THE BATTLE. The adoption of Mr. Yerburgh as the Unionist candidate for Chester on Thursday evening may be taken as a declaration of war. The meeting was a gathering of workers, hastily convened, for the purpose of setting the ball rolling by the adoption of the candidate, but the enthusiasm displayed proved that the party are in good fighting trim and full of life and spirit. The question naturally arises why Mr. Yerburgh, after an unbroken representation of the city for almost twenty years, should be opposed now, and we believe the member hit the nail on the head, when he gave the explanation that it was because the Radicals fancied there was a split in the Unionist camp on Fiscal reform. Had it not been for this idea in the minds of the Radical leaders, Mr. Yerburgh would have had a walk-over, as in 1895. Those who attended Thursday night's meet- ing and those who are in touch with the Unionist party locally know that there is no split. A difference of opinion certainly exists as to how far Tariff reform should be pushed at the present moment, but as Mr. Bal- four pointed out the other day, this difference of opinion has existed in the Conservative party for sixty years, and it is a point upon which all Unionists agree to differ. There have been always an advanced wing and a moderate wing of the Conservative party on this question of Free Trade, and the party have been none the worse for it. Mr. Yerburgh maintains the same position on this matter as he enunciated two years ago. He is a loyal follower of Mr. Balfour. He emphatically declared himself against all forms of food taxation. To the superficial observer, who does not take the trouble to go deeply into political problems, it may appear that there is no difference between Mr. Balfour's Free Trade and Cobdenite Free Trade. No one who listened to Mr. Yerburgh's lucid exposition of the matter, however, can remain in any doubt. There is a world of difference be- tween the two policies. Mr. Balfour would move with extreme caution, but he desires the power to retaliate upon foreign nations which may be injuring this or that British I industry. He does not believe in taking it lying down." When a foreign rival draws a revolver on us, Mr. Balfour believes in I having a weapon handy for self defence. The meek and mild Cobdenite, however, will countenance no such measures of self- preservation. To him Free Trade, as be is j pleased to misname it, is a sacred thing, the I Ark of the Covenant. Whatever betides, whoever stands or falls, the Cobdenite article of faith, ''Thou shaft not retaliate," must be I preserved. The Cobdenite has made the I mistake of confusing politics with religion, and has elevated Cobden to the rank of a deity. It is all very well for the believers  in this or that form of religion to content themselves with "simple faith," but faith with- I out knowledge and without reason is fatal in I politics. Unless Cobdenism can justify itself by facts and arguments at the present day, I it is fit only for the scrap heap, be the idol never so well polished and attractive in appearance. It is a false god, therefore I must perish. I Mr. Yerburgh follows Mr. Balfour in his scheme of retaliation and in his proposal for a Colonial conference. As Mr. Churton put it, the Fiscal reformers in the party agree I with Mr. Yerburgh on nine points out of. teu, j c of supreme folly to throw him over for a candidate with whom they disagree in toto, on ten points out of 1. ten 1 The actual situation is even stronger than Mr. Churton described. On all points of general policy, say nine out of ten, the advanced Tariff reformers are in full agree- ment with Mr. Yerburgh. The only debate- able matter is the Fiscal question, and upon that question Mr. Yerburgh and the ardent Tariff reformers go three quarters of the way together. The result is that upon nine and three quarter points out of a total of ten Mr. Yerburgh and his supporters are abso- lutely agreed. Where, therefore, would be the wisdom of quarrelling over a fraction of a point, which is insignificant in comparison with the vast interests of Imperial and domestic policy involved in the Unionist programme Having thus cleared the air, and made his position on the Fiscal question once more plain to the slowest apprehension, Mr. Yerburgh gave a rough sketch of the Unionist achievements in the past and their programme for the future. In the forefront he metioned Home Rule, which has been dug out of the grave by the present Prime Minister, at the bidding oi his Irish task- masters, the Nationalists. Cestrians would do well to remember that it was upon this very question of Home Rule that Mr. Yerburgh was placed in Parliament first, in 1886. The electorate of Chester felt so deeply upon this proposal to cut Ireland adrift that they dismissed their former Radical representative, Dr. Foster, and installed Mr. Yerburgh in his place, where he has remained without interruption ever since. At that time all that was best in the old Liberal party rallied to Mr. Yerburgh as the preserver of the unity of the Empire, and we have no doubt all the moderate and cautious members of the Radical party will support .Mr. Yerburgh at the poll in January, on this -fundamental question of maintaining the -Union with Ireland. It is simply throwing dust in the eyes of the electors to pretend that the Radical programme is a milk and water form of local self-government for Ireland. We have it on the authority of the present Prime Minister that he encourages the Nationalists to strive for Home Rule, which to them means separation, and that if they cannot carry the entire scheme, they should accept so much on account as an instalment of the "larger policy." If there were no other issue in the field at the present moment, Mr. Yecburgh might appeal with confidence to the .electors of Chester on this Home Rule matter alone, and would not appeal in vain. One word to the Unionists at the opening of the campaign. The fight will not be won by attending meetings and laying new hats on the sitting member. Work is wanted, canvassing and organisation. No time must be lost, and we feel sure we shall not underestimate the patriotism and loyalty of the Unionists as a body when we ask them to bestir themselves during the next few weeks, to ensure Mr. Yerburgh's triumphant return once more, with an increased majority.

LOCAL & GENERAL NOTES. J The Radical party in Chester have done that absurd; thing which we- bad half anticipated. This week they have- "adopted" Mr. Mond as their candidate for a second- time during the- present campaign. We have it ort the authority of tho "Times" that at a meeting of the Liberal Three Hundred, on Tuesday evening, Mr. Alfred Mond was "adopted as Liberal candidate for Chester," and the inspired paragraph added, "Mr. Mond is a strong Free Trader and a Home Ruler. If there bo any virtue in adoption, what. earthly reason can the Radicals have- for going through the solemn ceremonial a second time? The roaeon, of course, as we have shewn before, is that the Radicals found, when they adopted Mr. Mond two and a half years ago, that they had committed an egregious Dlunder. because the moment a candidate is "adopted" his election expenses, which are rigidly limited by law, com- mence to count. Mr. Mond may possess the wealth of Croesus, but he durst not spend a penny more than the Act of Parliament allows, and the statute is not too liberal in its allowance- either. Had Mr. Mond lived a hundred years ago, before any nasty Corrupt Practices Act was dreamt of, ho could have spent thousands of pounds in the prosecu- tion- of his candidature, but a wise law now de- crees that seats in Parliament cannot be bought in that way. The pickle in which Mr. Mond finds himself may result in this, that he has epeait already a. goodly sum in his candidature, and that before the polling day his allowance will run out, if he has- not over-run the constable by this time. The farce of "adopting" Mr. Mond this w'eek again is seemingly a flimsy attempt to whitewash him in the eye of the law, and to let him begin counting his election expenses "de iiovo." Needless to say, this is too clumsy an act to escape the consequences of premature adoption, and it is surprising Mr. Mond's sup- porters should have lent themselves to it.. Of Mfl. Mond's original adoption there can be no possible shadow of doubt. In the Delphic oracle of local Radicalism we read that on the 27th July, 1903, at a meeting of the Liberal Three Hundred, at the Liberal Club in this city, the following proposition was made:- "That this meeting of the Liberal Throe Hundred, having heard Mr. Mond's ad- dreas, hereby formally adopts him as their candi- date, and while recommending him to the elec- tors at large as a fit and proper person to repre- sent the city of Chester, pledges itself to do every- thing in its power to return him as member of Parliament for Chester at the next election." If ever there was a case of .definite, formal adoptioo., here it is in black and white. We must not be taken as associating- with the gram- matical blunders that will be found in the fore- going resolution, but our intelligent readers probably will agree with us in thinking that this confusion of the plural and the singular all through the long sentence rather affords cor- roborative evidence of its genuineness. This proposition was made by Mr. R. H. Lance- ley, was seconded by Mr. Donald .Sullivan, sup- ported by Mr. John Griffiths, Dr. 'Stolterfoth and Mr T. Mills. "The resolution," our contem- porary adds, "on being put, was carried unani- mously and by acclamation. Mr. Mond was then re-called into the room, and informed by the Chai.-rnaii tha, he had: been adopted- Unless Mr. Mond is prepared to libel his organ in the Press, by describing the whole report as a malicious concoction, it is difficult to show he is sro ng to get out of the entanglement Politics are not tlie same as child's play, where one can say one did not really mean a certain thirtg. It Y/iil scarcely serve now for those leaders of Radicalism in the city to say that this solemn and clumsy resolution; was intended only in a Pick- wickian sense. The. law does not recognise Mr. Pickwick and his ideas of humour. We leave Mr. Mond and his friends to wriggle out of the diffi- culty as best they may, but. they have to thank this journal for giving them timely warning of the grave risks they are running in the matter of clectioin expenses. The Radicals are fond of calling the Unionists the party of muddle, but here is a pretty kettle of fish over such a simple business matter as the adoption of a candidate, Nothing infuriates the Chester Radicals more than to lemind them of the antecedents of their candidate, Mr. Mond Last week we recalled to the public that Mr. Mond, as the pro-Boer candi- date for South Salford, at the last, General E'cc- t'on, was defeated by the thumping majority of 1,227 votes. Before Mr. Mond's advent, South Salford had been a rather shaky constituency. At the 1885 election the Radicals held the seat with a majority of 55 votes. Next year the Unionists ril 1892o how- ever, the Uniomst majority dwindled to 57, and in 1895 Sir H. H. Howarth was able to retam the seat for the same party by a. bare margin of only 74 votes. Then, in 1900, appeared Mr. Mond on the scene, and the electors of South Salford ex- pressed their opinion of his qualifications as a candidate by increasing the Unionist majority to 1,227. This being the record of Mr. Mond's election- eering performances, it passes the wit of man to understand how the .Chester Radical party can profess to believe that tho candidate who con- verted. South Salford from a wavering constitu- ency into a Unionist fortress should be likely to defeat Mr. Yerburgh, who has won and kept the Chester seat with steadily increasing majorities Because we recalled Mr. Mond's disastrous elec- tioneering experience, Mr. Milk at Handbridge accused us of Hooliganism. That Mr. Mond was a pro-Boer at the South Salford election there can be no doubt in the minds of those who re- member the circumstances. For all we know to the contrary, he is a pro-Boer still, for we have not. heard of his public repentance. If Mr. Mond is aslhamed of the part he played in the South Sal- ford election as a supporter of the pro-Boer policy and as a humble adherent of the states- man who described the warfare canicd on by British soldiers as "methods of barbarism," why does lie not come forward frankly and avow his error? Mr. Lancaley evidently has no gratitude for benefits hitherto given. It is nothing to him that the King's School has been maintained by Church of England people in the past, and that Noncon- formists have received the advantage of the edu- cation given there. Now that it is proposed to make a grant to the school he complains of tho rule which requires- the headmaster to be a mem- ber of the Church of England. But the head- master has always been a member of the Church of England, and nobody can assert that there has been the slightest attempt at proselytism. As for the question of representation which Mr. Lanoeley raised, the Tbwn Council have four out of eighteen governors, whereas the Oldfield trustees, who have given seven or eight thousand pounds to the school, have only one. The King's School and Queen's School are doing an excel- lent work, and' we feel sure: the Corporation will approve of the Education Committee's recom- mendation that a donation of JB200 00 made to each, with an annual giant of £100 also to each. Mr. Tomkinson has cabled from India, where lie has just arrived, stating that he is returning at once to England to take up his candidature- for the Crewe Di-srisiexn. This hurried ietarn rather destroys that amusing picture of complacency which was the creation of our Radical contem- porary when he set sail. Said that newspaper: "He can confidently rely on the chivalry of his constituents to re-elect him. So strong, indeed, would the feeling be in his favour that he would probably receive some hundreds of addltiofaal votes." etc. Then why is Mr. Tomkinson catch- nig the next homeward ship? He is not the man to throw away "some hundreds of additional votes." The truth is he has a fuller appreciation, of Mr. Welsford's progress than our contemporary1 pretends to have, and, like Mr. Lever, he realises the necessity of hard work and the disadvantage- of absence abroad at election time. In a character sketch of Mr. Lloyd-George in the "Daily Express," Mr. Foster Fraser says: —: Here is a. story he tells himself-with a twinkle in bis eye: He was addressing a meeting at Flint, and his chairman said: "I haff to introduce to you j the member for the Carnarvon Boroughs. He bass come here to reply to what the Bishop of St. Asaph said the other night about Welsh Disestab- lishment. In my opinion, gentlemen., the Bishop of St. Asaph is oae of the biggest liars in creashon; but he hwsshis match in Mr. Lloyd- <?* targe JPublic authorities will watch with great in- terest the arbitration proceedings which ajo in progress at Abergele concerning the improvement and staintenance of main roads within the urban area. A nice point is involved as to the liability of the County Council in respect theloof, and the Local Government Board, for wbom Col. Stroke is conducting the inquiry, will be obliged to settle an important principle in decidiog this par- ticular case. Flintshire, too, has its road di&- pute, although the circumstances are different. The point of the Flintshire problem is whether the County Council are under statutory obliga- tion to pave footpaths in an urban district An eminent counsel has given en opinion which is sufficiently wide of the mark to permit two competent lawyers to interpret it differently. The j matiesr therefore still remains a problem.

LOCAL NEWS. I The Earl and Countess of Crewe have returned to town from Crewe Hall. The Duke of Westminster has seat a donation of 9250 towards the rebuilding of the City of London Lying-in Hospital. Mrs. Yerburgh, to her very great regret, will be unable to attend any of the dances this Christmas owing to her continued indisposition. Humphrey Clifford LLoyd, son cf Col. Wilford N. LLoyd, has passed his examir-ation for a Naval Cadetship and joins at Osborne College on the 11th January. Sir Arthur Lawley, formerly Lieutenant-Governor of the Transvaal and the new Governor of Madras, is due to reach England to-day ({Saturday). He is accompanied by Lady Lawley. The Earl of Denbigh on Wednesday night dis- tributed awards at Queen's Hall, London, to the successful students at the Cusaek Institute, which had, he said, added many excellent recruits to the great worlds of commerce and of teaching. A marriage has been arranged between Cecil William Harwood Cope, eldest son of the late Lieutenant-Colonel George Harwood Cope, Deputy Chief Constable of Cheshire, and Ida. daughter of John Stogdon, some time senior assistant master of Harrow School. It is announced in the official "Reichsanzeiger" that the German Emperor has conferred upon Prince Henry of Pless the dignity of a Dukedom. Prince Henry is the oldest son of the Prince and Princess of Pless, and was born in 1861. Exactly thirty years later he married the elder daughter of Colonel and Mrs. Cornwallis-West, of Ruthin Castle, Denbigh. Princess Henry's younger sister is the present Duchess of Westminster. To the Earl of Enniskillen congratulations were due on Thursday, the sixtieth anniversary of his birth. Before succeeding his father in the House of Lords as Baron Grinstead, in the .peerage of the United Kingdom, in 1886, he sat an the House of Commons from 1880 to 1885, as the last member of Parliament for Enniskillen, the beautiful town on Lough Erne, from which his Irish title is derived. His ancestor. Sir William Cole, was the first Provost of Enniskillen after it gat its charter from James I. The Irish.efpldoai dates from 1789, and the United Kingdom barony loom the year of Waterloo. The Countess of Enniskillen has sailed froifi Marseilles for Egypt by the P. and O. Britannia. Earl Egerton and the Duchess of Buckingham have sent out invitations for a Christmas house- party at Tatton Park. RAILWAY BREAKDOWN -The train due at Bangor from Cheater at 7-15 on Moaday nisrht was delayed an hour between Aber and Sitngor, owing to the engine breaking down. CITY-ROAD WESLEY AN P. S. CHESTER SCHOONER ASHORE. — The schooner Earl of Beaconstield, of Chester, from Connah's Quay for Swansea, with bricks, stranded on the Holyhead breakwater inside the lighthouse during a heavy galeon Wednesday morning. She was assisted off by the steam lifeboat and the trawler Dartmouth, and taken safely into the Old Harbour. CAROLS AT CHESTER CATHEDRAL.—In reply to many inquiries we are requested by the Precentor to state that the selection of carols usually sung on Christmas Eve will this year be sung on Saturday afternoon, December 30th, after evensong. It is hoped that this arrangement will give an opportunity to many at a distance from Chester of hearing the carols. A short selection only will be sung on Sunday next (Christmas Eve) after the afternoon, and also after the evening service, and again on Sunday evening, the 31st. P.S.E., TEMPERANCE HALL.—The pro gramme on Saturday last was provided by the Hoole Amateur Minstrel Society. Mr. Sumpter acted as interlocutor. Among the various mem- bers of the troupe who eave well appreciated songs were—Messrs. H. Jones, F. Dickinson, D. Slater, F. and J. Sumpter, Clifford Bailey, J. Lock, and T. Jones. Mr. W. Lockley also recited ably. An amusing sketch, "A Yorkshire Lad in London," well given, concluded the programme. There was a large attendance. BISHOP AND FOOTBALL MATCH.-At the annual distribution of prizes at Colet House School, Rbyl, on Monday, the headmaster stated in his report that the school team, like the New Zealanders, had only lost one match. Speaking later on, the Bishop of St. Asaph said he was glad to hear that the school had done so well in tba respect. He thought, without boasting, that they in Wales had something to be proud of that day. (Applause.) Although getting an old man he con- fessed that his heart went out to that man a Cardiff on Saturday who tossed his hat in the air and lost it when the memorable try was scored. RAILWAY ACCIDENT AT SHOTTON.—On Thursday the City Coroner (Mr. E. Brassey) held an inquest at the Infirmary on the death of Thomas Hughes, aged 21, a shunter, employed by the Great. Central Railway Company. Mr. Cecil P. Smith appeared for deceased's relatives. —Dooeased, who was teetotal, belonged to Blacon. but had lodged for some weeks at Hawarden-terrace, Shotton, so as to be near his work. He was employed in carrying out shunt- ing operations in the early hours of Wednesday mornmg at. Hawardlen Bridge, together with Jno. M'AUister, Bidston, pilot guard, William Giller- dale, driver, and! his fireman. Between five and six in the morning deoea.s-ed unhooked some wagons Oil the main line, and his signal to proceed was seen. He was in the six-foot-way between the up and down lines. At that. moment a goods train from Chester passed, and' the driver, Arthur Francis Hardman, of Wrexham, felt a jerk on his engine. Ho pulled up as quickly as possible, and on descending- he and M'Allister found deceased 111 the six-foot with his right leg badly injured The unfortunate man- was conveyed to the Chester Infirmary, where he died about ten the same morning.—Frank Henry Pierpoint, inspector, pro- duced a plan of the railway at. the place, and ex- plained it to the jury. Deceased was not follow- ing the rules, according to which he ought to have been on the other side of the wagons to unhook.—M'Al-Listor admitted that both he and deceased broke, the regulations by being in the six-foot.—A verdict of "Accidental death" was re- turned. CHESTER AND DISTRICT TEACHERS' ASSOCIATION.—The annual meeting of the Chester and District Teachers' Association was held on Saturday afternoon at the Grosvenor Museum, Mr. G. Lodge, Christ Church Schools, presiding. The popular secretary and treasurer, Mr. Lookett, presented his annual report and balance sheet, both of which were of a very satis- factory nature, the number of members (110) and the financial position being improvements on the o" 8 year. Eight new meaabers for 1906 WeDe elected. Mr. K. Lloyd, secretary of the Benevolent and Orphan Funds and the Provident Society, also made his yearly statements in connection with these organisations. His resignation was announced, as were also the facts that Mr. Turner. Eocleston, had taken over the secretaryship of the Benevolent and Orphan Flmds. and Mr. Teare, Backford, that of the Provident Society. A number of nomina- tions and elections in connection with the N.U.T., the Cheshire County Association, and the local association took place. Mr. R. Lloyd was nominated both for the vice-presidency and treasurership of the County Association, and Mr. Barker, Saighton, was elected a representative thereon for three years. Mr. Bebbington, Pulford, was elected vice-president of the local organisation, and Mr. H. Lockett the secretaiy and treasurer. A strong and representative committee, comprising both city and county teachers, was elected to carry on the work of the Association during the coming year. (Cheens«S Apart from politics, he did not believe that their -strongest opponents would say tiaev had .anything in the way of personal feeling against Mr. Yerburgh. (Hear, hear.) It was a wry good thing to hase a popular candidate and one whom they knew, a man witum they could trust, and who was an Englishman. (Cheers.) Their opponents some- what relied on divisions m the Unionist party; there might be divisions itt some constituencies, j but he did not think there would life any division in Chester. (Cheers.) He did not like to eay much in. Mr. Yerburgh's presence that would make him blush, although Mr. Yerburgh had perhaps arrived at an age when blushes were scarce, but he did not think that anybody would say that Mr. Yerburgh ht<d not represented every party in the city. Anybody who had a grievance and had brought it before Vlr. Yerburgh had always found him gentlemanly cnzk courteous. (Cheers. ) Mr. E. I have j been told in different parts of the city that we are going to have a stifi fight. I heard it to-day from a gentleman in a very high position indeed in the Radical party. Well. it does not do co be over- confident, but I am bound to say that so far as I can observe the political situation here I can see no reason for this forecast. (Hear, hear.) Why are we to have on this occasion such a particularly stiff fight ? I can see only one reason, and it has been put before us by Mr. Churton. It is that the idea prevails in the Radical party that we are divided, that there is some question upon which our ranks are not united, and that therefore j they will be able to pierce our ranks, and effect our I overthrow. I know this, and I speak on high authority, that if there had not been the idea in j the Radical mind that there was this division among us there would have been no contest in this con- stituency. (Hear, hear.) I have been told-I am again quoting Radical authority, for I am a careful I man and always got good au thority- (laughter)- I that there would not have been a contest, so certain I were the Radicals that victory was within the grasp ¡ of the Unionist party, unless they thought the Unionist party was hopelessly divided. Hopelessly divided The great Unionist party, which has j done so much for the country and held office for twenty years, with a small break during that un- happy time for the country from 1892 to 1895--tilis ¡ Unionist party, which held office all those years was hopelessly divided. It was divided in Chester I as elsewhere because they had found some question upon they could not agree Are we divided ? (Cries of "No, no,") We !lr divided, §q we år told, upon the I_. FISCAL QUESTION. ) I have had friends coming to me and shaking their heads and saying We like you. You have been a good candidate and not a bad Member, but you know you do not go quite as far as we should like you to go upon the Fiscal question. Your views are not advanced enough for us, and. we are not quite sure you will get all the support you should get at the coming election." I have always had one answer. I have said these old Unionists may grumble a little, and may sulk in their tents, but when the trumpet sounds for battle they will all come out again as they have done before. (Loud cheers). They will say to themselves-as my old friend told me he had said to the Radical candidate the other day- I may not quite see eye to eye with the Member upon this particular question, but the whole of the Unionist policy is not summed up in one question. (Cheers). There are numberless other points which divide us from the Radical party. (Cheers). We and our Member see eye to eye on these, and why on one point out of ten points sever ourselves from him ?" (Cheers). A dear old friend of mine was asked by a member of the Radical party how could he, as a Protectionist. support Mr. Yerburgh. He replied "Yes, I am a Protectionist, and I can agree with Mr Yerburgh on nine points out of ten, and disagree with you on everything." (Laughter and cheers.) What supreme folly for any I man to sacrifice nine points for one! I believe no member of the Unionist party would do such a supremely ridiculous act. (Cheers.) Let us get a little further. I have been told I have net defined my position upon what is known as the Fiscal question. 1 thought I had defined it verv Dlainlv indeed quite two years ago at the large meeting at the Music Hall. I then said, as I say now, I was a follower of Mr. Balfour. (Loud cheers.) As far as my memory carries me, I said that I followed his policy as laid down at Sheffield, and that I was not a Protectionist. I still adhere to my position. What is Mr. Balfour's policy? Mr. Balfour, the leader of our party, the man in whom assembly l after assembly of representative Conservative Associations have declared their unabated confidence, has told us in no uncertain tone that he has a distinctive policy. There are those who say his policy is not distinctive. I say it is a clear and distinct policy. Mr. Balfour's policy is that you are not to regard Cobdenism as something so sacred that you are never to in any way attempt to question it. He t-ays Free Trade is the thing for this country, and that he himself is a Free Trader. But, he says perfectly plainly that there are occasions when it is necessary for the responsible rulers of this country to consider whether they ought not to take steps to protect some particular industry which may be threatened, not by fair means but by foul means, by foreign competitors. Do you follow me? (Cries of Yes," "yes.") There is this difference between Mr. Balfour's position and the Protec- tionist position. Mr. Balfour declares against any policy the object of which is to put up home prices at the expense of the consumers. He wants fairplay all round, and says you may find your industries attached by foreign competitors working under great advantages in such a way that your industries may be destroyed. I can conceive of such a thing. I canconceive it is perfectly possible that a country with the means and the requisite capacity and that supported by the opinion of its own subjects, might take steps in assisting its trade which might result in the crippling of your own trade by practical methods of warfare. You can conduct war oom-I mercially quite as much as with soldiers and sailors. You cAn destroy a country far more effectively by crippling its industries than by destroying its army a-nd navy. (Hear. hear.) You all know that France irecovered in a most marvellous way from her war with Germany. France had her soil occupied, Jher army destroyed, her capital taken, and had to pay a huge indemnity extracted by Germany. But in a very short time she recovered. Why ? Because abe still had her industries, which were not attacked. If you wish to destroy a country, do not content yourselves with destroying her army and: navy or seeking a portion of her territory, kill her industries and you will kill the country. If you thought your industries were being attacked in this way you would be perfectly right, and it is your duty to consider whether you could, paying due regard to other industries, take any steps to secure yourselves against foreign competition. The real genesis of the whole question is your own interests. This is a policy of oommonsense. You have not to go into the subject blindfold and say, Our industries are suffering; we must put on duties against the foreigner in order to get him to lower hia tariffs in our favour." You have to ask yourselves how any- policy you propose to undertake is going to affect yourselves. And if the country does undertake to entrust Mr. Balfour with the power to negotiate in order to secure the lowering of foreign tariffs you have to see that that power is exercised in a proper way. May I illustrate my point? I observed about two years ago in the report of the Cheshire Dairy Fam-ers Association a statement that the CHESHIRE CHEESE INDUSTRY I had been very bad; its great znarket-the Lanca- shire market—was depressed. The Cheshire cheese industry largely depends, so my informant tells me, upon the market given to it by the cotton operatives in Lancashire. I want you to follow this, because it- exactly illustrates my point. When cotton was depressed the cheese industry in Cheshire was depressed. I think I am not wrong when I say that in Chester you to some extent depend upon the prosperity of the | farming industry oJ: Cn.esá.il"c f'Yoo.") Now I have said once that I am personally opposed to any suggestion that we should put duties upon any raw material we employ in manufacturing .industries, or anything people us? in that way. In fact, for my own naft, I should prefer to see duties taken off every article of food. (Cheers.) I do not know- whether we shall ever arrive at that happy rt-ate, but locking at the condition of a great mass of peonl e in this country it would be a very good thing indeed if we could adopt a financial policy whicn would relieve food of every kind from contributing to the Exchequer. I have itold you I am against these various proposals which have been put for- ward w:th regard to the taxation of focd. We are told in turn for this we are to receive certain things from the Colonies. They will admit our manufactures on very favourable terms, and we shall make a very good bargain by the proposal the Colonies have made. I have never seen any proposal in black and white. I have seen no- thing definite. I want to know what the Colonies are prepared to offer us. It may be worth our while to acoept their proposal, and it may not be worth our while. WTiat we ought to do, and everyone ought to do, is to weloome the cajjing of this Colonial conference to thresh cut, this vfxed question as to the position between our- selves end the Colonies. (Applause.) Let them put their cards on the table as we have put our cards on the table. Let the best men from the Colonies and the best men from this country meet round a Round Table and qjgeuss the whole position, and let us know what they have to offer, and let it be put to the decision of the people to close the bargain or otherwise. The Colonies cannot hold an independent position without the Mather-oountry behind their.. We find defenoo for them in war time av- d we are the best market in the world for them in times of peace. We. ought- always to consider—and I ki ow the feeling of the Colonie.s-that they would, be the last people iill, the world to ask the Mother- country to undertake any policy to injure her. They are far too generous, and they hanc. no desire to injure- you in any way. They would- welcome an open conference with this country to discuss the question, from a business- point of view. Have I made the, position quite clear ? C'Yes.) I am- entirely in favour of a system of negotiation with foreign countries to secure tjrt-ter terms for our own manufactures and of giving the Government powers to make. their negotiation successful, and you can only do that by having the power of acting against another country, but in the exercise of such powers you must see you are not using them in any way that. is going to mime yourselves. It would be the mott supreme folly of aU for the benefit of a. particular industry to injure others, which may be. much more im- portant. Principles of this kind, in my view, in no way conflict with the principles of Free Trade. (Cheers.) Let. us examine for one moment what the position of the- Radical party is en this ques- tion. They say that they are Free Traders, and that any proposal in the direction that- Mr. Bal- four has gone—so far as I can gather from what I have read of their views in the- papers—is an attack upon Free. Trade. I say jt. re not an at- tack upon Free Trade. I say, on the contrarv, it is in order to secure Frea Trade. As far as I can gather, and I trust it will be made clear at the coming election, the Radical party are not prepared to come to the assistance of any industry, no matter how it might be attacked, by fair means or foul. (Applause.) Ycu may go to the Radical party and point out. that, inoustry after industry is being killed by unfair corn pet it ion, as the sugar industry in the West In dice was being billed by the bounty system of foreign countries, and they will not lift their little finger. They say "Free Trade- is a thing you have. got to preserve, and we will not interfere in any way, but let things take their natural course." No I matter how things suffer and are attacked by foreign competition and foreign cour/ries decide I TO KILL US COMMERCIALLY. I the Radical' party will not lift. their little finger I to help you. You see how different their posi- tion is from ours. They say our position is not a clear one. I say the two positions are absolutely distinct. One says you may bill industries hy attacking them, and the other says in- dustries may die, but great is Free Trade, and you will injure Free Trade by taking measures to help them by putting on Tariff duties. As regards the Cbkmial conference, they will not agree to ask a Colonial conference to discuss this question of any arrangement with the Colonies and India. Here is a. distinct issue to join with them on the Fiscal question. I do not want to go before my conetituents under false pretences. (Cheers.) It would mean a permanent enemy planted within sixty miles of th.9 country, and in came of foreign complications it would mean you would have to keep some portion of your Fleet in Irish waters and- probably some portion of your Army on Irish soil in order to take care that no complications ensued cn that- quar- ter. Upon your Army it has increased because, among othr things, you are giving your pr ldiers larg- pay. (Cneers.) You must hai- a larger Na.vy, and every competent authority has sa-d we must have a Navy large enough to meet any po-slble or probable combination of Foreign Powers again t us. That is accepted by everybody. Ycu cannot, decrease to any extent the expenditure upon your Navy. The Government, shewing, I t'nk, very great wisdom in taking advantage of the present situaton of our understanding with France and our alliance with Japan, ha* the opportunity was at hand to d'si-cntinue so large a building programme as they have carricd out in tho past. As a result we shall have a saving on our Navy Estimates during the ocming year under th, pro posals of the Government. The present Gcv-.m- ment will have to carry them out You may take it as an established fact that you will never be able to reduce the expenditure upcn your Navy to any great extent, because ;t i" upon your Navy that the safety of the country depends. (Hear, hear.) As to the Civil Service you will find the expenditure has gone up in all Branches, the largest increase having been upon education. Nobody proposes to decrease expenditure upon education. In these times cf severe industrial | competition, when you have so many young and active competitors in foreign cour.t1'ies strug¡;tng keenly for the supremacy of the markets of the world, and when you know that yen" suco?pa de- pends upon the educated intelligence of ycur people, is it to be supposed for a moment that this country would adopt tho SUICIDAL POLICY I of decreasing its expenditure upon education, which is really the means of furnishing its people with the weapons to enable them to mairtairt the supremacy of the country in its commercial posi- tion. (Hear, hear.) Your expenditure upon edu- cation is irather likely to increase than decrease. I do not say upcn the rates, because that would be a horrible prospect for the ratepayer. How are you going to decrea.se your expenditure? I am bound to say I cannot see In what direction this Radical Government is going to decrease the expenditure of the country btyend, it may be, effecting some slight reduction upon tho Navy Estimates as outlined by the late Govern- ment. You will say that we are all looking anxiously forward to a reduction of tax at on. The income tax is very high indeed, and, so far as I can observe, it is a tax which presses more hardly than any other tax upcn one of the- mo t deserving classes of the community. So far as I oan see there does not ap- pear to be any hope of relief from this burden to any appreciable extent. Then we shall have to face the problem of how to faee the necessary revenue to carry on the business of the country. I will not pronounce any opinion upcn that, but it is quite clear that in the future it is a question the country will have to odnsid-r and decide. For my part I never have seen any objection to raising revenue upon manufactured articles fer the purposes of the business of the country. It is one thing to put on a duty for protective pur- poses; it is entirely another" thing to put on a duty for purposes cf revenue (Hear, hear.) I say there is no necessity for us to go into this fightialf-heartediy. We can go as a united party. We can go with a splendid record behind u- dud we have to face a tioverniaent, which individually strong, collecti vely represents so mariy various opinions that it cannot positively be a Government that can endure for a great space of time. (Cheer^. It may go back in great force and ic n-av not. I thought it would at one tuue, but 1 am hyund to say that since the Prune Minister declared for Home Rule I have changed my opinion. I think bw declaration in favour of Home Rule will make a large difference in the majoUty the Liberal party will hope to get, and I doubt whether they will had themselves indepen- dent-of the support of the Irish party. (Cheers.) If they go back with such numbera that the Irish party by voting against them on any occasion can overthrow them, then the term of office will not be a very long one. I hope we shall go into this fight resolved to conquer. What you do in this borough will have a large effect all through the country. It will help Eddtsbury and it will help ottier boroughs and counties, s,4 gentlemen, make up your minds to go into this light determined to win, and return your member by at least one thousand.
