EMPTY HOUSES.
EMPTY HOUSES. Swansea Committees & De-ia-Beche Street At a meetiriK of the Swansea Housing and Education Committees on Wednes- day afternoon, Aid. P. Molyneux presid- ing, the question, of letting the De-la- Beche-rtrefet and Horton-street houses, allowed to remain vftcant in view of the extensions of the Secondary School, but for the occupation of which urgent and numerous applications are made, was con- sidered. The Chairman said, speaking entirely from a housing point of view, the im- pression tvos that if possible the houses should be let to people—who had nowhere to lay their heads—till such time as they were wanted for the extension. If there was going to be an immediate start with the extension they might Waive the claim that the houses should be let. They were inundated by applications from people in sore -straits, and thfe position was grave, or the Housing Ctmunihee would not have interfered with the Ordin- ary course of committee procedure. THE LEGAL DIFFICULTY. Aid. 1. GwyiinS (chfunnan of the mtl- catioir Committee) said he tried edmfe months ago to get some people to, occupy these houses, but there' was the legal difficulty that the land had beien pur- chased jointly, .and they were not the sole owners, and if the people were put in they would be unable to remove them when the property was wanted. They were under an obligation under the Fisher Act to ptoVide by the ilSt of Marfeh next ,;rear secondary school fcCCQirj- modation far greater tfcdn to-day. If it was possible to 15et oV,cr the legitl diffi- culty he would be glad to help; ciilty he W<? 9 Mr. G. Colvill (president) hfeaded. a deputation from the Labour Association to urge the Education, Committee to liberate the lioyseg. He pointed out. that the Workjieople; often discussed the 4P!t,th. Present housing conditions tn Swansea were such as to makè a man iahg head with shame. Cases itli thd!Í<3 :n the East Ward in wiiicfi two ot .hrc-e familiesi were lining ill teneihent built for one family, could he nuiit.'plNKl over and over agdin; rrIw I urgesB r« 11 showed that, even in the Bfynmill area there were ten to twelve voters ;i piA-| rooined houses. If the committfee rlpttd these houses there Wo tiki be aefcortiino- datibn for about teti to twelve families. The Association (continued Mr.' COl- will) was astounded at the great, increase in cost of the Town Hill houses; iihd ittg- gested that direct administration wOuld be cheaper iii that it would eliminâÜ contractors' profits. Thêy àw moneý rendered available for purchasing plea- sure grounds. They had come tb the conclusion that human life was aBotit the cheapest thing oil earth. Mr. Bart Croiiili followed and gave in- 4tances of chronic overcrowding, and of ex-Serviee men being .unable to marry, and said the Labour Association wotyd commence a relentless and uiacQmpfo- niising caulpaign that no less ulsefol work would be done until housing was tackled. Could not eoino business prfeniiseS be utilised ? CHAIRMAN REPLIES. I The Chairman rfeplied that much that had been urged Wag common ground. They knaw tkw peed &nd had left no stone nnturned. The Ministry of Health, which was franking the lodS over id. rate, Stipulated for open market Con- tracts, and as this loss on the 500 houses* was estimated at about £ 10,006 per an- num if the rents WerS Itj. to lis; (kL; eo that direct administration was out of the question. Financial consideration! Would not stop the work. As to using btisin&s premise, the CliairhiSjii adcloo that he had a list of the unoccupied pre tnis es, and they Werfe in a position to negotiate property vac&nt. ALMOST AT ONCt. I The Town Clerk Said as a rOstllt of a telephonic rAfcSsagO he expected the 5anc tiou of the Ministry almost fet once, and the work would start Within a few Wefeks. The Architect: Leas thaii thht. The Town Clerk remarked that direct administration for this scheme was out of the question. Ald. W. Owen thought the issue ot direct administration should be raised in further scnemfes, and hoped that Swansea nould hot h v Cr?iJs, èXjJel:nc in the matter of alteration of e(peciliciitions to reduce cost. Aid. B. Jones pointed out that the EtitesColillnittee was doing its .utmost to get dilapidated property available— and there was a good number of them; In thanking: "tho committed for receiv- ing tII6 deputation, Mr. Colwiil said they waited to helpth committee. If they wanted to relieve industrial unrest thfey must hglri With the provision df better housing. THE LAW AND DE-LA-BECHfc STREET. .1 -I The Town Clerk reported Qji the, legal position in regard to the De-M-Ife^che- etreet holisM, and pointed out the impos- sibility of removing tenants, once at* ceptedt ufilfess therfe were "()thél âê(."OmiiiÔo dation available. The land wd obtaliifed on a isii petitiofti specifically for tducatiOn oxten-,iotiO, oitd since then the edvicatiohal overcrowding had be- come worse because bf the addi- tion of about 25 Or cent; ot children from the added area, for whom there had LJeen jij afiditioil to secondary school ac- commodation.
