ALTERATION in the BOUNDARY of the EDDISBURY PETTY SESSIONAL DIVI- SION by constituting the above-named Parishes into a separate Petty Sessional Division. TV] OTICE IS HEREBY GIVEN that a State- JLl ment, of which the following is a copy, was pursuant to the directions in the Statutes in that behalf laid before the Court of General Quarter Sessions of the Peace, holden at Knutsford, in and for the County of Chester, on Monday, the 3rd day of April, 1905, viz. To THE CLERK OF THE PEACE. We, the undersigned, being Justices of the Peace for the County of Chester, usually acting for the Frodsham Section of the Eddisbury Division of the said County, are strongly of opinion that the said Section should be created a separate Petty Sessional Division for the following reasons :— The Section comprises the Parishes of Frodsham Township, Frodsham Lordship, Newton-by-Frod- sham, Helsby, Alvanley, and Dunham-on-the-Hill. These Parishes, according to the last Census, con- tained a population of 6,434. The population of both the Frodsham Parishes and of Helsby is rapidly increasing. The Wire works at Helsby, and the Stone quarries there have introduced a manufacturing element which is leading to a con- siderab le addition to the artizan class ot population and the putting in force of the provisions of the Factory Acts and other Statutes relating to mechanical industries. The number of cases dealt with in the Frodsham Court was :-in 1901, 227; in 1902, 288; and in 1903, 253. The Parishes in the Frodsham Section lie along the Railway and Main Roads from Chester to Liverpool and Warrington, and the Court at Frodsham is the most convenient centre for hearing of cases. Oakmere, where the Petty Sessional Court for the whole Division is held, and where all Licenses under the Intoxicating Liquor Laws are granted and transferred, is 7 miles from Frodsham Station, and still further from Helsby and some other parts of the Section. The only means of access to Oakmere is by a very hilly country road. There are 2G Licensed houses in the Frodsham Section. The Annual Licensing Sessions are adjourned iroin Oakmere to Frodsham to deal with these, but all Transfers during the year have to be dealt with at Oakmere, necessitating great loss of time and expense to the various parties concerned in leaving the District where they are known and travelling to one where they are comparative strangers. The question of licences should be dealt with by the Justices having an intimate knowledge of the locality, and not by Justices from distant parts of the County sitting seven miles away. There is a fully equipped Court House and Police Station at Frodsham, and every facility for conducting the work of a Petty Sessional Division. Dated this 27th day of December, 1904. ALFRED THOMAS.
