continent. Since 1899 a body of men representing all the best intellect of Germany had been sitting for the purpose of framing a tariff to develop German trade. They looked at other countries— their rivals, of whom England was the foremObir- and a-ld. We must make those goods at home which England now makes for us." At this moment we were face to face with a new German tariff, which would come into operation by about t ff, w, I February next year, and it was so framed as to promote German prosperity in manufacturing industries, and in the end hit England most of all. Let them take machinery, for example. Whereas the old duties upon machinery varied from J350 to JE30 on every L100 worth of .goods going into tlie country (which was bad enough), the new duties would vary from E35 to £ 1,000 on every £100 worth of imported goods. Upon the finished cotton goods and other stuffs which were made into clothing the duties were to be in- creased by this new tariff by something like 66 per cent, on the average. The competition was bad enough already, and if the new tariff had to be met, cutting away profits altogether, it was a very serious position which British manufacturers and workmen had to face. The supposed advan- tage of the Alorit Favoured Nation Clause in respect to our exported goods was illusory. We had not only to deal with old tariffs, but with increasing tariffs. It was going to be more diffi- cult for us to manufacture goods. Our foreign rivals had killed our trade in many departments, I and when they had killed our trade in one de- partment they did not stop, but said. We have been able to ruin one trade; we will proceed to ruin another for our own profit." Let us re- member that while other countries in their treaties with each other were getting the benefit of their Most. Favoured Nation Clauscs," which we did not get. there came to us the offer from the Colonies of a "Alost Favoured Nation Clauge" which was of advantage to us. (Applause.) That was the question which really dominated the situation. After pointing out that the immediate effect of the institution of preferential tariffs between foreign countries and their colonies was a largely increased trade. Lord Ridley asked whether England, which had acquired South Africa as the Yankees acquired Cuba, was going to allow the German, the Frenchman and the Yankee to sell in those Colonial markets on the same terms as we who had fought and bled for it He knew this was not a question which we could settle in a moment; but we had to look ahead. For England to fight the rest of the world was different. than for the Empire to fight the rest of the world. (Applause.) While other nations de- veloped their empires we must develop ours. He was confident that such a system as Mr. Chamber- lain had proposed could be framed to increase our trade with our Colonies, and consequently too, in- crease employment, and to increase the prestige and the power of the Empire from a closer union with the Colonies, and that instead of increasing the cost of living, it would eventually reduce the cost to the poorer classes of this country. (Ap- plause.! Air. J. H. Welsford, who was received with hearty applause. said the only reason why he consented to stand before the electors as the ,?.?(?,).W candidate at the next electiQn was the importance which he attached to the great ques- ] tion of tariff reform Upon every occasion he had urged upon his hearers that this was the MOST MOMENTOUS I question that had ever been placed before the electors of any country in the world. He did not come to Crewe to deal with this question because he was a pessimist. On the oontrarv, he was optimistic of what this Empire could be if we adopted the methods advocated by Lord Ridley. He was pess imistic of what the future of this Empire might be if we went on for another ten years with the method of free imports. (Hear. hear.) Prooeeding, Mr. Welsford characterised our system of taxation as an absurdity. It had been the method of this country to raise revenue ( by taxing all the things we used that we did not produce. This system was absolutely different Irom that observed by any other civilised nation, and it was time it was altered. As a business man, he was convinced, after careful thought, that any article we taxed, of which at least one-third was admitted free or produced in our own country free, the seller wouid in almost every case pay the tax. The proposals of tariff reform had met. with a bitter and unreasoning opposition on the part oi people who had not taken the trouble to consider them intelligently. The proposal of a 2ii.: tax on foreign wheat meant that to every household which consumed eight. loaves of bread the cost of living would be raised precisely, from 2d. to 2d. per week, provided we paid tire whoie of the tax. He had a higher opinion of nis tehow-men than to believe that. they attached more importance to the price of two pints of beer a week than to that of the Empire. But he believed, as a business man, that the foreigner would pay the tax. He had yet to find a place where they sold free food, for food was already taxed to the extent 01 thirteen and a half million. If we did have to pa.y that tax on foreign wheat, we V. OLIld pay it into our own pockets, so that it would be tlie.e w be applied for tlie reduction of existing taxation. He was convinced that the Protection of orden times was dead, and the system, of five imports was almost as dead. (Ap- plause.) Expen-enue and history taught us that in the earlier stages of its life a nation required seme form of Protection to develop it. At a later stage in it. history it lequired a change to F;ee Trade. beca.use> it was necessary in the de- velopment of a nation or a man that there should not be apathy. But they would find that a nation en-eni-uaky lequired changes to suit the alteration, in tne prog:ess of the- country, with the object oi retaining enterprise and capital in the country. Englanct must ioster industry and employment if sue was to retain her old position. Last year we imported into this country £ 12.000.003 worth of stDe.i, mery pound of which could have been produced in England. This meant that- we made a pi-esent to foreign workmen of ;Lo,WJ,OW of wages. Could wa aifoid to oil doing this? He- was forced to three IMPORTANT CONCLUSIONS. One was that the prosperity of England up to the early serventies was in no way dependent upon the introduction of Free Trade, but upon the lead we took in the development of the steam engine and the impetus which our industrial centres received by railway communication. He wat convinced that a tax of 2: or any moderate tax, upon fo. ergn wheat would in. no way increase the cost of living. Ii they wished to reduce the price of any esssential article the surest way was to in- crease the area of its production. (Applause.) A stiii more important conclusion he had come to was that we could produce more cheaply in a Protected country than 111 a country which was worked under a system of tree imports. Referring to the attitude of the opponents oi tariff reform, Mr. Welsford said it seenwxi to him tnat the Op- position appealed to the basest and the most selfish instincts ot tlie man. and women of this country. They also lost sight of two important factors— the great growth of foreign industry m our mar- kets and the effect which elementary education had had upon the manners of the people in modem politics. Mr. Chamberlain's proposals had been ill-considered by the Opposition^ and their deduc- tions and conclusions were illogical. Mr, Weis- iord peooeeded to criticise the attitude of Sir John Brunner upon the Fiscal question. He pointed out that some years ago Sir John Brun- i-er, or the firm of which he was the head, went behind the foreign tariffs by establishing works in foreign countries Wliat was the good of Sir John Brimner telling the electors of the Crewe Division to go on as they were m regard to our Fiscal ari-angemeiite in iaco of the fact that. he had taken his industries behind the tariff wails of other countries, and made his wealth from a patent, and from foreign industry and foreign mar- kets. (Hear, hear ) Cbnciudmg, Mr. Welsford said he was confident that, when the history of this Fiseai campaign came to be written, the superb loyalty of Air. Chamberlain and his fol- lowers to the Government would be shewn to have boon unequalled in the: annals of any politi- cal campaign. (Appiivuse.) Mr. David Alclver, ALP., said that though & Free Trader in his younger days, his experience as a business man who had visited foreign coun- tries had brought him to hold opinions exceedingly like those which Air. Chamberlain put before the country to-day. He would even go a little fur- thm- than Mr. Chamberlain. He believed the foreigner could be made to pay a good deal of the taxation we had to pay in this country, and a. good deal of the money might be applied to the reduction of the rates in agriculture. When a business man told him he was in favour of .Free. Trade, either he did not believe him or he looked behind and saw what the man's own private in- terests were. Speaking generally, they oould find private interests behind the business man who be- lieved in Free Trade, and they could find private interests among the business men who believed in tariff reform. His own interests as an ocean car- rier were indentical with the interests of the workingmen of this country., because anything that increased the export trade of this country must be for the advantage of the shipowner who carried those exports. He noticed from a London newspaper the principal subscribers to the Free Trade fund of the Liberal party were Sir John R,nn"JI" ARVD Mr YV TT T.f vf.r w ho each frave i 2 555- JE2 500. He could not help asking himself whether if Mr. Lever was not. as he realry was. a soap manufacturer in Boston (U.S.A.), in Switzerland, and Rotterdam, and in other parte of the world, and had to export his wa.re.s from. this country to foreign countries against hostile tariffs, whether he would be quite aa enthusiastic in the cause of Free Trade as he waa that day. (Hear, hear.) The existing sy3tem evidently suited both Sir John Brunner and Mr. W. H. Lever down to the ground, for they enjoyed the advantages of pro- tected industry in those great countries where they carried on works. It was quite a mistake to re- gard them as British manuiaoturers only. There were other questions of great import to the coun- try as well as tariff reform, which would be more saiely entrusted to the hands of the present Government than to the one which might suc- ceed it. The terrible war in the Far East we hoped might soon oorne to a. close, and questions would then arise which made it advisable that our Foreign Secretaryship should remain in the strong and experienced hands of Lord Lansdowne. On the motion of Mr. J. Furbur. the following resolution was carried-:—"Thai this meeting is. of opinion that the time has arrived for a reform of our Fiscal system, not only by the methods of retaliation suggested by the Prime Alinister. but particularly through the medium of preferential arrangements between the Colonies and the Mother-country, with a view of strengthening by a commercial union the present ties, in ordar to more closely unite the British Empire."
