] BLACKPOOL POST. I I MR. HEATH & THE "LEADER" I QUESTsO.IS RAISED YESTERDAY I I At Monday's meeting of the Parliamentary Committee, Mr. Dd. Wil- liams in the chair, Ald. J.'Jordan said that since hex had been in the room he had been told that the ap- pointment of the borough surveyor of Blackpool had been made earlier than was 6hown at the meeting of the Council in Committee on Monday lust. It was then understood that the appointment would I be made on the Thursday of last week. Was the new information correct? The chairman: I do not know, but it should be easy to get the information. kld. T. Merrells: I know that Mr. Heath was not aware of it. Mr. James Morris: That is not on the agenda, Mr. chairman. The chairman: No, but Ald. Jordan has I asked the question, and it is a very proper question if that rumour is abroad. The borough surveyor was then sent for, Mr. Booth (town clerk's department) re- marking that he did not know anything about it. At a later stage Mr. Heath was asked if there was any truth in the statement that the appointment was made on Mon- day. NO KNOWLEDGE OF APPOINTMENT I The town clerk and the borough sur- veyor both denied any knowledge that the appointment had been made even up to the present, and the town clerk read from a newspaper a statement to the effect that the recommendation would not be ratified until next Monday. Ald. Jordan characterised the replies as perfectly satisfactory. I TOWN CLERK'S STATEMENT. I The Town Clerk a^ked to be allowed tc make a statement first. He had heard of a rumour that morning that the Town Clerk was fully aware that the Blackpool appointment had been made before Mon- day's meeting. It was an unfortunate rumotar, and amounted to accusing him (the town clerk) of suppressing informa- tion, which h^ had never done. All he know of the matter was that the Sur- veyor" of last Saturday had stated that a recommendation to the Blackpool Coun cil had been made. BOROUGH SURVEYOR. I Mr. Heath said he had been told that day that there was a rumour in the town that lie had been very cunning over this business. He discovered that this was so, and it was alleged that he, or he and the town clerk, had engineered the Council meeting. As a matter of fact, he had not known when the Blackpool deputa- tion was coming to Swansea. As to when the appointment was made, he knew noth- ing. and did not even know whether it had yet been made. He returned to Swan sea last Saturday night, and had eince gone through the local papers. All he ¡ knew wis that the Surveyor" last Saturday had said that Mr. Wood would be recommended to the Council at Black- il pool next Monday. Immediately after last Monday's meeting of the Council at Swan- sea he (Mr. Heath) had wired to Black- pool withdrawing his application, and had had a letter which gave no impres<»ion that th, application had at that time be<'n withdrawn. Mr. Merrells: That's the worst o £ the evening papers. They upset your peacc- of mind. PERFECTLY SATISFACTORY." I Aid. Jordan remarked that the replies I of the Town Clerk and Borough Surveyor were perfectly satisfactory. It would have been a scandal if the officials had known that the Blackpool appointment had been made at the time of last Mon- day's meeting. The Town Clerk drew attention to a newspaper paragraph to the effect that Mr. Wood had bo.en recommended for the Blackpool post, and that this would be ratified on the 3rd pro., so that there had been no appointment. The Borough Surveyor, in conclusion, said that with all r?pcct to the prr?a. in ,;a;d tji?-tt v- .l? the Corporation of Swa-n?a not having increased his salary, the Cambria Daily Leader" might have done him irreparable injury by publish- ing a few day before the meeting of the C-ouncil in committee a statement that if he was given the dfil.OOO ho would with- draw his Blackpool candidature. That was known in London, and was therefore quite as likely to be known in Blackpool. He thought it was most unfair. Mr. David Williams: If you had been in Swansea as long as I have you would know what value to put on tbe-pe things. [If there had been any possibility of the Cambria Daily Leader doing Mr. Heath irreparable injury," let u", say frankly that we would have been very sorry; but we are puzzled to gather the point of his complaint against us. At yesterday's meeting of the Par- liamentary Committee Mr. Heath raid he did not know when the Blackpool appointment was to be made, and; in matter of fact, the technical appoint- ment is to be made next Monday. On Friday, May 16th—that is, three days before the meeting of the Council in committee—the Leader published a paragraph with regard to the meet- ing in which it stated:- The probability is that resolu- tions will be brought from the Main Drainage Committee to the Parlia- mentary Committee to retain Mr. Heath at EI,000 a year, which is the Ralary being offered by Blackpool. As our readers will see. this was a very intelligent anticipation of liat happened on the Monday, the only difference being that the Main Drain- ngo Committee reported to the Coun- cil id committee. On the Saturday, the Leader" published a note in whiúh it was stated that the project on foot was to increase the salary of I the Borough Engineer and Surveyor. because Blackpool is after him, and he is indispensable to the carrying cut of the drainage schemes." On Monday it was said over and over again in the Council by council- lors that Mr. Heath was prepared to stay foi the salary offered at 1 ;Iack- Siol. Mr. Edward Harris said it, and Mr. MenelIs said it. What offence did the Loader" commit on Friday ot Saturday that was not also com- mitted in the Council on the Monday? And the Blackpool appointment, it was then understood was not to be made until the Thursday following the meeting of the Council in committee.]

In five days' operations on the .31anitoh River, General Denikin has cleared the Bolshevik Tenth Army from tho whole of the southern bank' for a distance of 200 miles. Three thousand three hundred pri- soners, 13 guii4, and 50 machine-guns were captured, and in addition two en- tire Bolshevik regiments surrendered. General Denikin's right wing has already penetrated 30 to 40 miles across the Man itch, the next natural front tor the Bolsheviks.

FOR USE AT WORKS. Bench Dismiss Case Against Lfaneliy Time-Keeper. John Lawson Pickard, a timekeeper at the Welsh Tinplate and Metal Stamping Works, was summoned at Llanelly on Monday for sreuliug an enamel kettle and three enamel pie dishes. P.S. Kecs said that, with Detective Sergeant Davies, he visited the Tin- Stamping Works, and saw defendant go down the gangway in the direction of the warehouse, carrying a lamp. In seven or eight minutes he returned with a brown paper parcel, which he placed with three onamel dishes in a cupboard. On enter- ing the ofhee w itness took the kettle and dishes out of the cupboard. j Delendant said his intention was to use the articles in the works. Mr. Ludford said the defendant, who was for some time a lecturer on horti- 1 culture at Aberystwyth, had five sons with the Colours. The Presiding Magistrate: We are satisfied that the defendant did not in- tend to steal the articles, and we there- fore dismiss the case.

Mr. Dan Perkins defended. Lilen Thomas, Blaenavon-terrace, said that she heard shouting, and on going out she sa.w seven or eight gGcse in Allen's allotment. He was beating them shame- fully" with a large pick handle. Supt. Ben Lvan3, surveying the pick |handle, observed that one blow from that ought to have been enough. PC.
