Under the presidency of Mr. Evan Owen, a meeting was held on Thursday at the Salutation Tavern, Newgate-street, E.C., for the purpose of forming a Welsh Association Football Club. After the minutes ot the previous mooting had been read, the Secretary (Mr. E. Williams) read the correspondence. Sir Pryce-Jones had expressed his readiness to be enrolled on the list of patrons, whilst Sir John H. Puleston, M.P., was also ready to become president of the club. The first business before the meeting was as to the nume of the club. It was ultimately agreed that witli the conseijt of tile Ruby Club it should be the London Welsh Association Football Club. It, however, this w.is objected to, then the London Welsh Wanderers would be substituted. The colours of the club will be black nickers with white jerseys. WHY THE WEATHER IS BAD. A correspondent of the Pall Mall Gazette writes :—Why are we experiencing such a cold, wet summer ? The reason is simple. On two sides of us a hot wave is flowing up towards the Arctic Circle: on the.one side from Suakin, where the heat is exceptional, right up through the centre of Europe—"Roumania no rain for three months, Riviera hent greater than known for I twenty years on the other eide of UlI, in the Atlantic, phenomenal heat reported. The cold wave rushes down between, and pours over Great Britain, causing incessant wet here and cyclones iu France. Our only hope is this, that these two waves of hot air will unite at last in the north of our region, and will lift and arrest the cold current. This may give us a hot September.

Koatli as a dairyman, under the style of the Queen's Pat k Dairy Company, wa4 again examined by the Official Receiver (Mr- T. H. Stephens) with reference to his bankruptcy at Bi-istoi.- riie defendant faid he had not made anv inquiries as to whether he had obtained his dis- clmrge because he had satisfied his own mind that he had obtained it.—The Registrar said he wanted to see the official copy ot the discharge, and the case was adjourned until October 11 to enable this to be produced-Mr. George David appeared for several creditors. FAILURE OF A COMMISSION AOEST.-Theodore Schweitzer, commission agent. Cardiff, next came up for examination. Mr. George David appeared for Messis. Trotter, the debtor's former employers, and Mr. Mackintosh represented the bankrupt- The debtor said ho had been a commission agent in the employ of Messva. Trotter at a saiary of 30s. A week and a commission of 2ili per cant4 on all goods he sold. He owed atlicusand pounds, but that was through speculation. He bought a large house in Earl's-place, which had been stand- ing empty a long time, and lie had to make up tha instalments to the building society. He owed Mr. Trotter £4211 but it was only about eight months IIgo this was found out. He had been asking for a reckoning up a long time ago, He bought the house in Earl's-place and also a house in St. John's- crescent from a Mr. Gerrish. The one cost S900 and the other J600, and 1,8 paid f,300 on each of them, and obtained a mortgage for the rest of the money. He made an assignment to a Mr. Glaves, through Mr. Blake, solicitor, but he did not understand what he was doing. He owed Mr. Glaves £ 75. Ho was served with a writ by Messrs. Trotter, but he did not iila his petition until he found out his mistake in executing the assignment. Four years ago ha gave his wife 9500, and she bought the house ha was now living in. Some time ago an uncle died and left him 12,290 2s. lid.; tnd at the sale of the effects he (the debtor) bought property to the extent of £17628. 9d. He did not buy more than L10 worth of silver, which he had since sold when lie was in need of money.-The examination was ultimately adjourned. lie W. G, GOTTWALTE, Solicitor.—In this case tha debtor had not yet filed his statement of affairs, aud the case was adjourned until the 11th of Octobor. Re DAVID LLOYD, Fitter.—In this examination it appeared that the debtor's liabilities were JE74. of which no less than zC45 was owed for groceries.- The debtor attributed his failure to bad trade and losses, one man having run away without having paid a bill of 115.-Tiie examination was closed. THR FAILURE OF A PENARTH Docioa.—In the case of Mr. A. Bird, surgeon, Penarth, the debtor said he commenced business in a partnership with a capital of JMOO. The partnership was dissolved in 1887, and he then took a large house with the object of improving his position and taking in patients. The idea, however, did not fulfil his expectations. The actual cause of his failure was speculation on the Stock Exchange, but he esti- mated that he must have been E800 in debt before he resorted to this method of trying to retrieve his position.—The examination was adjourned. Mr. H. W. Parker appeared for the debtor. Re T. DCCKHOUSE, Butcher, Bridge-street.-In this case tho debtor had been carrying on Lasinesa since 1888, and he now owed £ 1,000. He had done the best lIe could, but he had lost money since-the commencement. Eighteen months ago he bor- rowed money from Mr. Barnett, because be thought he might pull round. He, however, failed to do so, and he was compelled to file bit petition. He attributed his losses in a great degree to his dealings with a man named Thomas; —The examination waa adjourned in order that a deficiency account might be filed.

MORE SHEBEENING AT CARDIFF. At Cardiff Police-court on Friday (before Mr. T. W. Lewis, stipendiary, and Dr. H. J. Paine; Ann Dav was charged with illegally selling beer oa Sunday, August 3.-Acting-sergeant Phillips said on Sunday, August 3, In company with Police- constable Dyment and Police-constable Green, he watched No. 63, Millicent-street, occupied by Ann Day. He noticed twenty-three men and women enter and leave the house, and when be entered, under the power of a warrant, about eleven o'clock, there were eleven men sitting down in the back room with two quart jugs and nine glasses on the table containing beer. In the front room he found a four-and-n-half-gallon cask of beer on tap, and a 11 blue" and a jug containing beer beside it. Defendant, when questioned, said some of the men were lodgers, and the others had called to see them.—In answer to Mr. Belcher, who defended, witness said the house was a coin- moo lodging-liouse.-Ottior evidence was called, and defendant was fined ilO and costs, or, in default of distress, one month with hard labour. 1

I A NEWPORT BOY'S BAD RECORD. At Newport Police-court on Friday Chas. Wlxey, Bed 16, the son of an engine-driver, living at 117, Dock-street, wiis charged on remand with stealing a box containing £ 3 10s. in gold and silver and some pawn-tickets from tho house of his em. ployer, James Gatehouse,coal dealer,Llanarth-street. Mr. and Mrs. Gatehouso went for a trip to Penarth on Monday and left their placo in charge of a woman and the prisoner. When they returned t/iey missed the cash-box—a small wooden con- struction. Suspicion fell upon the prisoner, who was the only person with a knowledge of the whereabouts of the cash box. He protested his innocence on Wednesday when lie was before the magistrates for remand, and told the mayor he had given up the thieving tricks that he had been previously go-Ity of. On Wednesday evening, however, he offered to show Police-constable Smith where tho proceed* of the robbery were. He showed him the box, broken to pieces, in the bed of the River Ebbw, near Pont Ebbw, and 12 10s. in gold in a bank at the Gaer Farm, near the Cemetery. The pawn tickets were nor,, found, but 6s. 6d. was recovered from two boys, while it was stated that another boy had partici- pated in the robbery, but had gone on to Cardiff. —The Mayor said although prisoner was only six. teen years of age he had already been in prison eight months on various terms.—He was now sent to gaol for six months with hard labour.

THEFT OF JC63 AT CARDIFF. CURIOUS STORY OF AN ITALIAN AND THE RICH LITTLE BOY. At Cardiff Police-court on Friday (before Mr. T. W. Lewis, stipendiary, and Dr. H. J. Pdinel Michaelfni Vitaliano, 43, was charged on remand with stealing a purse, containing about 963, from 201, Bute-street, the property of Davide Percoco, on the 8th of August.—Evidence was given of the prisoner having several gold coins on the day of tiio,. alleged robbery.-Prisonerg in defence, said on the. day named he meta young man who toldhim he was going to Italy. The young man was going to the j railway station and had a handkerchief full of It money. Prisoner asked who gave the money to; him, and the man replied, to My family sent it to me." He did not believe it. He saw the shipping-' master there and told him that there was a little' Genoese boy who had got a handkerchief fulf of sovereigns. The shipping-master told him, to leave the boy alone and mind his own business. The boy took a ticket for Sunderlancf and put his hand in his pocket and gave prisoner some money, saying, You will have a drink on my head." He took the money without looking at it and put it in his pocket. When he got home and counted it up he found it was 211 in gold. He bought clothes with part of the money, and. during the day he went drinking from place to; placei-Prisoner waa committed to the quarterl sessions.

I RECKLESS FARMERS' SONS AT NEWPORT. At Newport Police-court on Friday (before the, mayor and Messrs. H. Phillips, O. Goss, and H. A. Huzzey) George Hodgkinson and Charles Giles, young fellows,, sons of farmers at Malpas. were, charged-the former with being drunk whilst iQ, charge of a hore on Stow-hill, and furiously riding it, and the latter with furiously riding a horse. The evidence showed that the defendants acted in the most mad and reckless fashion on Wodnesday evening. Their first exploit was to rido up to a lad named Walter Hillmati, who was in his master's cart on the road I near Celn, and challenge him to trot with them. The boy declined, but they said if he did not trot with them they would hit him in the mouth. Hodgkinson threatened to stab him with a knife that he pulled out. Giles snatched his hat off his head, and Hodgkin. 600 cut it to pieces with Ins knife. They abused and threatened him up and down the road, and made their way to Stow-hill. Everyoce whom they passed they threatened. They made use of violent threats and imprecations towards Mr. George Dowling, of Ruthin Ledge, and then rushed on. Police-constable Cox called to them to stop. They dismounted at Risca-road and started throwing stones at the policeman and his assistant.—l'he Mayor said the bencli had been considering whether they ought not to send Rodg. kinson for trial to the assizes for the use of a knir. Thry had decided, however, to fine him 60s. or 2a. d,iys, lmprisontrent, and Giles 40?. or 21 days' imprisonment.
