I AN AUSTRALIAN NAVY. The question of an Australian Navy, which has been d scussed from various points of view, both here ar.d in Australia, has again been revived. Ever since the conclusion of the present naval agreement between the Admiralty and the Com- monwealth: Government there has been a more or less influential parry whose aim it is to fester the 1, -L of self-help in the matter of naval defence. Captain Cress wall, the Naval Director, has now prepared a report at the, request of the Minister of Defci.ee, which has been laid on the table of the House cf Repersentatives. This authority recommends that Australia should have a. Navy consisting of thivo cru:ser destroyers, s xt-een torpedo-boat destroyers, and fifteen -tor- pedo-boats of the first and second class. It is propo^?d to spread the cost of providing this <)V. seven years, at an average cost of £330:000 per annum. The cost of the vessels is set down a-t during the seven years at £ 532,000. Upkeep would be £ 120,000 per annum in time of peace, includ ng an addition of 456 men to the permanent forces and 466 to the Naval Militia. Captain Cresswoll considers that the lack of in- telligence is a fundamental weakness to a. sea .frontier; and therefore the first vessels whioh should be procured a no four torpedo-boat- de- stroyon and four first-class torpedo-boats. The destroyers would act as the ''eyes" of the scheme of coast defence. They would compel an attack by day, thus enabling the harbour defences to be used to the greatest advantage. It is also ex- pected that they would serve to prevent the land- ing of an enemy, and, to a certa-n extent, keep the ports and coastal waters froe for commerce. Under the naval agreement the Australian j Squadron of the Royal Navy will co-operate the East Indian aDd Chilla Squadrons in. time of wai-, and it is feared in some quarters in Aus- tralia that a'single enemy era ser might escape through the lines of the general Fleet and commit depredations on the coastal towns and traffic.; unless some agency exists for their protection,

l ALLEGED BUTTER ADULTERATION. On Wednesday the hearing of the charge of selling as butter an article which contained cocoanut oil and other vegetable and animal fats, made against the firm of Messrs. Coopma.n and Young, I wns continued at the Clerkenwell Police Court. The whole of the evidence given was with the object of proving that the butter sold by Mr. Nelson to Mr. Parkinson, the Lancashire County Council inspector, was from one of the kegs ut butter supplied by one of the defendants. The Midland Railway carter who delivered some of the kegs of butter to Messrs. Steel, of Bolton, the carrier who brought the others from Messrs. Cohen, of Manchester, and Messrs. Cohen's ware- houseman, nil spoke to the- butter sold by thenu tracing its progress until it got into the handi c)f ;Mr. Nelson, the Radcliffe grocer. Mr. Thomas Jones, Messrs. Steel's manager, told .how he sent the butter to Mr. Nelson. In cross- examination by Mr. Avory, -he witness said tha.t .Ins firm sold butter and margarine, but the latter was iiivai-tablv imported. The only "seconds" butter they got was from Messrs. Cohen, and the "seconds" was the only butter that came in 501b. kegs. Messrs. Steel paid over JOd for the. butter which they sold to Mr. Nelson at Mr. Avory: Do you often sell butter you pay over lOid. for at 10^1. ? The Witness: We have to do it. The competi- tion is very keen in Lancashire, especially in butter. Mr. Bodkin: You will have to reform your tariff.—(Laughter.)
