I At a meeting of the Neeth branch of the National Federation of Discharged and Demobilised Soldiers and Sailors, held on Monday night, it was decided that, having regard to the rocent demon- stration disturbances at Neath, to ask all those members and officials who held ex- treme Socialist: and Labour views to re- sign. It was unanimously decided to invite Col. Edwards-Vaughan, Rheola, to be- come president. Mr. Seymour was re- elected secretary in order that he may devote the whole of his time to the in- terests of the Federation of Discharged and Demobilised Soldiers and Sailors.

IMPOUNDED CATTLE. II Jy:!gr Si.t in Aberavon Allotment Case. I At Abcravon on Tuesday Judge Eloyd Morgan, K.C., delivered a written judg- ment to Deputy Judge A. J. David, K.C., I in a re-pievin action heard at the Juno court, which aroused considerable interest in the district, especially amongst the al- lotment holders. The case was one in which Wm Thomas, butcher, of Water- street, Aberavon, sued Wm. Beecham and 15 others in respect of a number of cattle. Defendants cultivated a number of plots and in March last found about 40 cattle I playing in the allotment, and a consid- erable amount of damage had been caused j to the plots. The allotment-holders im- pounded the cattle. Plantiff paid £ ]f);t for their return, but now claimed part of the money. The main point in the case was whether the allotments had been I sufficiently fenced. I Judgment was given for plaintiff for S23 4s. 6d., the damages for ilegally impound- I ing, with costs. The staying of exCou- I tioned was remanded pending appeal.

Evan Rowlands, who ap- peared for the complainant in a case of alleged desertion at Swansea Police Court on Tuesday. Florence Headdon sum- moned her husband, -William George Trevor Headdon. a shunter, and Mr. Hy. Thompson appeared for the man. It was stated that the parties were mar- ried at the Swansea Registry Office about ]5 months ago, when they were 17 years of afire Mr. Thompson said his client was de- sirous of "making it-up" again. The Chairman (Mr. J. W. Jones) told them to try and get rooms apart from their mothers and be happy by themselves. Addressing the wife, the Chairman asked, "How long were you courting?"—- Eighteen months, sir." And I suppose you were an angel then. and so was he." (Laughter.) To the two parties the Chairman re- marked, ".Now just you use a little com- mon-sense. Courting eighteen months, and then separating after fifteen months. It's so silly. Just make it up and go back to the happiness of your courting days! On the suggestion of the Bench both parties, with their solicitors, retired to an adjacent room to talk things over, and upon their return Mr. Rowlanrls s'nld that a satisfactory arrangement had been comc to. But if they are forthcoming, still further delay consequent upon the alteration of specih- cations, etc., may be expected, and with a consequent still dimner prospect of get- ting much solid work accomplished before the rainy season arrives.

According to the Chicago "Tribune" (Paris edition) rumours that an Ameri- can division is to be embarked for Con- stantinople in the course of a week were heard in unusually well informed circles at the Hotel Carlton last night. If this is proved to be true, it means that the United States have definitely undertaken the mandate for America.—Exchange.

An accident occurred at Reeolven on Sunday evening, when a little girl nan" d ,Cerie,wpn Edwards 676, Ntafai road, Resolven, was knocked down by a motor car outside the Aber Tinplate Works, while in the act of crossing the road, sustaining concussion of the brain. She was not taken to the Swansea Hos- pital until Tuesday. She was detained.

Mr. Shortt moved an amendment that the ex.peases of carrying the Act. into execu- tion should be borne between the property to be transferred to the University or Wales and the &everal county councils in proportion to the value oi the property fiO transferred to them respectively. The amendruent wag agreed to. On Clause 3 (jL'rovisions relating to commutation), Sir D. and Southern, L.) moved an amendment to sub-section 2, which provides for the payment out ot moneys to be provided by Parliament to the Welsh Comnustioners of a sum due to the Representative iioiiy under the scheme of commutation. He proposed that the money should be ad- vanced by way of loan repayable in 195(1, trgulag that it was wrong to use public moneys in order to adjust the arrange- ment arrived at between the Welsh mem- bers and the Church and also between the Welsh councils and the Welsh Commis- sioners. Mr. Shortt understood the proposal to weait that the money was to be repaid by the Welsh county councils. The amend- ment. he said, would keep opsin for 40 ytars the old dispute as to who was res- ponsible for the payment of the million pounds. The amendment was rejected.

PARKMSLL ROAD. Measures to Lessen the Dust and Nuisance. At the Gower Rural District Council meeting on Tuesday a report was sub- mitted respecting the dust on the Park- mill rnad. Dr. Morton said something should be done at once as the conditions were detrimental to the health of the people. The dust was rising in clouds tiuii gjing into the houses. Mr. D. Davies (Three Crosses), proposed the spraying of the roads with tar. Tar 6praying was cheaper, he said, than brushing and watering. Another proposition was made that the Bpraying should be deferred until next spring, and in the meantime the roads be brushed and watered. This was agreed to. GERMAN FIELD GUN. The offer of a German field gun by the War Office was .accepted by the Council. A vote of thanks was accorded to Lieut.- Col. Helme for the assistance he had ren- dered in obtaining the gun. The gun was captured by the 15tll Welsh, and will be placed in the grounds of Penmaen Work- house. WATER SHORTAGE. ine question of water supply at Horton was referred to the Parish Council.

TRAVELLERS CONFER. l" S;1 criptiors and Federation Adopted. At the United Kingdom Commercial Travellers' Association's annual confer- ence at Dublin, in the City Hall, the local delegates were Mr. H. Bishop, of Neath (chairman of the Swansea branch), Messrs. .1. R. James (treasurer) and A. Munday (charities secretary). Several items of con- siderable interest concerning the future of the association were dealt with, as was the question of federating most of the associations in the country for national objects. This movement was initiated by an ex-president, Mr. R. Ferguson, of Liver- pool, who has worked very hard for the achievement of this object. The principle of uniform subscriptions -with uniform benefits was adopted, and a recommendation given to the Council to draw out a scheme and report to the branches at the earliest possible date. Mr. W. Fintllater, president for the yeny, advised delegates not to dabble in Irish politics, or to attempt to write a book on them when they returned home. The conference will always be a memor- able one for the magnificent collection to- wards the various charities of the associa- tion, the splendid amount of je6,335 being announced, and it was anticipated the grand total of A:7,000 would be the final result.

Jones' New Hotel. t A double-paged supplement to the cur- rent number of The Building News depicts the large imposing and ornate uew hotel and restaurant to be erected in the Strand, London, for Messrs. R. E. Jones, Ltd., of Swansea, of which Sir Charles T. Ruthen, F.R.I.B.A., is the architect. The site is now occupied by Terry's Theatre. The facade between the ground and second floor levels will consist úf grey unpolished granite, the large open- ings being lifted with specially-designed metal frames. Above the second floor ler-el white Carrara will be used, with bronze bases and capitals to the columis sind pilasters. The general scheme pro- vides for the liberal use of wrought iron work in balustrading and balconies. A fine marble restaurant is to be proviled in the basement, ground floor and i la-t floor, and the second floor is to 'am ¡ the reception rooms and other accomo- 1 dation for hotel residents. The i pper :floors are to contain several hundred lAo- Tooms, which, together with bathroom and lavatory accommodation, 'ill be iitted upon most modern and sumptuow lines. ROYAL HOTEL FIRE. I Cinema Thrill in Real Life. A sensational fire brcke out at the Royal Hotel, Cardiff, on Monday after- noon, when huge crowds watched an ex- soldier rescue a girl who had been isolated by the lfames. The man whose heroism thrilled the crowds in St Mary-st., and Wood-st., was Walter C'eall, Winnie Jones, one of the maids, was cut off by the five in her bedroom at the top of the building-90ft. above the pavement—and Cleail, amidst intense excitement, made his way along a bat- oony and then a narrow ledge to the | girl's window and guided her back along I this perilous path to safety. j The fire, thanks to the untiring efforts of the Cardiff hire Brigade and police, was confined to the top of the building I and the roof, and by eight o'clock the flames were subdued and the situation II well in hand. The damage will probably run into five figures.

The current number of The Build- ing News and Engineering Journal has the following notable tribute to Sir Alfred Mend's recent speech to the Society of Architects, and of the First Commis- sioner of Works* fitness for the position I of Ministe- of Fine Arts:- "REAL AND CULTURED APPRECIA- TION." H The enjoyable gathering at the Restaurant Frascati, enhanced. as it was by the informative and gracefully phrased speech of Sir Alfred Mond, the First Com- missioner of Works, was, we are encour- aged to hope, the first of many red-letter days for architecture and architects. First of all, because fn the past i £ has not been our good fortune, when brought into contact with Ministers of the Crown, to l'sten to such real and cultured appre- ciation of architecture and architects, the extent and sincerity of which was evi- dcnced by its interludes of friendly ad- vice and welcome en(,,ouragr-neii, Do mortuis nil nisi bonum,' and we there- fore will not even name a former First Commissioner of Works whose brutal contempt for art, and all who worked for it, was as notorious as his vulgar insol- ence to his Sovereign, which John Bniglri so sternly rebuked at a well-remembered, public meeting.
